Needham Market Newsletter November 18 7 Community NEEDHAM MARKET BOWLS CLUB We are at the end of the outdoor league season and it’s been a mixed bag for our Stowmarket League teams. Congratulations to our Wednesday evening team who won the league for the second year in a row and thus retain the trophy. Tuesday afternoon was also successful with the ‘A’ team finishing fourth in division one, the ‘B’ finishing second in division two and gaining promotion to division one, next season should interesting, and the ‘C’ team finishing second in division three and being promoted to division two, so congratulations to captains Joyce Walton, David Hindley and John Milliard and all their players. SATURDAY 3RD NOVEMBER 2018 AT CROWLEY PARK FROM 7.30p.m. November 2018 Neighbourhood Plan Update

The Town Council is most appreciative of the people who attended the Public Engagement drop-in event held at Needham Market Community Centre on Friday 5th and Saturday 6th October.

A feedback form was available at the event for attendees to register comments. One of the feedback form questions asked people what they thought about the concept set out in the AECOM Feasibility Study on the creation of a relief road which would establish a new development boundary to the North/West of the town. A sound majority of feedback forms were completed indicating support for the concept. Across the board, responders, including those who registered support, raised comments and concerns. One objective of the event was to draw out those comments and concerns and this was successfully achieved. In analysing the feedback, several themes/thoughts were consistent amongst the generality of comments and concerns. The themes/thoughts that occurred most regularly were:

1. A solution for an improved link road between the B1113 and the A14 is required associated with a ‘bypass’ around the entire town

2. Concerns relating to preservation of green space and inherent wildlife.

3. Public transport availability should increase in comparative scale to the housing growth the proposal would deliver.

4. The proposal doesn’t answer the many questions residents have regarding the District Council’s proposals for their former office and former Middle School sites.

5. The proposal, if supported, will at least give the town some influence over its destiny.

6. There are no timescales defined in the current proposal.

7. Careful thought needs to be given to the impact of the proposal on neighbouring parishes and their residents, who rely on coming to Needham Market to use its services.

8. The density of new housing development is important and should reflect the aspirations of the community whether that be existing or new residents coming into the town.

9. Residents should have been asked their opinion on the relief road concept prior to the Town Council embarking on the project.

Attendees at the event also raised many questions, some of which could be answered but others that couldn’t. This situation reflects the stage at which the work being carried out in conjunction with AECOM (the consultants funded by Central Government to support communities seeking to create a Neighbourhood Plan) is currently at. The Town Council has made a further successful funding application to Central Government to enable engagement with AECOM to take the study to its next stage. The Town Council is a consultee for most planning applications submitted in the town and below are the decisions and applications that have come before Town Councillors, in October. Planning Decisions Received Mid Suffolk District Council has granted Planning Permission to the following:

DC/18/03459 - 5 Steggall Close - Erection of single storey rear extension.

DC/18/03372 - 25 Barking Road - Creation of pitched roof over existing conservatory, erection of extension to front porch, conversion of garage and part cladding of conservatory, kitchen and garage.

DC/18/03419 - The Willow Hall, The Causeway - Change of use from kindergarden to form 1.no. dwelling and 1.no. artist studio/gallery.

Mid Suffolk District Council has Approved the following Conditions:

DC/18/02303 - Land to Rear of 8 Freehold Road Proposal and Location - Discharge of Conditions for Application 1127/17 allowed under Appeal APP/W3520/W/17/3182882-Condition 4 (Boundary Treatment) and Condition 5 (Surface Water Drainage). New Planning Applications Received DC/18/03965 - Land Adjacent To 96 Stowmarket Road - Submission of details under Outline Planning Permission DC/17/03201- Appearance, Landscaping, Layout and Scale for the erection of 9 dwellings with garages; Construction of vehicular access; and Provision of pedestrian link to rail underpass.

Town Councillors considered this application by discussing the plans and reading other consultees responses, reports and submissions (e.g. East Suffolk Drainage Board, G H Bullard & Associates LLP). All were considered appropriate. A concern raised was no apparent or clear indication where the provision of a pedestrian link to the rail underpass is to be routed.

The Town Council resolved to support approval of the application.

DC/18/04214 - 143 High Street Erection of detached summerhouse.

Town Councillors thought the summer house to be appropriate in proportion and size to the main house and lawn.

DC/18/06260 - Chesters Woodyard, Coddenham Road - Written enquiry for the erection of a part single-storey and part two story building for A3 use (ground floor) and B1 offices first floor.

Following consideration of the detail of the application, Town Councillors concluded:

• The frontage of this site falls on an extremely hazardous and busy stretch of road for drivers. Travelling towards Needham Market divers encounter a 90° blind right-hand bend immediately after going over a narrow bridge over the River Gipping, followed by an entrance/exit (on the drivers right) to the existing Needham Lake car park and then navigate a single lane restricted height (2.5m) road under the railway line, potentially facing oncoming traffic.

• The addition of a sizeable car park situated off the approach to the Coddenham Road railway bridge would add a further potential distraction/hazard for car drivers.

• Almost daily, over-height Vehicles hit the Railway Bridge, although the majority go unreported. The evidence of collisions is the roadside debris which requires clearing up on a regular basis.

• Heavy Goods Vehicles frequently use the nearest Needham Lake carpark as a turning point when they encounter the low bridge causing large traffic tailbacks.

• It would be completely irresponsible to encourage pedestrians to cross the Coddenham Road (B1078) from the Needham Lake side of the road to a visitor facility whatever form of pedestrian crossing was put in place.

• The Written Enquiry documentation does not include a full traffic survey, which is essential in view of existing road usage and immediate environment.

The Town Council resolved to object to the application on the above grounds. Needham Market Remembrance Service 2018 Sunday November 11th, Remembrance Day, takes on an added significance this year as the centenary of the culmination of the First World War. The service will, this year, in anticipation of the number of participants, be held at Needham Market Community Centre in School Street. All in our community are welcome to attend. The service will start at 10:45am and is preceded by a procession of civic leaders and uniformed organisations that will set off from Station Yard at around 10:20am. There will be a temporary closure of the High Street to traffic whilst the procession is en-route. Following the remembrance service, there will be a short service of commemoration at the town’s war memorial which is located at the burial ground, off the top end of Barretts Lane. The commemoration service will start at around 11:50am.
