EURAS has been growing the higher education network via Europe and Asia since 2008. The members that are the major institutions of their countries have been sharing the knowledge and experiences in order to achieve the highest quality. EURAS aims to build awareness regarding the value and importance of the Eurasian region as per its role in terms of world history and civilization.     Standardization Problem of Author Affiliations in Citation Indexes Zehra Taşkın and Umut Al Hacettepe University, Department of Information Management, 06800, Beytepe ANKARA Tel: +90 (312) 297 8200 Fax: +90 (312) 299 2014 [email protected] Abstract: Academic effectiveness of universities is measured with the number of publications and citations. However, accessing all the publications of a university reveals a challenge related to the mistakes and standardization problems in citation indexes. The main aim of this study is to seek a solution for the unstandardized addresses and publication loss of universities with regard to this problem. To achieve this, all Turkey-addressed publications published between 1928 and 2009 were analyzed and evaluated deeply. The results show that the main mistakes are based on character or spelling, indexing and translation errors. Mentioned errors effect international visibility of universities negatively, make bibliometric studies based on affiliations unreliable and reveal incorrect university rankings. To inhibit these negative effects, an algorithm was created with finite state technique by using Nooj Transducer. Frequently used 47 different affiliation variations for Hacettepe University apart from “Hacettepe Univ” and “Univ Hacettepe” were determined by the help of finite state grammar graphs. In conclusion, this study presents some reasons of the inconsistencies for university rankings. It is suggested that, mistakes and standardization issues should be considered by librarians, authors, editors, policy makers and managers to be able to solve these problems. The largest towns in the province are İzmit and Gebze. The province is located at the easternmost end of the Marmara Sea around the Gulf of İzmit. Kocaeli is bordered by the province of Istanbul and the Marmara Sea to the west, the Black Sea to the north, the province of Sakarya to the east, the province of Bursa to the south and the province of Yalova to the southwest. The metropolitan area of Istanbul extends to the Kocaeli- Istanbul provincial border. The size and natural conditions of the Bay of İzmit allow for extensive port facilities, including the Gölcük Naval Base. The province is called the industrial capital of Turkey. Kocaeli has an airport named Cengiz Topel Naval Air Station which is used for military and civilian transport. Kocaeli has two universities: Kocaeli University and Gebze Technical University. Basis of the inspection was the official bid of the Montenegro Chess Federation from 26. April 2017 Tournament hall: “Elite Hotel Bitinya Ballroom” The size of the playing hall is 700 sqm. The light condition is sufficient. Next to the playing hall there are 3+5 toilets for men and 4 for women. The tables (80x80 cm) are in FIDE standard.
