ORGANIZATION ENVIRONMENT

The is a unique local government in that its community of interest is contained with the traditional lands of the people of the Central Desert of . The 99 year leases held by the Ngaanyatjarra Land Council on behalf of the traditional owners also form the boundaries of the Shire of Ngaanyatjarraku.

The Shire of Ngaanyatjarraku was formed on the 1st July 1993 by the division of the with the eastern area becoming the new Shire. The first local government elections were held in October 1993 and 8 Councillors were elected unopposed. The communities, as originally stated in their submission to the Boundaries Commission, are committed to "mainstream" local government and the delivery of services by the Shire rather than any other organization.

The Shire encompasses an area of 159,948 square kilometres and is located approximately 1542km from and 1,050 kilometers south west of . The region itself is diverse in natural beauty from the magnificent Rawlinson ranges to the red sandy plains of the .

The Shire’s main township is Warburton, which is also the largest of the eleven Indigenous communities within the Shire. Warburton is 560 kilometers by gravel road north east of Laverton and 900 km north east of Kalgoorlie. Neighbouring shires include the Shire of Wiluna, Laverton, and East . The Shire offices are located in the Tjulyuru Cultural and Civic Centre in Warburton.

In 2010 the Shire had an estimated residential population of 1,543 people, comprised of 46% male and 54% female residents and there are approximately 441 dwellings within the Shire. The Shire has a higher percentage of residents aged between 0-24 years and a lower proportion of residents aged 55+ years compared with the wider Australian population.

The prevailing climate of the region includes an average annual rainfall of approximately 100mm and seasonal temperature variations maximums in excess of 40°c in summer and minimums of less than 0°c in winter.

PURPOSE AND SCOPE

The Sport and Recreation Officer (Youth) Supporter will work in a team to assist the implementation and maintenance of a range of youth, sport and recreational activities, events and programs in Warburton Community.

The Sport and Recreation Officer (Youth) Supporter will work to encourage and sustain participation rates, fitness and the general development, health and wellbeing of young people within the region.

The successful candidate will complement and enhance existing programs and activities offered by the Sports And Recreation Team of Shire of Ngaanyatjarraku.

KEY RESPONSIBILITIES

Under the supervision of the Sport and Recreation Supervisor (Youth), Sport And Recreation (Youth) Officer and Team Leader assist to run activities that the team will be delivering.

1. Individual and Group Support • Assist with the operation and maintenance of the Shire’s facilities, inclusive of youth drop in centres, swimming pools, community halls and ovals. • Assist with the sport and fitness training programs / sessions to improve the general health, fitness and well-being of local people. • Work closely in a team environment and where required support the projects of Shire of Ngaanyatjarraku Youth Sport and Recreation Officers.

2. Community Liaison • Act as a roll model for program participants and the wider community through the way you carry out your activities at all times. • Contribute to the development and promotion of sport and recreational services.

3. Occupational Safety and Health • Recognise your duty of care under the Occupational Safety and Health Act 1984. • Work in a safe manner which will not endanger yourself or any other persons. • To use all equipment safely and to correct or report any unsafe working conditions. • Abide by the Shire’s Occupational Safety and Health requirements.

4. Extent of Authority This position operates under the direction of the Sport and Recreation Supervisor (Youth) within established guidelines, procedures and policy of Council as well as statutory provisions of the Local Government Act and other legislation.

Extent of Authority: No Delegated Authority.

SELECTION CRITERIA – QUALIFICATIONS, SKILLS AND EXPERIENCE

Qualifications and/or Training • National Police Clearance and W.A. Working with Children Check. • Hold or willingness to progress towards relevant sports accreditations or coaching skills. • Hold or willingness to progress towards safe pool operations certificate, bronze medallion and pool lifeguard qualifications. • Hold or progress towards a Senior First Aid Certificate. • Hold or progress towards C class Driver’s license • Hold or current progression towards a relevant qualification to a minimum TAFE accreditation.

Experience

− Working and dealing with indigenous people and issues affecting them.

− In a variety of popular sports such as Athletics, Australian Rules football, Softball, Indoor soccer etc.

Skills

• Ability to communicate appropriately with remote Aboriginal community members of all ages and with varying levels of education.

• Excellent interpersonal and negotiation skills including the ability to act patiently and diplomatically in problem and tense situations.

• Ability to prioritize assignments, maintain flexibility and assist to drive projects.

OTHER REQUIREMENTS

GENERAL

The successful candidate might be required to submit the following documentation. The Shire of Ngaanyatjarraku will reimburse costs for the following:

• National Police Clearance not more than 3 months old from the date of request • Current Working with Children Check • Certified copy of Driver’s Licence • Medical Certificate confirming fitness to perform Position Description requirements

The successful applicant will be required to sign the staff code of conduct and other relevant policy.

OCCUPATIONAL SAFETY AND HEALTH The incumbent must demonstrate a strong commitment to workplace health and safety and effective organisational and public risk management and must take all reasonable care in the performance of his/her duties to prevent injury to him/herself and others.

The position is responsible for complying with the Council’s Occupational Safety and Health management program and relevant legislation by working in a safe and responsible manner taking into consideration other staff members. Responsibility includes correct use of equipment and the identification and reporting workplace incidents and hazards.
