Ovo je knjiga o toj mogućnosti, o onome što nazivamo projektom mnoštva. Projekt mnoštva ne samo da izražava želju za svijetom jedna- kosti i slobode, ne samo da traži otvoreno i uključivo demokratsko glo- balno društvo, već i nudi sredstva da ga se ostvari. Time ćemo našu knjigu zaključiti. Ali, ne možemo tu i započeti. Danas je, izgleda, mogućnost demokracije zastrta i ugrožena stal- nim stanjem sukoba diljem svijeta. Naša knjiga mora krenuti od toga 11 ratnog stanja. Demokracija je, doduše, ostala nedovršeni projekt tije- Predgovor: kom čitavoga modernog doba u svim svojim nacionalnim i lokalnim Zajednički oblicima, a procesi globalizacije posljednjih desetljeća donijeli su nove život izazove, pa ipak primarna prepreka demokraciji je to globalno ratno stanje. U naše doba oružane globalizacije moderni san o demokraciji mogao bi se učiniti bespovratno izgubljenim. Rat je oduvijek bio ne- spojiv s demokracijom. Tradicionalno, demokracija bi se suspendirala tijekom ratnog razdoblja, a moć bi se privremeno povjeravala snažnom središnjem autoritetu da riješi krizu. Budući da je trenutno ratno sta- nje globalno u razmjerima i dugotrajno, bez doglednog cilja, suspenzija demokracije također postaje nedogledna ili čak trajna. Rat poprima opći karakter, gušeći sav društveni život i namećući svoj politički pore- dak. Demokracija se stoga čini nepovratno izgubljenom, zakopanom duboko ispod oružja i sigurnosnih režima našega stalnog stanja sukoba. Ova knjiga nastavak je naše knjige Imperij, u čijem se fokusu nala- zio novi globalni oblik suverenosti. Ta knjiga pokušala je interpretirati tendenciju globalnoga političkog poretka u procesu njegova formiranja, to jest prepoznati kako iz raznovrsnih suvremenih procesa tu nastaje novi oblik globalnog poretka koji nazivamo Imperij. Naše polazište bila je spoznaja da se suvremeni globalni poredak više ne može adekvatno pojmiti pod vidom imperijalizma kakav su provodile moderne sile i kakav se temeljio primarno na suverenosti nacionalne države koja se međutim, bila je dio prethodne knjige i nema potrebe da je tu širila preko stranog teritorija. Naprotiv, sada se pojavljuje “mrežna ponavljamo. moć”, novi oblik suverenosti, i ona kao primarne elemente, odnosno čvorove, ima dominantne nacionalne države, nadnacionalne instituci- je, velike kapitalističke korporacije i druge sile.     Walking the High Ground: The Manned Orbiting Laboratory and the Age of the Air Force Astronauts by Will Holsclaw Department of History Defense Date: April 9, 2018 Thesis Advisor: Andrew DeRoche, Department of History Thesis Committee: Matthew Gerber, Department of History Allison Anderson, Department of Aerospace Engineering 2 i Abstract This thesis is an examination of the U.S. Air Force’s cancelled – and heretofore substantially classified – Manned Orbiting Laboratory (MOL) space program of the 1960s, situating it in the broader context of military and civilian space policy from the dawn of the Space Age in the 1950s to the aftermath of the Space Shuttle Challenger disaster. Several hundred documents related to the MOL have recently been declassified by the National Reconnaissance Office, and these permit historians a better understanding of the origins of the program and its impact. By studying this new windfall of primary source material and linking it with more familiar and visible episodes of space history, this thesis aims to reevaluate not only the MOL program itself but the dynamic relationship between America’s purportedly bifurcated civilian and military space programs. Many actors in Cold War space policy, some well-known and some less well- known, participated in the secretive program and used it as a tool for intertwining the interests of the National Aeronautics and Space Administration (NASA) with the Air Force and reshaping national space policy. Their actions would lead, for a time, to an unprecedented militarization of NASA by the Department of Defense which would prove to be to the benefit of neither party.

Co-Chair Legislative Commission N’COBRA Undisputably, the 21st cen- tury brings renewed vigor to the forward thrust for reparations for African Americans on many fronts – litigative, legislative, and grassroots. This brief history will focus on activities surrounding the legislative thrust for reparations, of which, to date, the National Coali- tion of Blacks for Reparations in America has been in the forefront of shaping and molding. The struggle for reparations for African descendants in the United States has proliferated since Rep. John Conyers’ initial introduc- tion on November 20, 1989 of House Resolution 3374, the “Commission to Study Reparation Proposals for African Americans Dorothy Lewis, Quincy Jones, Kibibi Tyehimba, and Min. Abdul Khadir Act.” N’COBRA, founded earlier, Muhammad - May 21, 2003 following AYBP Lobbying for HR-40 on Capitol Hill was instrumental in the drafting of this legislation, working very closely with then Conyers’ staffer Gregory Moore in fashioning the bill. It was stra- tegically decided that the bill would closely follow the model of the Japanese American Redress Act in calling for the creation of a federally chartered commission to study the impact of slavery and post-slavery discrimination and make recommendations to Congress on its findings and, if appropriate, redress. Despite some differences of opin- ion as to the efficacy of this more conservative methodology of calling first for a study commission, N’COBRA rallied its human resources in support of HR 40, as opposed to a demand for actual reparations.

In 1958, in the midst of the Cold War, Yale Law Professor Ralph Brown opened his comprehensive study of the federal government's loyalty and security program by claiming that censorship, "a traditional device for curbing dangerous speech .... is worthy of mention chiefly because, in the political sphere, the times have passed it by."' Similarly, as we launch a war on terrorism in response to the horrific attacks of September 11, 2001, scholars, gov- ernment officials, and pundits remind us repeatedly that we have avoided the mistakes of the past: we have not locked up people for merely speaking out against the war, as we did during World War I; we have not interned people based solely on their racial identity, as we did during World War II; and we have not punished people for membership in pro- scribed groups, as we did during the Cold War.
