ABSTRACT Title of dissertation: TELEVISION NEWS AND THE STATE IN LEBANON Jad P. Melki, Doctor of Philosophy, 2008 Dissertation directed by: Professor Susan D. Moeller College of Journalism This dissertation studies the relationship between television news and the state in Lebanon. It utilizes and reworks New Institutionalism theory by adding aspects of Mitchell’s state effect and other concepts devised from Carey and Foucault. The study starts with a macro-level analysis outlining the major cultural, economic and political factors that influenced the evolution of television news in that country. It then moves to a mezzo-level analysis of the institutional arrangements, routines and practices that dominated the news production process. Finally, it zooms in to a micro-level analysis of the final product of Lebanese broadcast news, focusing on the newscast, its rundown and scripts and the smaller elements that make up the television news story. The study concludes that the highly fragmented Lebanese society generated a similarly fragmented and deeply divided political/economic elite, which used its resources and access to the news media to solidify its status and, by doing so, recreated and confirmed the politico-sectarian divide in this country. In this vicious cycle, the institutionalized and instrumentalized television news played the role of mediator between the elites and their fragmented constituents, and simultaneously bolstered the political and economic power of the former while keeping the latter tightly held in their grip. The hard work and values of the individual journalist were systematically channeled through this powerful institutional mechanism and redirected to serve the top of the hierarchy. -

Television in Egypt is mainly received through free satellite, while analog terrestrial represents 41% of total viewers. Egyptians spend a significant amount of time watching television, with 40% of people watching up to 4 hours of television per day.[1] Since Egypt launched its first broadcasts in 1960, state- run channels have held a monopoly on terrestrial broadcast.[2] The Ministry of Information strictly regulated private satellite channels as well.[2] The Egyptian Radio and Television Union, a government entity, owns all 17 terrestrial channels. Channel 1 and Channel 2 are the network’s main channels and broadcast across Egypt. The state-owned Nile TV is the main foreign language channel, aims at promoting Egypt's state point of view and promote tourism. There are 6 regional terrestrial channels, which used to all be broadcast to Greater Cairo, but as of 2007, only Greater Cairo channel (Channel 3) of the regional channels is broadcast to Greater Cairo. Most terrestrial channels were in fact satellite channels owned by ERTU, but simulcasted to Greater Cairo, since 2007. The state's 23 channels are reported to have, as of 2012, "a small and dwindling viewership".[1] There are also many private satellite stations. As of 2002, there used to be only two, Al-Mehwar and Dream, though the government has a financial stake in both channels.[1] Since the 2011 revolution, more channels have launched, including Capital Broadcast Center, Al Nahar and TEN, which have managed to attract significant viewership. Rotana launched Rotana Masriya, a channel broadcasting programs aimed at the Egyptian market.[1] Subscription television penetration is low, estimated to be 9% in 2011, which consists of OSN and Arab Radio and Television Network. -

PR/69/11 MBC GROUP PICKS EUTELSAT’S ATLANTIC BIRD™ 7 SATELLITE TO SUPPORT HDTV ROLL-OUT ACROSS THE MIDDLE EAST AND NORTH AFRICA Paris, 31 October 2011 Eutelsat Communications (Euronext Paris: ETL) and MBC Group announce the signature of a multiyear contract for capacity on Eutelsat’s new ATLANTIC BIRD™ 7 satellite at 7 degrees West. The lease of a full transponder will enable MBC to expand its platform of channels addressing viewers in the Middle East and North Africa, particularly new HD content which the Group is preparing to launch in January 2012. The announcement was made at Digital TV Middle East, the broadcast and broadband conference taking place in Dubai from November 1 to 2. The new contract cements a 20-year relationship between Eutelsat and MBC Group which began in 1991 with the launch of MBC1, the first pan-Arab free-to-air satellite station. Over the past 18 years, MBC has developed a network comprising ten TV channels, two radio stations and a production house to forge a leading media and broadcasting group in the Middle East, among other media platforms such as VOD (shahid.net), SMS and MMS services. The move into HDTV reflects the Group's commitment to delivering the latest technology and superior television content. TWELVE ARAB INNOVATORS BECOME STARS OF SCIENCE CANDIDATES ON MBC4 Season 7’s Engineering Stage Kicks Off Doha, October 10, 2015 – Twelve of the Arab world’s most promising and remarkable young innovators beat thousands of rival applicants to be selected as candidates on the seventh season of Stars of Science, Qatar Foundation for Education, Science and Community Development ‘s (QF) “edutainment reality” TV program on MBC4. This selection concludes the casting phase and marks the onset of the highly competitive engineering stage of the program, in which candidates work tirelessly with mentors to turn their concepts into prototypes; further advancing QF’s mission of unlocking human potential in the next generation of aspiring young science and technology innovators. Chosen candidates have roots in the Kingdom of Saudi Arabia (KSA), Egypt, Algeria, Jordan, Palestine, Lebanon, Syria and Tunisa, reflecting the diversity that has characterized Stars of Science since its inception. Their distinct inventions feature smart technology that can solve problems in fields as varied as medical diagnostics, mobility for the physically challenged, sports, renewable energy and nutrition. On the first three episodes of Stars of Science, thousands of applicants from across the Middle East and North Africa were screened in a multi‐country casting tour by a panel of highly experienced jurors. In the latest Majlis episode, jury members selected twelve of the seventeen shortlisted applicants to become candidates, advancing them to the next phase of the competition, held at Qatar Science & Technology Park, a member of Qatar Foundation.
