TRANSPORT DEPARTMENT NOTICE
SPECIAL TRAFFIC AND TRANSPORT ARRANGEMENTS FOR THE CHRISTMAS 2010 AND NEW YEAR 2011 HOLIDAYS
Notice is hereby given that the following special traffic and transport arrangements will be implemented on Hong Kong Island, Kowloon and the New Territories in connection with the Christmas 2010 and New Year 2011 Holidays:
I. SPECIAL TRAFFIC ARRANGEMENTS
HONG KONG ISLAND
Special Traffic Arrangements on 24, 25 and 26 December 2010
(A) Road Closures and Traffic Diversions
(1) Central District
(a) Lan Kwai Fong
The following road sections will be closed to all vehicular traffic from 6.00 pm on 24 December 2010.
Phase I
(i) D’Aguilar Street between Wyndham Street and Wellington Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; and (v) Wellington Street between Wyndham Street and D’Aguilar Street.
The following road sections will be closed to all vehicular traffic in addition to Phase I from 8.00 pm on 24 December 2010.
Phase II
(i) On Lan Street; (ii) D’Aguilar Street between Queen’s Road Central and Wellington Street; (iii) Wyndham Street between Glenealy and Queen’s Road Central; (iv) Stanley Street between D’Aguilar Street and Pottinger Street; and (v) Wellington Street between D’Aguilar Street and Pottinger Street.
(b) Chater Road Pedestrian Precinct
The following road sections will be closed to all vehicular traffic for designation as pedestrian precinct from 8.00 pm on 24 December 2010 to 11.59 pm on 27 December 2010:

(i) Chater Road between Pedder Street and Jackson Road; and (ii) Ice House Street between Des Voeux Road Central and Connaught Road Central.
(c) St. Joseph’s Church
To facilitate the dispersal of worshippers from St. Joseph’s Church upon the conclusion of the Christmas Eve Mass, the rightmost lane of Garden Road between Kennedy Road and Lady May Path will be closed to all vehicular traffic for designation as pedestrian precinct, depending on the mass conclusion time and the crowd condition.
(2) Causeway Bay
(a) In the vicinity of Victoria Park (The 45th Hong Kong Brands and Products Expo)
Pedestrian Precinct
The following roads will be closed to all vehicular traffic for designation as pedestrian precinct from 4.00 pm to midnight on 24 December 2010 and from 12.00 noon to midnight on 25 and 26 December 2010:
(i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street west of Paterson Street.
Depending on the crowd situation, the following road sections will be closed to vehicular traffic daily from 6.00 pm onwards on 24, 25 and 26 December 2010:
(i) Gloucester Road service road northbound between Kingston Street and the U-turn slip road of Gloucester Road service road southbound; (ii) Sugar Street; (iii) Gloucester Road southbound between the ramp leading from Victoria Park Road flyover and Causeway Road; (iv) Gloucester Road northbound between Causeway Road and Kingston Street (except for vehicles on Tai Hang Road flyover heading for Gloucester Road northbound); (v) Great George Street; (vi) Paterson Street between Kingston Street and Great George Street; and (vii) Kingston Street westbound between Gloucester Road and Paterson Street.
The following road sections will be closed in short notice in addition to (i) to (vii) above depending on actual situation:
(i) Paterson Street between Gloucester Road and Kingston Street; (ii) Kingston Street; and (iii) Cleveland Street.
During the period of above road closures, the following traffic diversions will be implemented:
(i) Vehicles on Victoria Park Road flyover will be diverted to Gloucester Road westbound;
2 (ii) Vehicles on Yee Wo Street eastbound will be prohibited from turning left onto Sugar Street; (iii) Vehicles on Paterson Street southbound will be diverted to Kingston Street eastbound; and (iv) Vehicles on Cleveland Street southbound will be diverted to Kingston Street eastbound.
(B) SUSPENSION OF PARKING SPACES, CARPARKS AND RESTRICTION OF VEHICLE ACCESS
(1) Central District
The on-street parking spaces, including the motorcycle parking spaces and metered parking spaces on the following road sections will be suspended from 4.00 pm on 24 December 2010 to 6.00 am on 25 December 2010:
(a) Stanley Street near D’Aguilar Street; (b) On Lan Street; and (c) Wyndham Street between Arbuthnot Road and D’Aguilar Street.
(2) Causeway Bay
(a) Hing Fat Street Public Car Park
The parking spaces at Hing Fat Street Public Car Park are suspended from 8.00 am on 8 December 2010 to 12.00 midnight on 4 January 2011 (except the disabled parking space and motorcycle parking spaces will remain open for public use) for the use of Police vehicles and vehicles bearing of the authorization of the organizer of the Hong Kong Brands and Products Expo.
From 0.01 am on 11 December 2010 to 12.00 midnight on 4 January 2011, 10 numbers of parking spaces near the exit of the carpark will remain open for public use.
(b) Public Car Parks at Great George Street and Park Lane Hotel
Vehicles will be prohibited from accessing to and exiting from the public car parks within the closed roads at Great George Street (Windsor House and Hang Lung Centre) and the Park Lane Hotel during the road closure period until crowd dispersal and the closed roads are lifted.
Vehicles illegally parked will be towed away by the Police without prior notice and may be subject to multiple ticketing.
Special Traffic Arrangements on 31 December 2010
3 (A) ROAD CLOSURES AND TRAFFIC DIVERSIONS
(1) Central District
(a) Central Ferry Pier Area “Central and Western District New Year Countdown Celebration”
Depending on the crowd condition, the following road closure and traffic diversion may be implemented around 6.00 pm on 31 December 2010 onwards in phases or simultaneously if necessary:
Phase I Road Closure (i) The leftmost lane outside Pier No. 4 - 7, Man Kwong Street eastbound.
Phase II Road Closure (i) Man Po Street; (ii) Man Yiu Street between Man Kwong Street and Man Cheung Street; (iii) Man Kwong Street eastbound; and (iv) Open area opposite to Central Ferry Pier No. 9.
Traffic Diversion (i) Traffic along Connaught Road West flyover heading for Man Po Street will be prohibited; (ii) Traffic along Man Yiu Street northbound heading for Man Kwong Street will be prohibited and must turn left onto Man Cheung Street; (iii) Traffic along Man Cheung Street heading for Man Yiu Street northbound will be prohibited and must turn right onto Man Yiu Street southbound; and (iv) Traffic along Man Kwong Street eastbound heading for Man Yiu Street will be prohibited and must make a “U” turn onto Man Kwong Street westbound.
Phase III Road Closure (i) Man Kwong Street; (ii) Man Chiu Street; (iii) Man Fai Street; (iv) Man Yiu Street between Man Kwong Street and Man Cheung Street; (v) Rumsey Street flyover extension leading to Man Po Street; and (vi) Finance Street.
Traffic Diversion (i) Traffic along Connaught Road West flyover heading for Man Po Street will be prohibited and must go straight onto Connaught Road Central eastbound ; (ii) Traffic along Man Yiu Street northbound heading for Man Kwong Street will be prohibited and must turn left onto Man Cheung Street; (iii) Traffic along Man Cheung Street heading for Man Yiu Street northbound will be prohibited and must turn right onto Man Yiu Street southbound; and (iv) Traffic along Connaught Road Central eastbound heading for Man Kwong Street will be prohibited; and
4 (v) Traffic along Chung Kong Road eastbound heading for Man Kwong Street or Man Fai Street will be prohibited and must proceed to Connaught Road Central eastbound.
The following traffic arrangements will be implemented from around 11.59 pm on 31 December 2010 during the “New Year Countdown Celebrations” New Year Count down event at the Two IFC:
(i) Traffic along Man Kwong Street eastbound will not be allowed to turn right to Man Yiu Street; (ii) Traffic along Man Po Street eastbound will not be allowed to turn right to Man Yiu Street; and (iii) Traffic along Man Yiu Street northbound heading for its junction with Man Cheung Street will be prohibited.
(b) Lan Kwai Fong
The following road sections will be closed to all vehicular traffic from 6.00 pm on 31 December 2010.
Phase I
(i) D’Aguilar Street between Wyndham Street and Wellington Street; (ii) Lan Kwai Fong; (iii) Wing Wah Lane; (iv) Wo On Lane; and (v) Wellington Street between Wyndham Street and D’Aguilar Street.
The following road sections will be closed to all vehicular traffic in addition to Phase I from 8.00 pm on 31 December 2010.
Phase II
(i) On Lan Street; (ii) D’Aguilar Street between Queen’s Road Central and Wellington Street; (iii) Wyndham Street between Glenealy and Queen’s Road Central; (iv) Stanley Street between D’Aguilar Street and Pottinger Street; and (v) Wellington Street between D’Aguilar Street and Pottinger Street.
(c) Chater Road Pedestrian Precinct
The following road sections will be closed to all vehicular traffic for designation as pedestrian precinct from 8.00 pm on 31 December 2010 to 1.00 am on 1 January 2011:
(i) Chater Road between Pedder Street and Jackson Road; and (ii) Ice House Street between Des Voeux Road Central and Connaught Road Central.
5 (2) Wan Chai, Causeway Bay and Tin Hau
(a) Wanchai North - “New Year Countdown Celebrations” at the Two IFC
Depending on the crowd condition, the following road closures and traffic arrangements may be implemented from about 6.00 pm onwards on 31 December 2010 in two phases if necessary:
Phase I
Road Closure (i) Expo Drive northbound will be closed to all vehicular traffic (if necessary);
Traffic Diversion (i) Vehicles on Fenwick Pier Street will be prohibited from making left turn onto Expo Drive northbound; and (ii) Vehicles on Convention Avenue westbound will be prohibited from making right turn onto Expo Drive northbound.
Phase II
Road Closure (i) Expo Drive southbound will be closed to all vehicular traffic.
Traffic Diversion (i) Vehicles along Expo Drive westbound must turn left onto Expo Drive Central.
(b) Apple Countdown at Times Square and the New Year’s Eve Countdown at World Trade Centre
The following road closures and special traffic arrangements will be implemented in phases from 5.00 pm onwards on 31 December 2010:
The following road sections will be closed to vehicular traffic in phases:
From 5.00 pm onwards (i) Russell Street between Percival Street and Canal Road East; and (ii) Matheson Street between Sharp Street East and Russell Street.
From 6.00 pm onwards (i) Percival Street between Hennessy Road and Leighton Road; (ii) Sharp Street East; (iii) Matheson Street; (iv) Canal Road East between Hennessy Road and Sharp Street East; (v) Tang Lung Street; (vi) Yiu Wa Street; (vii) Yun Ping Road between Lan Fong Road and Kai Chiu Road; (viii) Kai Chiu Road; (ix) Pak Sha Road; (x) Foo Ming Street; 6 (xi) Lee Garden Road between Hennessy Road and Lan Fong Road; and (xii) Jardine's Bazaar.
From 7.00 pm onwards (i) the slow lane of Hennessy Road westbound between Jardine's Bazaar and Canal Road East; (ii) the slow lane of Hennessy Road eastbound between Percival Street and about 50 metres east of Canal Road East; and (iii) the western kerbside lane of Percival Street between Hennessy Road and Lockhart Road.
From 8.00 pm onwards (i) Percival Street between Hennessy Road and Gloucester Road; (ii) Canal Road East between Gloucester Road and Lockhart Road; (iii) Lockhart Road between Canal Road West and Cannon Street; (iv) Jaffe Road east of Canal Road West; and (v) Cannon Street.
From 11.00 pm onwards (i) Canal Road West between Sharp Street West and Hennessy Road; (ii) Sharp Street West between Morrison Hill Road and Canal Road West; (iii) Cheung Woo Lane; (iv) Wan Chai Road between Morrison Hill Road and Canal Road West; and (v) Bowrington Road.
The following traffic diversions will be implemented from 8.00 pm onwards:
(i) Vehicles on Gloucester Road will be prohibited from turning left onto Canal Road East; and (ii) Vehicles on Canal Road West northbound will be prohibited from U-turning onto Canal Road East.
During the implementation of the special traffic arrangements at Times Square, tram service will continue to be maintained on Hennessy Road unless it is necessary to close Hennessy Road during the departure of crowds after midnight.
Depending on the crowd condition, Hennessy Road may be closed for all vehicular traffic, the following traffic diversions will be implemented:
(i) Vehicles on Hennessy Road eastbound will be diverted to Fleming Road or Marsh Road northbound; (ii) Vehicles on Tin Lok Lane northbound will be diverted to Hennessy Road westbound; (iii) Vehicles on Causeway Road westbound heading for Causeway Bay will be diverted via Leighton Road westbound; (iv) Vehicles on Leighton Road westbound will be prohibited from making right turn onto Pennington Street; and (v) Vehicles on Pennington Street will be prohibited from making right turn onto Yee Wo Street eastbound.
7 (c) In the vicinity of Victoria Park (The 45th Hong Kong Brands and Products Expo)
Pedestrian Precinct
The following roads will be closed to all vehicular traffic for designation as pedestrian precinct from 4.00 pm on 31 December 2010:
(i) Lockhart Road east of Cannon Street; (ii) East Point Road; and (iii) Great George Street west of Paterson Street.
Road Closures
Depending on the crowd conditions, the following road sections will be closed to vehicular traffic from about 6.00 pm onwards on 31 December 2010 in phases.
From 6.00 pm onwards (i) Sugar Street; (ii) Paterson Street between Kingston Street and Great George Street; (iii) Gloucester Road southbound between the ramp leading from Victoria Park Road flyover and Causeway Road; (iv) Gloucester Road northbound south of Kingston Street; (v) Great George Street between Paterson Street and Gloucester Road; and (vi) Kingston Street westbound between Paterson Street and Gloucester Road.
From 7.00 pm onwards (i) Hing Fat Street (except for franchised buses).
From 8.00 pm onwards (i) Kingston Street; (ii) Paterson Street between Kingston Street and Gloucester Road; and (iii) Cleveland Street.
From 8.00 pm onwards (depending on crowd conditions) (i) One lane of Gloucester Road service road westbound between Victoria Park flyover and Cannon Street; (ii) Tai Hang flyover northbound; (iii) Electric road between Yacht Street and Lau Sin Street (except for franchised buses and residents of Park Tower); and (iv) Tsing Fung Street (except for franchised buses).
From 11.00 pm onwards (depending on the crowd conditions) (i) Hing Fat Street between Causeway Road and Lau Sin Street.
Traffic Diversions
From 6.00 pm onwards
8 (i) Vehicles on Victoria Park flyover will be diverted to Gloucester Road service road westbound.
From 8.00 pm onwards (i) If necessary, Lau Li Street may be re-routed from one-way eastbound to one-way westbound traffic.
(d) Jardine Midnight Gun
The lay-by on Victoria Park Road outside Causeway Bay Typhoon Shelter will be suspended from 9.00 pm on 31 December 2010 until road closure is lifted.
(B) SUSPENSION OF PARKING SPACES, CARPARKS AND RESTRICTION OF VEHICLE ACCESS
(1) Central
(a) Lan Kwai Fong
From 4.00 pm on 31 December 2010 to 6.00 am on the following day, the on-street parking spaces on the following road sections will be suspended:
(i) Wyndham Street between Arbuthnot Road and D’Aguilar Street; (ii) Stanley Street near D’Aguilar Street; and (iii) On Lan Street.
(2) Causeway Bay
(a) Times Square and its vicinity
From 4.00 pm on 31 December 2010 to 2.00 am on 1 January 2011, the on-street parking spaces on the following road sections will be suspended:
(i) All metered parking spaces on Lockhart Road east of Marsh Road; (ii) All metered parking spaces on Jaffe Road east of Marsh Road; (iii) The carpark at Times Square; (iv) The carpark at Leighton Centre; and (v) The carpark at Yiu Wa Street.
(b) Tung Lo Wan Road
From 5.00 pm on 31 December 2010 to 4.00 am on 1 January 2011, all on-street metered parking spaces on Tung Lo Wan Road between King’s Road and Wun Sha Street will be suspended.
(c) Hing Fat Street Public Carpark
9 The parking spaces at Hing Fat Street Public Car Park are suspended from 8.00 am on 8 December 2010 to 12.00 midnight on 4 January 2011 (except the disabled parking space and motorcycle parking spaces will remain open for public use) for the use of Police vehicles and vehicles bearing of the authorization of the organizer of the Hong Kong Brands and Products Expo.
From 0.01 am on 11 December 2010 to 12.00 midnight on 4 January 2011, 10 numbers of parking spaces near the exit of the carpark will remain open for public use.
(d) Carparks at Great George Street and Park Lane Hotel
From 6.00 pm on 31 December 2010 to 4.00 am on 1 January 2011 during the period of the above road closures, vehicles will be restricted from entering or leaving the carparks on Great George Street (Windsor House and Hang Lung Centre) and Park Lane Hotel until reopening of the concerned roads. Affected hotels may make use of the bus stop outside Sino Plaza on Gloucester Road to pick up and set off guests through the Airport Express Shuttle Bus.
Vehicles illegally parked will be towed away by the Police without prior notice and may be subject to multiple ticketing.
(C) Prohibition to Learner Drivers
All learner drivers will be prohibited from driving into the following road sections from 6.00 pm to 11.30 pm on 31 December 2010:
(i) Leighton Road eastbound; (ii) Tin Lok Lane; (iii) Tung Lo Wan Road; (iv) Hing Fat Street; (v) Electric Road between Wing Hing Street and Yacht Street; (vi) Morrison Hill Road northbound; (vii) Hennessy Road east of Marsh Road; (viii) Tin Hau Temple Road between Fortress Hill Road and Causeway Road; and (ix) Causeway Road.
KOWLOON
Tsim Sha Tsui
(A) Road Closures and Traffic Diversions
The following traffic arrangements will be implemented on 24 December 2010 and 31 December 2010 from the times specified below until it is safe to re-open the roads to normal vehicular traffic.
Phase 1
10 From 5.00 pm on 24 December 2010
(a) Road Closures
(i) Hung Hom Bypass westbound from its junction with Hung Hom Road; (ii) Hung Hom Bypass southbound from its junction with Metropolis Drive; (iii) Hung Hom Bypass eastbound from its junction with Mody Lane; (iv) Mody Lane; (v) Salisbury Road westbound between Hung Hom Bypass and Chatham Road South; (vi) U-turn slip road outside Nikko Hotel leading from Salisbury Road eastbound onto Salisbury Road westbound; (vii) Salisbury Road southbound from Hong Chong Road and its elevated road; and (viii) Hong Wan Path.
(b) Traffic Diversions (i) Vehicles on Salisbury Road eastbound will be prohibited from turning left onto Mody Lane northbound; (ii) Vehicles on Mody Road will be prohibited from turning onto Mody Lane southbound; (iii) Vehicles on Salisbury Road eastbound outside Nikko Hotel will be prohibited from turning right onto Salisbury Road westbound; (iv) Vehicles from Hung Hom Road southbound will be diverted to the roundabout at Cheong Tung Road South; (v) Vehicles on Princess Margaret Road Link southbound will be prohibited from turning onto Hung Hom Bypass southbound; and (vi) Vehicles on Metropolis Drive eastbound will be prohibited from turning right onto Hung Hom Bypass southbound.
Phase 2 From 6.00 pm on 24 December 2010
(a) Road Closures (i) Canton Road between Kowloon Park Drive and Salisbury Road; (ii) Kowloon Park Drive southbound will be restricted for the use of franchised buses and green minibuses only; (iii) Ashley Road; (iv) Hankow Road; (v) Lock Road; (vi) Nathan Road northbound between Bowring Street and Salisbury Road; (vii) Nathan Road southbound between Granville Road and Salisbury Road; (viii) Granville Road between Nathan Road and Carnarvon Road will be re-routed to one-way eastbound; (ix) Carnarvon Road between Nathan Road and Granville Road; (x) Bristol Avenue; (xi) Hanoi Road; (xii) Hart Avenue; (xiii) Minden Row; (xiv) Blenheim Avenue; (xv) Middle Road; (xvi) Chatham Road South northbound between Granville Road and Salisbury Road; (xvii) Chatham Road South southbound between Mody Road and Salisbury Road;
11 (xviii) Science Museum Path; (xix) Granville Road between Chatham Road South and Science Museum Road will be re-routed to one way eastbound and restricted for the use of franchised buses and green minibuses; (xx) Granville Square; (xxi) Hau Fook Street; (xxii) Cameron Lane; (xxiii) Cameron Road; (xxiv) Part Avenue; (xxv) Humphreys Avenue; (xxvi) Mody Road between Chatham Road South and Nathan Road; (xxvii) Mody Road westbound between Chatham Road South and Science Museum Road; (xxviii) Minden Avenue; (xxix) Salibury Road eastbound between Canton Road and Science Museum Road; (xxx) Salisbury Road westbound between Kowloon Park Drive and Chatham Road South; (xxxi) Peking Road; (xxxii) Ichang Street; and (xxxiii) Haiphong Road.
(b) Traffic Diversions (i) Franchised buses on Nathan Road southbound will be diverted onto public Square Street and Jordan Road westbound; (ii) Franchised buses on Chatham Road South southbound will be diverted onto Granville Road eastbound; (iii) Vehicles on Canton Road southbound will be allowed to enter the China Hong Kong City Terminus or diverted to make a U-turn onto Canton Road northbound at its junction with Kowloon Park Drive; (iv) Vehicles on Kowloon Park Drive northbound will be prohibited from turning left onto Canton Road southbound; (v) Vehicles on Nathan Road southbound will be diverted to turn left onto Granville Road eastbound; (vi) Granville Road between Nathan Road and Carnarvon Road will be re-routed to one way eastbound; (vii) Vehicles on Chatham Road South southbound will be prohibited from turning right onto Cameron Road westbound; (viii) Vehicles on Chatham Road South southbound will be diverted onto Mody Road eastbound; (ix) Vehicles on Science Museum Road will be prohibited from turning onto Mody Road; (x) Vehicles on Science Museum Road will be prohibited from turning onto Granville Road; and (xi) Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum Path.
Phase 3 Additional Road Closure on 24 December 2010 (Depends on crowd situation)
(a) Star Ferry Bus Terminus will be suspended. 12
(b) Road Closures (i) Kowloon Park Drive; and (ii) Salisbury Road between Kowloon Park Drive and Star Ferry Bus Terminus.
Phase 4 Additional Road Closure on 24 December 2010 (Depends on crowd situation)
(a) Road Closures (i) Nathan Road northbound between Jordan Road and Bowring Street; (ii) Nathan Road southbound between Jordan Road and Granville Road; (iii) Pine Hill Tree Road; (iv) Carnarvon Road between Kimberley Road and Granville Road; (v) Shun Yee Street; (vi) Granville Circuit; (vii) Chatham Road South northbound between Observatory Road and Granville Road; (viii) Bowring Street between Pilkem Street and Nathan Road; (ix) Tak Shing Street between Nathan Road and Tak Hing Street; (x) Hillwood Road; (xi) Kimberley Road between Nathan Road and Observatory Road; (xii) Kimberley Street; (xiii) Granville Road between Nathan Road and Chatham Road South; (xiv) Chatham Road South southbound between Cheong Wan Road and Mody Road, except franchised buses and Green Minibuses; (xv) Mody Road eastbound between Chatham Road South and Science Museum Road; and (xvi) Mody Square.
(b) Traffic Diversions (i) Vehicles on Nathan Road southbound will be diverted to Jordan Road westbound; (ii) Vehicles on Observatory Road will be prohibited from turning to Kimberley Street; (iii) Vehicles on Jordan Road westbound will be prohibited from left-turn to Nathan Road southbound; (iv) Vehicles on Pilkem Street northbound will be prohibited from right-turn to Bowring Street eastbound; (v) Vehicles on Bowring Street eastbound will be diverted to Pilkem Street northbound; (vi) Vehicles on Austin Road eastbound will be prohibited from right-turn to Nathan Road southbound; (vii) Vehicles on Austin Road and Cox’s Road southbound will be prohibited from turning to Pine Tree Hill Road; (viii) Vehicles on Cheong Wan Road westbound will be prohibited to left-turn onto Chatham Road South southbound; and (ix) Vehicles on Chatham Road South southbound will be diverted to Austin Road westbound or Cheong Wan Road eastbound.
Phase 1 From 6.30 pm on 31 December 2010

17 (B) SUSPENSION OF PARKING SPACES, CARPARKS AND RESTRICTION OF VEHICLE ACCESS
(a) Suspension of on-street parking spaces in Tsim Sha Tsui All on-street parking spaces in Tsim Sha Tsui area south of Austin Road and Cheong Wan Road will be suspended from 3.00 pm on 24 December 2010 until 3.00 am on 26 December 2010, and from 3.30 pm on 31 December 2010 to 3.00 am on the following day. All the parking spaces at the West Kowloon Temporary Waterfront Promenade will be suspended from 3.30 pm on 31 December 2010 to 3.00 am on the following day.
Vehicles illegally parked will be towed away by the Police without prior notice and may be subject to multiple ticketing.
(b) Restriction of Vehicle Access During the period of above road closure, vehicles entering or leaving the hotels and carparks within the affected are will be restricted until reopening of the concerned roads. Vehicles bearing a hotel logo will be permitted to set down passengers at the following locations only: (i) Chatham Road South at the junction with Mody Road (before the implementation of arrangements in Phase 4 on 24 December 2010 and Phase 5B on 31 December 2010); and (ii) Kowloon Park Drive at the junction with Peking Road (before the implementation of arrangements in Phase 3 on 24 December 2010 and Phase 3 on 31 December 2010).
(C) EMERGENCY ACCESS ROUTES During the period of above road closure, the following road sections will be retained as emergency access routes:
(a) Kowloon Park Drive southbound; (b) Chatham Road South southbound; (c) Hung Hom Bypass from Hung Hom Road southbound; (d) Nga Cheung Road southbound from Station Perimeter Road (South) (e) Austin Road West westbound; and (f) Access Road from Austin Road West to West Kowloon Temporary Waterfront Promenade.

GMB stands for Routes 39M and 49M in Tin Hau Public Transport Interchange will be suspended from 6.00 pm on 31 December 2010 to 4.00 am on the following day and will be relocated to Ngan Mok Street near Yacht Street and King’s Road westbound near Lau Sin Street.

Temporary Suspension and Relocation of Taxi Stands
The taxi stands and taxi pick-up and drop off points at the following locations will be suspended at the time specified:
Central
From 4.00 pm on 31 December 2010 to 3.00 am on the following day:
(i) The taxi stand adjacent to Central Pier No. 7 and 8 (Star Ferry) will be suspended; and (ii) The taxi stand at Man Kwong Street eastbound outside Central Piers No. 6 and 7 will be relocated outside Pier No. 4 and 5.
Depending on crowd condition, the taxi stand along Man Kwong Street eastbound will be suspended when road closure Phase II or Phase III is implemented at Central Pier.
Causeway Bay
(a) From 5.00 pm on 31 December 2010 to the morning of the following day: (i) Russell Street.
(b) From 6.00 pm on 31 December 2010 to the morning of the following day: (i) Paterson Street near Kingston Street; (ii) Yun Ping Road; 61 (iii) Bowrington Road; and (iv) Taxi drop-off outside No. 58 Percival Street.

III. ATTENTION AND APPEAL
Notices will be put up by public transport operators to advise passengers of the above temporary arrangements. Actual implementation of the road closure, traffic control and public transport diversions will be made by the Police at the time depending on the prevailing circumstances, traffic and crowd conditions in the areas. Motorists are advised that strict enforcement on illegal parking, including multiple ticketing and towing, will be taken by the Police in the affected areas.
The public heading to the affected area is advised to plan their journey early and allow more travelling time to cater for unexpected delay. The public is also advised to avoid driving to the affected areas. For public transport commuters, they should pay attention to the arrangements of route diversions and suspension of stops. Motorists should exercise tolerance and patience in case of traffic congestion, take heed of instruction of the Police and watch out for the latest traffic news through media.
