Declarations of Interest - to receive any declarations of interest from Councillors relating to items on the agenda, in accordance with the Council’s Code of Conduct. 3. Public Participation - to receive submissions from members of the public relating to items on the agenda, in accordance with the Council’s Code of Conduct and Standing Orders. 4. To review the minutes of the meeting of 14 January 2020. 5. To receive correspondence (if appropriate). 6. 19/02516/FUL - Aurora Solar Farm planning application - To note consultation responses and consider adding to the Parish Council’s response. 7. 19/03270/CLP - 24 High Street - To note the Certificate of Lawfulness Application. 8. Applications for consideration:- (a) 19/03388/FUL - Old Kinlock Warehouse, Stanton Harcourt Road - Change of use of premises to warehouse and trade sales (sui generis) to include enlarged office and retail space within existing building, insertion of new windows and external cladding together with associated parking facilities. (b) 19/03478/FUL - Lords Farm, 2 Queen Street - Conversion of existing two storey stone barn into a two bedroom dwelling with single storey link extension and associated private amenity space. Applicants of 6(a) Owners of only species rich meadow in the parish. Replace existing property with a building for a field study centre (basement). Same footprint. House designed to be a hide – stained wood. Barn and conservatory also on site – removed. Winter – colour of building will change with colour of tree trunks. Building is to support conservation of the meadow. Trying to restore other meadows to join with Long Meadow, long term project. School visits and care farm visits – new centre will provide for visitors better. New building will be visible from the Thames Path or private properties. Design to be modest. Pods from centre of house are cantilevers, designed to observe wildlife. Small recessed, observatory on top of the building for bird watching. Below tree tops. Property will be off-grid and designed for solar gain. The building will also be a teaching tool for Oxford Brookes Uni. PassiveHaus design. Carl present as MoP – Barn application considered at Lowlands Planning application. Storage of machinery and tools. 4. To review the minutes of the meeting of 10 December 2019. For approval at Full Council meeting later this evening. 5. To receive correspondence. (a) Low Carbon – Proposed Solar Farm at Twelve Acre Farm. “I just wanted to let you know, in case you didn’t already that we didn’t manage to quite get to committee next week. However, we have made good progress on the remaining points and now look likely to be scheduled on to February’s committee instead. We are creeping nearer to agreement with the Low Carbon Hub and want to make sure we keep in touch with everyone over the coming weeks. I understand you may be meeting with Nicky from South Leigh PC. Applications for consideration:- (a) 19/03003/FUL - Footpath North West of Bettys Meadow, Oxford Road - Demolition of the existing dwelling, associated barn and greenhouse on Horseshoe Island, the construction of a replacement building for a dwelling (C3) that incorporates an ancillary field study centre (D1) on the footprint of the existing dwelling on Horseshoe Island, and improvements to the opening of the site's existing access onto the public highway (Oxford Road, B4044). Mark – Commendable application. Like design. Construction objectives are great. No objection. Katy – ‘For’ the application albeit design issue. Explanation useful. Nick – Explanation useful. Not visible from a drone. If it stays for its current use, then it is entirely acceptable. Depth of details beneficial. Site will be protected for future. Andy – Initial concern with design. Driveway shouldn’t be built up. Supporting documents were high quality. No objections. Applicants thanked for their presentation. (b) 19/03217/S73 - 2 Clover Place - Non compliance with condition 2 of planning permission 19/00056/FUL to allow changes to fenestration. No objection. (c) 20/00010/FUL - 53 Newland Street - Alterations and extensions to first floor (53 and 55 Newland Street, Eynsham). No objection. 7.
