    U N I T E D S T A T E S A I R F O R C E BRIGADIER GENERAL JAMES R. CAMP Brig. Gen. James R. Camp is the Assistant Adjutant General for Air, Ohio National Guard. He is responsible to the Ohio Adjutant General for directing Air National Guard operations and establishing policy to ensure mission readiness of more than 5,100 personnel assigned to four flying wings and six geographically separated support units. General Camp earned his commission in 1990 through the Academy of Military Science, McGhee Tyson Air National Guard Base, Tennessee. Following his commission, General Camp attended Undergraduate Pilot Training at Columbus Air Force Base, Mississippi. Prior to assuming the post of Assistant Adjutant General for Air, General Camp commanded the Ohio Air National Guard’s 179th Airlift Wing, Mansfield, Ohio. He has served in a number of operational and staff positions throughout his career to include the Ohio National Guard Director of Human Resources, 745th Special Operations Squadron (Provisional) Commander, and Coordinator and Tanker Control Duty Officer with the 618th Tanker Airlift Control Center. General Camp is a command pilot with more than 4,000 hours of military flight time. Throughout his career, he has deployed in support of operations Deny Flight, Decisive Endeavor, Noble Eagle, Northern Watch, Southern Watch, Iraqi Freedom, and Enduring Freedom. R.) 2"d NOVEMBER, 1999 Fundamental rights - Failure to promote the petitioner as a Major General - Article 12(1) of the Constitution. The petitioner was suspended from duties until the hearing and determination of the "Embilipitiya disapperances case” and he was not considered for promotion pending the court case. Consequently, he was superceded by two other officers. After trial, he was acquitted. Thereafter, the Commander of the Army made a written recommendation to the Secretary, Ministry of Defence (the Is1 respondent) that the petitioner be, inter alia, promoted to the rank of Major General with'effect from 4lh December. 1997 on a supernumerary vacancy on which date the two officers who had superseded the petitioner were promoted to the rank of Major General and thereafter be absorbed into the permanent cadre with effect from 10lh February. 1999 on which date the High Court judgement was delivered. However, the petitioner was not promoted to the post of Major General on the ground that the promotion was not in the best interest of the Army since the petitioner failed to exercise due control over persons who were convicted by court. The petitioner did occupy a place of authority in the chain of command. But so were others above and below him who were nevertheless pro­ moted. There was also no explanation why a captain Chamarasinghe who had been indicted in the court was promoted with effect from 2"d June 1995 to the rank of temporary major.

  • William D. Sullivan, Navy Vice Admiral Bill Sullivan Graduated from Florida
    William D. Sullivan, Navy Vice Admiral Bill Sullivan graduated from Florida State University in June 1972. He received his Navy commission in September 1972 following graduation from Officer Candidate School in Newport, Rhode Island. During his 37 years of active duty, Vice Admiral Sullivan served in a variety of sea-going assignments including cruiser, destroyer and frigate class surface ships and aircraft carrier strike group staffs. He commanded the guided missile destroyer USS SAMPSON (DDG 10)during Operations Desert Shield and Desert Storm, deploying to the Red Sea while enforcing United Nations sanctions on Iraq. From 1997 to 1999 he commanded the Aegis guided missile cruiser USS COWPENS (CG 63), deploying to the Persian Gulf and executing Tomahawk strike operations against Al Qaeda in Afghanistan. Vice Admiral Sullivan has served in a variety of staff positions. Joint assignments include Director for Pacific Operations on the Joint Staff (J-3), Director for Strategic Plans and Policy (J- 5) at U.S. Pacific Command and Vice Director, Strategic Plans and Policy (J-5) on the Joint Staff. From 1999 to 2001 he served as Commander, U.S. Naval Forces, Korea. Prior to his retirement from active duty, Vice Admiral Sullivan served as the U.S. Representative to the NATO Military Committee, NATO Headquarters, Brussels, Belgium. Vice Admiral Sullivan earned a Masters Degree in National Security Studies at Georgetown University in 1990 and a Masters Degree in National Security Affairs at the National War College in 1994. Vice Admiral Sullivan is a member of the Veterans Advisory Board for the Florida State University Veterans Legacy Complex which will house student-veteran programs, the Army and Air Force ROTC offices, and the archives and offices of the Institute on World War II and the Human Experience.

    MAJOR GENERAL RAYMOND F. REES The Adjutant General, Oregon National Guard Major General Raymond F. Rees assumed duties as The Adjutant General for Oregon on July 1, 2005. He is responsible for providing the State of Oregon and the United States with a ready force of citizen soldiers and airmen, equipped and trained to respond to any contingency, natural or manmade. He directs, manages, and supervises the administration, discipline, organization, training and mobilization of the Oregon National Guard, the Oregon State Defense Force, the Joint Force Headquarters and the Office of Oregon Emergency Management. He is also assigned as the Governor’s Homeland Security Advisor. He develops and coordinates all policies, plans and programs of the Oregon National Guard in concert with the Governor and legislature of the State. He began his military career in the United States Army as a West Point cadet in July 1962. Prior to his current assignment, Major General Rees had numerous active duty and Army National Guard assignments to include: service in the Republic of Vietnam as a cavalry troop commander; commander of the 116th Armored Calvary Regiment; nearly nine years as the Adjutant General of Oregon; Director of the Army National Guard, National Guard Bureau; over five years service as Vice Chief, National Guard Bureau; 14 months as Acting Chief, National Guard Bureau; Chief of Staff (dual-hatted), Headquarters North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM). NORAD is a binational, Canada and United States command.   • Custer Stationed in Elizabethtown
    Lt. Col. George Armstrong Custer Stationed in Elizabethtown A battalion (two companies) of the Seventh Cavalry arrived in Elizabethtown, Kentucky on April 3, 1871. Also assigned to this post was a battalion of the 4th Infantry. Lt. Col. George Armstrong Custer assumed command of the post upon his arrival on Sept. 3, 1871. Custer, the “boy-wonder”, was the youngest Brigadier General in the Union Army in the Civil War at age 23. By the war’s end, he commanded the Third Cavalry Division under General Philip Sheridan. Though he attained the rank of Brevet Major General of Volunteers, Custer’s rank in the Army line was only Captain. When the Regular Army was reorganized in 1866, he was promoted to Lieutenant Colonel of the newly formed Seventh Cavalry. In 1871, the Seventh Cavalry had been on active duty, engaged in fighting hostile Indians on the plains, for five years. Their most celebrated victory was at the battle of the Washita in November of 1868. This strenuous duty had worn the troops gaunt and the Seventh was in need of a rest. The Federal Government at this time was stationing troops in many sections of the South. The intent was to control the Ku Klux Klan and Carpet Baggers and to break up illicit distilleries. As a result, the Seventh Cavalry was broken up and portions were stationed over various parts of the South. As Elizabethtown was not affected by anything more than a small amount of “moonshining,” the Seventh settled into a well-deserved respite from action. Cavalry headquarters was established on South Main Street and the horses were kept in adjoining stables and across the street from the site.
