Conventional forces have been been reshaped by massive arms transfers, and changes in major weapons, technology, and virtually every aspect of joint warfare, command and control, sensors, and intelligence, surveillance, and reconnaissance systems. Missile warfare is changing radically as diverse mixes of ballistic and cruise missiles, UAVs and UCAVs, and missiles are deployed. Precision-guided, conventionally armed missiles are becoming a key aspect of regional forces, and so are missile defenses. The threat of nuclear pro0liferation remains, and at least one state – Iran - is a declared chemical weapons power while the Assad regime in Syria has made repeated use of chemical weapons At the same time, asymmetric forces, “proxy” forces, and various forms of military advisory and support missions are playing a growing role in local conflicts and gray area operations. So are local militia and security forces – often divided within a given Gulf state by sect and ethnicity. Terrorist and extremist forces continue pose serious threats, as do political tensions and upheavals, and the weaknesses and failures of some regional governments to meet the needs of their people. The most serious sources of Gulf conflicts are now the tensions between Iran and the Arab Gulf states, and the role played by terrorists and extremists, but civil war and insurgencies remain an additional threat - as does the links between Iran, Syria, and the Hezbollah. -

However, the phenomenon of unlawful acts in international civil aviation is a factor that greatly disrupts the security and safety of aviation. As a member of ICAO, Indonesia is responsible for continuing to keep up of developments in international civil aviation arrangements and making them part of national law, which is of course adapted to national interests. However, until now Indonesia has not ratified the 2010 Beijing Convention. The problem that will be discussed in this study is the urgency of the ratification of the 2010 Beijing Convention on the Suppression of Unlawful Acts relating to International Civil Aviation in Indonesia. This research is normative juridical research that uses secondary data as research material. The results show that as an ICAO member state, Indonesia is urged to immediately ratify the 2010 Beijing Convention as a means of providing legal protection, both preventive and repressive. The ratification is also to enforce laws as a manifestation of Indonesia characterization as a state of law. -

BOOK REVIEW: INTRODUCTION TO AVIATION LAW By Timothy M. Ravich Paul Stephen Dempsey* Legal historian Stuart Banner has declared air law dead, observing the declining number of U.S. educational programs in aviation law and law professors teaching it.1 As he explains, “Air law ceased to be a useful category when the airplane was no longer a novelty.”2 Professor Robert Jarvis disagrees: “Aviation law, after years of languishing on the sidelines, currently is enjoying unprecedented popularity in American law schools. [S]ome of the attention is due to the fact that, for the first time in history, instructors can choose from three competing aviation law casebooks.”3 Now there is a fourth—Introduction to Aviation Law by Professor Timothy M. Ravich of the University of Central Florida4—as well as a plethora of texts and treatises published in the last two decades alone.5 Aviation law is alive and well. -

However, aviation security has been an area of international concern since 1944, when the International Civil Aviation Organization (ICAO) was established with a membership of fifty-two states (currently 191). Shortly after the establishment of the ICAO, its assembly adopted a resolution that brought into force its relationship with the UN, making the ICAO a specialized agency of the United Nations. As such, the ICAO and the UN have benefitted from each other through an increased ability to deliver and facilitate technical assistance to member states. As early as 1959, the ICAO Legal Committee recommended a convention to fill the gap in jurisdiction for offenses that had taken place over the high seas, in response to an increase in the number of aircraft hijackings. -

It results in increase in scientific writings which is expected and needed. Developed countries encourage their citizens to write scientific writings in their own languages. They create opportunities, provide basis, and encourage reaching scientific writings more in quantity and in quality. Quantity of scientific publications is closely related to the scientific life and development levels of those countries. In this respect, Western academicians are more fortunate, because they have been encouraged publishing in their own languages. Turkey must also have to encourage academicians publishing in their own languages. The country wins; correspondingly, academic journals do not have difficulties to find academic articles. In addition to this, it will lead Turkish language to become a science language. -
