EXECUTIVE COUNCIL ACT PREMIER AUTHORITY TO ENTER INTO AN AGREEMENT (CANADA-PRINCE EDWARD ISLAND AGREEMENT ON FRENCH-LANGUAGE SERVICES 2009-2010 TO 2012-2013) WITH THE GOVERNMENT OF CANADA

Pursuant to clause 10(a) of the Executive Council Act R.S.P.E.I. 1988, Cap. E-12 Council authorized the Premier, as Minister Responsible for Acadian and Francophone Affairs, to enter into an agreement with the Government of Canada, as represented by the Minister of Canadian Heritage, to provide a collaboration framework for the planning and implementation of various measures to support the development and vitality of the Acadian and Francophone community of Prince Edward Island through delivery of French-language services, such as more particularly described in the draft agreement.

Pursuant to section 4 of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5 Council granted permission to Kevin Scott Edwards of De Winton, Alberta to acquire a land holding of approximately eighty (80) acres of land in Lot 34, Queens County, Province of Prince Edward Island, being acquired from Hendrik Jan Vanwesterneng of Covehead Road, Prince Edward Island.

L-5 Council granted permission to Darnley Shore Estates Property Owners Association Ltd. of Lower Darnley, Prince Edward Island to acquire a land holding of approximately thirteen decimal one one (13.11) acres of land in Lot 18, Prince County, Province of Prince Edward Island, being acquired from Darnley Shore Estates Ltd. of Lower Darnley, Prince Edward Island.

Pursuant to section 5 of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5 Council granted permission to MacPhail Poultry Farm Inc. of Cornwall, Prince Edward Island to acquire a land holding of approximately eighty-nine (89) acres of land in Lot 32, Queens County, Province of Prince Edward Island, being acquired from Katherine MacPhail of York Point, Prince Edward Island.

Pursuant to section 5 of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5 Council granted permission to New Homes Plus Inc. of Charlottetown, Prince Edward Island to acquire a land holding of approximately thirty-nine (39) acres of land at Charlottetown, Queens County, Province of Prince Edward Island, being acquired from 100875 P.E.I. Inc. of Rustico, Prince Edward Island. 97

PRINCE EDWARD ISLAND LANDS PROTECTION ACT PROPERTY NO. 691253, LOT 21, QUEENS COUNTY IDENTIFICATION FOR NON-DEVELOPMENT USE AMENDMENT

Pursuant to subsection 9(2) of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5, Council amended the condition of non-development use made pursuant to section 2 of the Land Identification Regulations (EC606/95) in respect of approximately eighteen (18) acres of land, being Provincial Property No. 691253 located in Lot 21, Queens County, Prince Edward Island and currently owned by Recton Holdings Ltd. of Kensington, Prince Edward Island.

Council noted that this amendment will enable subdivision of two lots, each approximately three decimal one (3.1) acres, and determined that following subdivision, identification for non-development use shall continue to apply to the two new parcels as well as to the remaining land.

This Order-in-Council comes into force on 9 March 2010.

PRINCE EDWARD ISLAND LANDS PROTECTION ACT PROPERTY NO. 264374, LOT 15, PRINCE COUNTY IDENTIFICATION FOR NON-DEVELOPMENT USE (TO RESCIND)

Council, having under consideration Order-in-Council EC2009-572 of 20 October 2009, rescinded the said Order forthwith, thus rescinding permission for Bruce Schegan of Coronado Island, California and John Schegan of San Diego, California to subdivide approximately one decimal seven five (1.75) acres of land from Provincial Property No. 264374 located in Lot 15, Prince County, Prince Edward Island.

PRINCE EDWARD ISLAND LANDS PROTECTION ACT PROPERTY NO. 264374, LOT 15, PRINCE COUNTY IDENTIFICATION FOR NON-DEVELOPMENT USE AMENDMENT

Pursuant to subsection 9(2) of the Prince Edward Island Lands Protection Act R.S.P.E.I. 1988, Cap. L-5, Council amended the condition of non-development use made pursuant to section 2 of the Land Identification Regulations (EC606/95) in respect of approximately twenty-one (21) acres of land, being Provincial Property No. 264374 located in Lot 15, Prince County, Prince Edward Island and currently owned by Bruce Schegan of Coronado Island, California and John Schegan of San Diego, California. 98

Council noted that this amendment will enable subdivision of a parcel of land of approximately two decimal five (2.5) acres, and determined that following subdivision, identification for non-development use shall continue to apply to the new parcel and to the remaining land.

This Order-in-Council comes into force on 9 March 2010.

PUBLIC DEPARTMENTS ACT ACTING MINISTERS APPOINTMENTS

Under authority of subsection 4(2) of the Public Departments Act, R.S.P.E.I. 1988, Cap. P–29 the following appointments were made:

1. Honourable Ron MacKinley to be Acting Minister of Fisheries, Aquaculture, and Rural Development commencing on the 12th day of March 2010, and continuing for the duration of the absence from the Province of Honourable Neil LeClair.

2. Honourable to be Acting Minister of Agriculture commencing on the 15th day of March 2010, and continuing for the duration of the absence from the Province of Honourable George Webster.

3. Honourable Wes Sheridan to be Acting Minister of Education and Early Childhood Development and Acting Attorney General commencing on the 12th day of March 2010, and continuing for the duration of the absence from the Province of Honourable .

4. Honourable to be Acting Minister of Health and Wellness commencing on the 16th day of March 2010 and continuing for the duration of the absence from the Province of Honourable .
