It outlines the main flood risks posed to the council area and how the long-term management fluvial flood sources could be addressed by the incorporation of Flood Storage Areas. The flood risks to potential sites have been identified on both greenfield and brownfield sites. Flood Hazard Mapping for South Woodham Ferrers along the River Crouch has been undertaken based on breach simulation modelling. Flood hazard and depth mapping has been provided for the climate change scenarios for the River Chelmer, using recent model information completed by Halcrow Ltd as part of this study. This information should be used in conjunction with guidance in the SFRA to apply the Sequential Test (Planning Policy Statement (PPS) 25: Development and Flood Risk, Communities and Local Government). It is presumed throughout this report that the reader is familiar with the contents of the SFRA main report (Mid Essex Strategic Flood Risk Assessment, Scott Wilson) and the methodologies presented therein. Objective The SFRA objective is to aid the partner Boroughs in their development process through the application of the Sequential Test as required by PPS25. It assesses the flood risks posed to the region and outlines the main hazard zones in order to further aid the development planning process. The objective of this report is to assess the flood risks posed to the Chelmsford Borough Council area by breaches in the tidal defences and fluvial flood sources and to assist the Council in applying the Sequential Test. Limitations The SFRA approach was outlined in the Inception Report & Stage 2- Brief & Specification (Scott Wilson, November 2006). All methodologies, including breach parameters, have been agreed with the Environment Agency in accordance with the current best practice at the time of completion. This report details the flood issues posed to the local authority of Chelmsford Borough Council, it does not include information for neighbouring council areas such as Uttlesford, which forms part of the River Chelmer catchment area. Today however, our members would regard themselves as anything but, members of an organization that might be misconstrued as indulging in ‘field sports’ . Our Club is surely primarily a natural history society, with a present-day emphasis an recording, conservatian and natural history education. Your Council had a special meeting on the 31 January to look at the present and potential future role of the EFC in Essex, debating just how we could give the Club a new attractive image that would give us a steadily increasing membership, and how best we might interrelate to such organisations as the Essex Wildlife Trust, English Nature, the National Biological Records Centre and the local county natural history societies. Particularly in view of our proposed partnership in a new museum on Epping Forest. As a result of this meeting Council will be proposing at the next AGM that the Club should change its name to the ESSEX NATURAL HISTORY SOCIETY, and redefine its objectives, and rules, in line with its modern image. We propose subtitling the new name with ‘formerly the Essex Field Club’ for a few years, and retention of our ‘speckled wood on blackberry leaf logo’ , to give us continuity.

    APPENDIX 5A – Schedule of Proposed Policies Map Changes June 2019 Schedule of Proposed Changes to the Pre-Submission Local Plan Policies Map A Planning Inspector is examining the Chelmsford City Council Local Plan as submitted by the Council on 29 June 2018. As part of the examination process a number of proposed modifications to the Pre-Submission Local Plan have been identified. These modifications are either classified as "main" or "additional" modifications and are set out in the updated main and additional modification schedules, March 2019. The policies map is not defined in statute as a development plan document and so the Inspector does not have the power to recommend main modifications to it. However the Council must maintain an adopted policies map which accurately illustrates geographically the application of the policies in the adopted development plan. Therefore, this schedule sets out a number of changes to the policies map which are in response to specific modifications to policies set out in the main modifications schedule. Other changes are also included to reflect the additional modifications schedule. The related main or additional modification reference number is included in the schedule below. Where changes are factual only there is no main or additional modification reference included. Accompanying this schedule are inset maps showing the specific changes in map form, where applicable. Please note maps have not been produced if the only change is to the title. It should be noted that at the point of adoption the latest OS base mapping will be applied to the policies map and insets. Land Use: Limited to the River Chelmer and proximate land containing variously a footpath/cycleway and between The A1099 Victoria Road and the A1099 High Bridge Road town centre uses abutting the River. Vegetation: Variously mature trees and understorey along the course of the River, hard standing and urban landscaping centred on City Centre environs. Nature Conservation/Cultural Heritage: The southern reaches of the parcel are part of the River Chelmer Conservation Area. Landscape Character: The parcel comprises a section of the town centre and is of generally high quality forming a focus for movement through the town centre and the context for retail and commercial uses. Access: Confined to dual use pathway/cycleway adjacent to the River. Multiple connections exist along its extent, part of a highly permeable space which is heavily used by walkers and cyclists. Parcel boundaries The relationship between the River Chelmer and surrounding built form is largely fixed, reflecting long term development along its course.

The evaluation was conducted in relation to a planning condition. It was commissioned by Bovis Homes and it was carried out from 5/9/16 to 19/9/16. The evaluation consisted of twenty-one trenches deployed across the accessible areas of the c.4.6ha site. Archaeological remains were encountered only in trenches 7 and 8. These trenches lay close to the site entranceway on Fyfield Road, and uncovered remains relating to a farm mapped in 1862. Features dating to the 19th century were encountered alongside features incorporating medieval and early post-medieval period material. The recorded remains included four ditches, four pits and numerous artefacts, most of which consisted of pieces of ceramic building material and 14th to 16th century pottery.

DESCRIPTION OF SITE 2.1 The application site is located on the eastern side of Great Dunmow, to the east of the B1256 (Braintree Road). The site is currently in agricultural use and lies to the east of the River Chelmer that runs along the eastern and northern boundaries of the site. To the south lies a waste treatment plant. The B1256 forms the western boundary of the site. 2.2 Footpath 55 runs along the northern side of the River Chelmer and now forms part of a long distance footpath known as the Saffron Trail. Footpath 56 runs along the eastern side of the River Chelmer and provides access to recreational land owned by Great Dunmow Town Council. 2.3 The site slopes gradually west to east towards the river. A large proportion of the site, in particular the eastern and northern sections lie within the Flood Zone. There is landscaping along the boundary of the river and the B1256. There is a woodland between the site and the adjacent sewage works. 3. PROPOSAL 3.1 The proposal relates to the erection of a refuse lorry depot, a building for classic car storage and restoration building, and flexible office space.

Our report also sets out: any proposals we think are necessary for restricting or excluding coastal access rights to address particular issues, in line with the powers in the legislation; and any proposed powers for the trail to be capable of being relocated on particular sections (“roll- back”), if this proves necessary in the future because of coastal change.
