Revised 2008 PUBLIC NOTICE SCOPING PERIOD FOR UC DAVIS SACRAMENTO CAMPUS 2010 LONG RANGE DEVELOPMENT PLAN ENVIRONMENTAL IMPACT REPORT The University of California, Davis Health System will propose to The Regents of the University of California the adoption of the 2010 Long Range Development Plan (2010 LRDP) that would guide future land use and physical development of the UC Davis Sacramento Campus through a projected horizon year of 2025. The UC Davis Sacramento Campus is located east of Stockton Boulevard, south of V Street, and north of Broadway Street in Sacramento. The proposed 2010 LRDP would accommodate approximately an additional 3.1 million gross square feet (gsf) of building space on the Sacramento Campus to the existing approximately 3.4 million gsf of building space and when fully implemented is projected to add approximately 7,200 additional people to the daily population. The Regents of the University of California is the Lead Agency. The UC Davis Health System, as the project proponent, will prepare an Environmental Impact Report (EIR) for the 2010 LRDP. The purpose of an EIR is to inform decision makers and the general public of the environmental effects of a proposed project that an agency may implement or approve. The EIR will provide a program level environmental review of growth on the campus consistent with the 2010. An Initial Study has been prepared in accordance with the California Environmental Quality Act, the State California Environmental Quality Act (CEQA) Guidelines, and the University of California Guidelines for the Implementation of CEQA, to identify the environmental issues to be addressed in the 2010 LRDP EIR. The 2010 LRDP EIR will specifically evaluate the following potential impact areas: aesthetics, air quality, biological resources, cultural resources, hazards and hazardous materials, geology and soils, hydrology and water quality, land use and planning, noise, population and housing, public services and recreation, transportation and traffic, and utilities. The EIR will include measures to mitigate potentially significant impacts and an evaluation of alternatives to the project that could avoid or reduce one or more of the potentially significant effects. The Initial Study has determined that the 2010 LRDP would not have potential impacts on agricultural resources and mineral resources and therefore these topics will not be addressed in the EIR. Copies of the Initial Study and the Draft 2010 LRDP are available for review during normal operating hours at the UCDHS Office of Facilities Design & Construction in the Facilities Support Services Buidling at the address below; at the Blaisdell Medical Library on the UC Davis Sacramento campus; and online at http://www.ucdmc.ucdavis.edu/facilities/. The 30-day review period for the Initial Study will extend from November 18 to December 18, 2009. Comments regarding the scope of the LRDP EIR must be received no later than 5:00 PM on December 18, 2009.
