    October 2009 Million Voices for Change - Public Works UNISON Scotland has launched its 'Public Works' campaign with the message that public service cuts will increase costs for ordinary families and will delay economic recovery. 'Public Works' is the Scottish arm of the union's 'Million Voices for Change' campaign. UNISON has warned that the headlong rush to cut and privatise public services will lead to delays in coming out of recession It has produced a leaflet demonstrating the importance of public services to everyone's lives and pointing to the huge costs that would fall on people if public services were not available. The ‘A Day in the Life’ leaflet follows an average woman through her day and points out our dependence on public services - from water and sewerage, through environmental health and refuse collection, to education and health care. It points out that all of us rely on public services, not just the most vulnerable, for whom they can be a lifeline. http://www.unison- scotland.org.uk/publicworks/index.html Scottish Labour MSP’s have been quick to add their support to the campaign, including shadow cabinet members, at an event in the Scottish Parliament during trade union week. The UNISON Scotland Labour Link Committee also met recently in Parliament to promote the campaign. They were joined by the Convenor of the UNISON Group of MSPs, Karen Gillon MSP to consider how best to build these ideas into the Scottish Labour manifesto for 2011. Foreword The Journal is the central, long-term, authoritative record of what the Parliament has done. Unlike the Official Report, which primarily records what is said, the Minutes of Proceedings, and in the longer term the Journal, provide the authoritative record of what was done.     Edinburgh Napier University Edinburgh Napier University is a public university in Edinburgh, Scotland. Napier Technical College, the predecessor of the university, was founded in Edinburgh Napier 1964, taking its name from 16th-century Scottish mathematician and philosopher University John Napier. The technical college was inaugurated as a University in 1992 by Lord Douglas-Hamilton, becoming Napier University. In 2009 the University was renamed Edinburgh Napier University. Former names The university is based around its three main Edinburgh campuses: Merchiston, Napier Craiglockhart and Sighthill. Accounting convention The Annual Accounts and Notes have been prepared under the historical cost convention modified to reflect changes in the value of fixed assets and in accordance with the Resource Accounting Manual issued by HM Treasury. 2. Accounting policies 'The statement of the accounting policies, which have been adopted, is shown at Note 1.O. From I April 2002, the NHS Board has complied with the Resource Accounting Manual (RAM issued by HM Treasury with the Operating Cost Statement replacing an Income and Expenditure Accol-lnt and the General Fund replacing capital and revenue reserves on the Balance Sheet. Lothian Urliversity Hospitals NHS Trust was dissolved on 1 January 2004. The assets and liabilities of the Trust were transferred to Lothian NHS Board at that date. This transfer has been accounted for using merger accounting, as directed by the Resource Accounting Manual. The main effect of this is that the results and cash flows of the Trust for the period ended 31 March 2004 are brought into account from the start of the financial year as if the transfer had occurred on that date and the prior year comparatives have been restated as if the transfer had occurred at the start of that year. Prior to the introduction of resource accounting, Health Boards accounted for early retirement costs which arose prior to 1 April 1995 in the years in which the costs arose and did not reflect the full lifetime liability arising from the decision to allow early retirement.
