Present: Councillors: Mr T Stanway (Chairman), Mr G Price, Mrs J Leaning, Mrs T Hutson, Mr S Johnson, Mr K Downing, Mr R Thrower and the Clerk, Caroline Havenhand. In attendance Parishioners: One Parishioner was in attendance.

Reference Item Action 19/123 To receive and approve reasons for absence None. 19/124 To receive declarations of interest in respect of business on the Agenda No interests were declared. 19/125 To authorise the chairman to sign the minutes of the meeting held on 18th September 2019, as a true and correct record. The minutes were confirmed as a true and correct record and the Chairman accordingly signed the file copies. 19/126 To identify any agenda items which may be considered following the exclusion of the press and public, due to the confidential nature of the business to be discussed. It was resolved that no items require exclusion of press and public.

Open Forum for Parishioners in Attendance – Public Participation Session

A parishioner raised issues about boundary problems relating to RB2019/1380 - Erection of 2 No. Dwelling houses, Land to rear of 20 Firbeck Lane Laughton-en-le-Morthen. 19/127 To receive information on the following ongoing issues and decide further action where necessary. 19/127.1 To receive information on the Playground Inspection Report and decide any action including an update on grant application and remediation work The clerk circulated the play inspection dated 16th September 2019 which is noted as ‘very Clerk low risk’. The key issue to sort is the rotten wood. The clerk reported that she had submitted a further grant application to Ward Councillors for £1000, decision awaited. Correspondence was circulated from N T Killingley Ltd with the plan for remediation. It was resolved that be asked to proceed as suggested. An up to date quotation of £14.694.35 has been received from N T Killingley Ltd for the top area of the surround. It was resolved to consider this at next month’s meeting. 19/127.2 To receive an update and decide further action in respect to allotment issues including an update on rent collection. The clerk reported that two rent days had taken place and approximately 2/3rd’s of total rents had been collected. Skips are still delayed until weather improves. council. 19/127.3 To provide an update on Japanese Knotweed and agree any action The clerk reported that RMBC had agreed to add the treatment of the Japanese Knotweed to the schedule and treatment would start this month. They agreed to add this to the schedule for twice weekly treatment at no additional cost. It was resolved that no further action is required at this time. 19/127.4 To receive an update with regard to overgrown areas around noticeboard in and visibility of sign and decide further action. The clerk reported that the footpaths officer had visited, and the matter had been referred to highways with a request that these bushes be cut back. Information noted by council. 19/127.5 To receive an update on website and agree further action. It was resolved that a working party be set up to review what remains to be updated. Councillor G Price, Councillor K Downing and the clerk were appointed. The terms of reference are to review the information and agree what requires updating/amending and to delegate to the clerk to submit this information to the web provider. 19/128 Matters requested by Councillors/Clerk 19/128.1 To consider requests for finance from Hamlets A grant application was submitted though there were some incomplete areas. On the basis of Clerk the information in front of Council it was resolved to Grant £200 towards a Christmas tree and lighting, one additional road sweep and £100 to pay for some winter planting of village signs at both ends of the village. 19/128.2 To discuss request to use Village Hall grounds/hall for Nordic Walking. This matter was deferred to next meeting as the lady did not attend. Clerk 19/128.3 To consider and approve update financial regulations following issue of a new model document July 2019. It was resolved to adopt the revised financial regulations including the amendment to limits for quotations/estimates. 19/128.4 To receive update on Village Hall and decide any action The chairman of the Village Hall Management committee was invited to give an update on the Village hall. Council were informed of internal works which had been carried out. An issue has arisen with the water bill which is being investigated. Information noted by council. 19/128.5 To discuss recent fatalities on Kingsforth Road/Cumwell Lane and decide any action It was resolved to write to RMBC highways to ask what changes are being made to road Clerk markings and signage in view of the fatalities. 19/128.6 To discuss street lighting on St John’s Road and decide any action. The clerk reported that the new lighting had been started on St John’s Road. This information was noted by council. 19/128.7 To review whether any further event poppies are required plus to authorise ordering of remembrance wreath. It was resolved to purchase a remembrance wreath with a donation of £30 and to purchase and additional 27 event poppies at a cost of £3 each. Poppies to then be labelled with names from Cenotaph for WW1. 19/128.8 To discuss and agree attendance for forthcoming YLCA courses. held by YLCA at a cost of £115.00. 19/128.9 To discuss grass cutting on verges and agree any action It was resolved to obtain a list from RMBC of the grass cutting schedule for the village. Clerk 19/128.10 To discuss new Emergency Plan template and agree any updates This matter was deferred to next meeting. Clerk 19/128.11 To discuss Village Maintenance Contract for 2020 and agree any action. It was resolved that although council was very happy with the contractor a comparison price should be obtained before renewing – matter to be placed on agenda for December meeting. 19/129 To consider relevant planning applications as published on RMBC’s weekly Lists 37 to Clerk 41 (2019). In particular, to discuss: -

It was resolved that no new comment be made. 19/130 To receive information on any previous planning applications/issues and discuss further action. RB2019/0811 - Erection of dwelling house and detached garage at land to the rear of 1 Firbeck Lane Laughton-en-le-Morthen – Granted Conditionally 11/10/2019 RB2018/1715 – Notice of Planning Board meeting - Erection of 2 No. dwelling houses at Ye Olde Cartwheel Main Street, Brookhouse – Granted Conditionally 11/10/2019 RB2019/1197 - Demolition of existing conservatory and erection of single storey rear extension at 14 Castle Green Laughton-en-le-Morthen – Granted Conditionally 23/09/2019 It was resolved that no further action be taken at this time. 19/131 Financial Matters 19/131.1 To approve the following accounts for payment and note receipts. It was resolved that all the payments listed at Appendix 2 are approved and can be paid. 19/131.2 To receive bank reconciliation to 30th September 2019 and RFO’S report on performance against budget. The bank reconciliation was verified and signed by two Councillors. The RFO reported that spend was in line with budget albeit due to timing is under budget for the first 6 months. 19/131.3 To receive report from Councillor K Downing on quarter one and two councillor review of receipts and payments. Councillor K Downing confirmed to Council that he had carried out the quarterly review for quarter one and quarter two. The Bank reconciliation was checked to September statements 19/131.4 To agree any reserve movements. It was resolved that £551.02 should be placed on VH reserves towards VH building plans Clerk from Beetle Drive 19/131.5 To receive any suggestions for items to be included in next year’s budget. It was resolved that council give consideration to the following matters when reviewing budget: - • Potential election costs • Toilet refurbishment

• Issue with kerbs in car park • Possible relocation of defibrillator - Brookhouse 19/132 To consider the following new correspondence received and decide where action is necessary. See Appendix 1 The email correspondence was discussed – it was resolved that no items required an agenda item next month. 19/133 To notify the clerk of matters for inclusion on the agenda of the next meeting The Clerk was notified of the following items for next month’s Agenda: - • Nordic Walking • Budget • Newsletter 19/134 To fix the date and time of the next Ordinary Parish Council Meeting The next ordinary Council Meeting will take place on Wednesday 20th November 2019 at 7.15pm in the Village Hall, Firbeck Avenue, Laughton-en-le-Morthen The meeting closed at 9.45pm
