This nationwide undertaking is the 12th census of population that was undertaken since the first census in 1903. Like the previous censuses conducted by the office, POPCEN 2007 was designed to take an inventory of the total population in the Philippines and its provinces, cities, municipalities and barangays and to collect some information about the demographic, social, and economic characteristics of the population. Authority for conducting the POPCEN 2007 Section 2 of Commonwealth Act No. 591, approved on August 19, 1940, authorized the Bureau of the Census and Statistics (now the National Statistics Office or NSO) to collect by enumeration, sampling or other methods, statistics and other information concerning population and to conduct, for statistical purposes, investigations and studies of social and economic conditions in the country, among others. Executive Order No. 121, signed on January 30, 1987, declared that the NSO shall be the major statistical agency responsible for generating general- purpose statistics and for undertaking such censuses and surveys as maybe designated by the National Statistical Coordination Board (NSCB); Presidential Proclamation No. 1346 “Declaring August 2007 as National Census Month” enjoined all departments and other government agencies including government-owned or controlled corporations, as well as local government units to implement and execute the operational plans for the 2007 Census of Population (POPCEN 2007), directives and orders of the NSCB, through the NSO. Coordination for the POPCEN 2007 The NSO, headed by the Administrator, is the agency mandated to formulate and execute plans to undertake POPCEN 2007. All authorities pertaining to the operational procedures of census undertaking emanate from the NSO Administrator. To assist in the various aspects of this activity, the National Census Coordinating Board (NCCB) was created with the Secretary of the 2007 Census of Population Explanatory Note National Economic and Development Authority (NEDA) as Chairperson, and Secretaries from other Departments as Members with the Administrator of the NSO as Executive Officer of the Board. In the field, the NSO Regional Director (RD) was the Executive Officer of the Regional Census Coordinating Board (RCCB). He/She was responsible for the coordination, monitoring, and supervision of operations in all provinces within the region. The RCCB was chaired by the Regional Director of the NEDA. The Regional Director of the Department of the Interior and Local Government (DILG) served as the Vice Chairperson. The members were the heads of the following regional offices: Regional Development Council, National Statistical Coordination Board, Department of Agrarian Reform, Department of Agriculture, Department of Education (DepEd), Department of Environment and Natural Resources, Department of Finance, Department of Foreign Affairs, Department of Justice, Department of Labor and Employment, Department of National Defense, Department of Public Works and Highways, Department of Social Welfare and Development, Department of Trade and Industry, Department of Transportation and Communications, Department of Tourism, Department of Science and Technology, Department of Health, Commission on Population, National Commission on Indigenous Peoples (NCIP), and Office of Muslim Affairs. At the local government level, Provincial Census Coordinating Boards (PCCB) and City/Municipal Census Coordinating Boards (C/MCCB) were created. The Provincial Governor was the Chairperson of the PCCB and the Division Superintendent of Schools, the Vice Chairperson. The District Highway Engineer, Provincial Commander (PNP), Provincial Planning and Development Officer, Provincial Assessor, Provincial Agriculturist, Provincial Population Officer, Provincial Environment and Natural Resources Officer, Provincial Social Welfare and Development Officer, Provincial Information Officer, NCIP Development Management Officer V, and three representatives from the private sector served as members. The Provincial Statistics Officer was the Executive Officer. He/She was also responsible for the field operations in the province. The C/MCCB was composed of the City/Municipal Mayor and co-chaired by the City Superintendent/District Supervisor of Schools by the DepEd. The members were composed of the following: The Station Commanders, City/Municipal Planning and Development Officer, City/Municipal Population Officer, City/Municipal Civil Registrar, City Assessor (CCCB), Municipal Agriculturist (MCCB), and a representative from the private sector. The District Statistics Officer served as Executive Officer. National Statistics Office vi 2007 Census of Population Explanatory Note Method of Enumeration The gathering of population data was performed by census enumerators through house-to-house visits and interview of the head of each household on population items. Special areas like exclusive villages/subdivisions were enumerated by requesting the respondents to fill up the Self-Administered Questionnaire (SAQ), that is, a questionnaire with a set of printed instructions and illustrations on how to accomplish it. Residents of institutions such as hospitals, sanitaria, penitentiary, military camps, convents, seminaries were enumerated using the questionnaire for institutional population. The de jure method of enumeration was used, that is, all persons were enumerated in their usual place of residence, which is the geographic place where the person usually resides. Content and Coverage of this Report In this report, the population counts by province, city/municipality and barangay are presented. Definition of Terms and Concepts The operational definitions and concepts adopted in the POPCEN 2007 have also been used in past censuses of population. The use of the same operational definitions of terms and concepts in our population censuses will ensure comparability of census results. The POPCEN 2007 enumerators were instructed to adhere strictly to these operational definitions. Barangay A barangay is the smallest political unit in the country. Generally, one enumerator is assigned to enumerate one barangay. For enumeration purposes, a large barangay is usually divided into parts, and each part is called an enumeration area (EA). For purposes of the POPCEN 2007, the official list of barangays of the DILG in the Philippine Standard Geographic Codes as of December 2007 was used as the basis. National Statistics Office vii 2007 Census of Population Explanatory Note For purposes of this report, the population of an area disputed by two barangays in the same municipality is excluded from either disputing barangay but included in the municipality. A disputed barangay between two municipalities
