The political decadence in Manipur has attained such high degree that despite prices of goods increasing to astronomical high, thereby affecting the economic livelihood of the common people, neither the government nor the contending forces were seriously working towards urgent amicable political solution. Another important issue that we came across was people’s call for peace and democracy. We were involved in the people’s demand for peace directed against AFSPA, i.e., a struggle in which the decade long hunger strike of Irom Chanu Sharmila had been an integral part.

An exploration of the political history of the region demonstrates that disorder accompanies a contested and weak authority of state agencies and the fragmentation of society. This state-society reading of politics may help in unraveling the differing success with political order in two States in the region - Manipur and Mizoram.

According to the recommendation of the Fifth Conference of Central and State Statistical Organizations (COCSSO), the publication is supposed to be an annual publication but it has not been possible to do so. Attempts are made to review the subject coverage of the Statistical Abstract by following the recommendations of the Working Group. The current issue incorporates the latest available data under different heads of economic and social development. It gives state aggregates at convenient intervals in order to enable to grasp a comprehensive picture of the trends of socio-economic development of Manipur in terms of quantitative measures. This issue also presents the population of 1971, 1981 and 1991 on the basis of the jurisdiction of districts prevailing in 2001 Census. The latest data are presented at the district levels as far as practicable. The statistical abstract is a reasonably comprehensive source document for authentic data on various sectors of the state economy especially targeted to users having no access to statistical returns/publications of various individual source agencies. Considering the importance of database in creating awareness about not only the past and present but also its utility in analytical works for future assessment, the role of the Directorate in the documentation of the data in bringing out this issue is indeed to be appreciated. In order to augment these activities, the Directorate started bringing out this premier publication entitled ‘Statistical Hand Book of Manipur’ since 1970, presenting summary accounts of socio economic statistics and indicators required for development planning. The present issue of this publication is the 14th in the series. The publication elaborates times series information arranged over 25 (Twenty five) Chapters. In spite of our best efforts to incorporate the latest data, it has not been possible to do so in a few cases. The information for the newly created districts are not available presently and as such the district level data presented herein relates to the 9 (nine) districts prevalent before the creation of 7 (seven) new districts in December, 2016. The data for the publication have been provided by the various departments besides other agencies and wherever necessary these have been supplemented by culling out information from official publications and reports including those from the Government of India and other agencies. The Directorate of Economics & Statistics, Manipur is thankful to all such organizations for the continuous and generous cooperation extended by them in providing the desired data to enable the Directorate to bring out the publication in the present form.
