3 The Future of the Nation-State Project in Africa: The Case of Nigeria Nduba Echezona As the Cold War cycle played itself out, some of the multinational nation-states which had been taken for granted such as the former Soviet Union, Czechoslovakia and Yugoslavia suddenly dissolved. Their splitting pointed towards a direction which had hitherto been a trend in world politics, namely that the nation’s territory had to be synonymous with the territory of the state, the nation being made up of people with shared cultures and myths of blood ties. This direction in Europe might have set a worldwide pace. Africa has shown very little sign of complying with it. Africa entered the post-Cold War era with seemingly high prospects of terri- torial disintegration. This was exemplified by many civil wars in recent years, some with genocidal features. But, except for Eritrea and, to a lesser extent Somaliland, the political map of Africa’s states and borders has remained remarkably unchanged. Wars in Liberia, Sierra Leone, Rwanda, Burundi and the Democratic Republic of Congo have not caused these states to split. Nonetheless, wars have led to spatial recompositions, to emerging spaces of sovereignty within state territories and to renewed challenges to the official geography from above — the latter being defined by: the various corporations that have or have had the political or technocratic vocation of establishing, defending or modifying foreign or internal (administrative) borders of established states and organizing their geographical space (regular armies, diplomatic corps, colonial or contemporary administrators) (Ben Arrous 1996:17). 3.Chap.3_2.pmd 79 10/06/2009, 11:10 80 African Studies in Geography from Below In Nigeria, the colonial and postcolonial efforts to construct a nation-state from above rather than from below produced an ‘uncertain’ Nigerian; somebody with equivocal national feelings and many other allegiances. -

Chapters three and four consider the evolution of federal- ism, political problems, prospects of federalism, self-govern- ment, and attainment of complete independence on October 1, 1960. Chapters five and six deal with the activities of many groups, crises, military coups, and civil war. The conclusions and recommendations candidly argue that a decentralized federal system remains the safest way for keeping Nigeria together stably. This is because those from the Southern part of Nigeria have continued to express concern over the appointments made so far by President Muhammadu Buhari. They posit that the appointments were lopsided and not in the best interest of the country. President Buhari is from Katsina State, Senate President Bukola Saraki and House of Representatives Speaker, Yakubu Dogara are from Kwara and Bauchi states respectively. The judiciary is led by Justice Mahmud Mohammed from Taraba State. Of the seventeen appointments made by Buhari so far, seventeen are from the North, while five are from the South. The appointments, however, drew the ire of Nigerians who asked Buhari to respect the country’s principle of federal character. Already, the Internet, particularly the social media and blogs, are agog with reactions and counter-reactions on the matter. For those who are opposed to his appointments so far, they smack of tribalism, nepotism, religious bigotry and a pointer to his ill- motivated aspiration to Islamize the country, which must be resisted. -

Tourism Readiness, Investment Promotion, Economic Growth and Development in South East Nigeria: An Expose and Proposal By Chukwuemeka U. Okoye Department of Agricultural Economic University of Nigeria, Nsukka Introduction Up until 1966, the economy of then Eastern Nigeria was one of the fastest growing in the world, finding peers among Malaysia, Indonesia and Brazil, etc. By then, Eastern Nigeria dominated both commerce and the Federal bureaucracy in Nigeria. Today, South East Nigeria is a much smaller enclave, encompassing a geographical space made up of five states (Anambra, Enugu, Imo, Abia and Ebonyi) and exclusively inhabited by the Igbo, relative to the former Eastern Nigeria, which included the Efik, Ibibio, and Ijaw of Cross River, Rivers, and Bayelsa states. Economic growth in the South East has contracted to the extent that it is now attributed with the least aggregate Gross State Product in Nigeria (of N754.40bn). Again, ranking of Nigerian states by ease of doing business has seen the South East States at the bottom of the ladder. The concerns about lack of investments, which largely inform the regular expression of concern by individuals, group and institutions in the zone (Ohanaeze Ndi Igbo, South East Economic Summit Group, and South East Nigeria Economic Commission) include the poor state of employment, low industrial development, insecurity, dearth of critical infrastructure among others. Reasons for this are economic, social, political and otherwise, but it does appear, as indeed many may know, that we should look more closely at what made Eastern Nigeria, particularly the Igbo Nation of the present South East Zone so vibrant before 1966, and what happened to it during and after the Civil War of 1966-1970. -

He had early education at a Quranic School in Bauchi and also studied at the famous Katsina Teachers’ Training College between 1928 and 1933 before returning to Bauchi to teach at the Bauchi Middle School. He later became the headmaster of the school. He (along with Malam Aminu Kano) was among the few learned teachers who were selected in northern Nigeria to study at the University of London’s Institute of Education where he obtained a teacher’s certificate in History in 1944. Governing “Ethnicized” Public Sphere: Lessons from the Nigerian Case

It examines the meaning, actors, procedures and practices of power-sharing in Nigeria. The paper assesses the opportunities and challenges arising from the use of power-sharing as a method of governing the public sphere and highlights the lessons that Nigeria’s experience presents to other African countries struggling with the challenge of ethnic diversity. The paper argues that power-sharing as it is being practiced in Nigeria widens the asymmetrical and oligarchic power of the dominant elite groups, creates a dependency syndrome, and hampers the growth of democracy. It contends that the Nigerian case exposes the contradictions and limitations of power-sharing as an institutional approach to the regulation of the public sphere. Introduction Nigeria’s heritage of ethnic diversity has had an overwhelming impact on the country’s public sphere, leading to its “ethnicization”. On the other hand, the stiff political competition among the elite has resulted in the “politicization” of ethnicity in the country. The result of the above is a highly contested public sphere, which has been made the arena of rhetorical confrontations between various ethnic groups in the country. However since the 1970s, the Nigerian political elite have adopted power-sharing as a strategy to manage inter-group relations, mitigate the negative effects of ethnic politics, and transform the “ethnicized” public sphere through the introduction of the discourse of “unity in diversity”. -

126 THE TRAVAILS OF THE IGBO ETHNIC GROUP IN NIGERIA AND THE INDISPENSABILITY OF THE TRADITIONAL SOCIO-CULTURAL PRACTICES IN THE RESTORATION OF THE MUCH-NEEDED UNITY Chidi Mike Amaechi Department of History and International Studies, University of Nigeria, Nsukka Enugu State, Nigeria. Abstract The Igbo ethnic group in Nigeria has been groaning under the colossal weight of injustice, criminal neglect and institutional marginalization especially since the end of the Nigerian Civil War. This is more apparent in the composition of the military, political appointments, provision of social amenities and infrastructure, and choice of official policies. The psychological effect is even more traumatizing and debilitating. In a state of confusion, despair, and hopelessness, the average Igbo person is politically disoriented and manipulated and the age-long flaunted culture of ‘unity of purpose’ has been abandoned together with the traditional socio-cultural practices that anchored the people’s high moral standards and unsullied sense of dignity. Moreover, at the detriment of Igbo group interest, the political elite now revel in selfish individualism as a result of inferiority complex and have not been able to, early enough, analyze situations and take a firm stand on issues, as each situation demands. In support of the view that the marginalization of the Igbo stems largely from internal disunity, and in addition to other views on the solution to this problem of Igbo disunity, it is the position of this paper that the revival of those traditional socio-political cum cultural institutions and values which sustained the bonds of Igbo unity in the face of the seemingly acephalous and segmented nature of the people, would go a long way in restoring this much-needed unity. -
