AUTHOR'S PREFACE This history has been appearing serially through the Lindsaj "Watchman-Warder" for the past eleven months and is now issued in book form for the first time. The occasion for its preparation is, of course, the one hundredth anniversary of the opening up of Victoria county. Its chief purposes are four in number: — (1) to place on record the local details of pioneer life that are fast passing into oblivion; (2) to instruct the present generation of school-children in the ori- gins and development of the social system in which they live; (3) to show that the form which our county's development has taken has been largely determined by physiographical, racial, social, and economic forces; and (4) to demonstrate how we may, after a scien- tific study of these forces, plan for the evolution of a higher eco- nomic and social order. The difficulties of the work have been prodigious. A Victoria County Historical Society, formed twenty years ago for a similar purpose, found the field so sterile that it disbanded, leaving no re- cords behind. Under such circumstances, I have had to dig deep. -

June, 2017 65 Sunray Street, Whitby, Ontario, Canada L1N 8Y3 11148414 | 01 | Report No. 1 | Executive Summary A Phase One Environmental Site Assessment (ESA) was completed by GHD Limited (GHD) for Delpark Homes (Port Perry) Inc. for land located along the north side of King Street approximately 60m west of Perryview Drive in Port Perry, Regional Municipality of Durham, Ontario “the Property”. The Property encompasses an area on the order of 17.4 hectares (43 acres) and contains a barn of unknown age. The remainder is used for agricultural purposes (cash crops). The surrounding areas to the north east and west are municipally serviced for water and sewer. Based on information compiled, the Property was first developed for agricultural use prior to 1927. The Phase One ESA has been prepared to provide Delpark Homes (Port Perry) Inc. with a professional opinion of the potential for materially significant environmental liabilities as part of the due diligence process. It is understood that the Property is being considered for future residential development. The Property is located in the Town of Port Perry on Part Lot 17 and 18, Concession 5, in the geographic Township of Reach. The surrounding area can be generally described as a mix of residential and agricultural land use. Based upon observations made during the site reconnaissance including the surrounding property uses, and review of the historical documentation, potentially contaminating activities (PCAs) resulting in areas of potential environmental concern (APECs) were identified for the Phase One Property. -

The Scugog River 23 INTRODUCTION There are one hundred and fifty-six incorporated villages in the Province of Ontario and several hundreds of hamlets known as villages but in reality just a section of the township in which they are located although some of these, known as police villages, have a limited autonomy. Several small villages like Martintown in Glen- garry County are considerably over one hundred years old but most of the incorporated villages are of more recent date. Some early and thriving villages like Port Hoover on Lake Scugog in Victoria County have disappeared completely and many others fondly hoping for growth and prosperity have, due to location, the advent of railroads that passed them by, or other causes, failed to attain their ambition. Villages have become incorporated, grown into towns and these towns into cities but in most of these cases growth has been rapid and continuous and many still expand and add to their population year bv vear. -

The matter was brought to the attention of the writer, who compiled them into a single document, and added various indexes, with the intention of releasing the publication at the 1998 Annual Symposium of The Ontario Archaeological Society to commemorate the Twentieth Anniversary of Dr. Emerson’s death that year. This intention was not realized. In 2012, with the permission of the J. Norman Emerson Estate, it was decided to enhance the work with a new Introduction, a revised List of cited or relevant Publications, and Indexes to Sites, Scholars, and Selected Topics mentioned in the Texts, added by Charles Garrad, and to make the work available in the Research Bulletin series of the Petun Research Institute.
