1 Foreword of the President of IAMIC, Ol’ga Smetanová

In 2012 IAMIC continued to concentrate on facilitating and creating the conditions for the mobility of musicians (composers, performers, professionals), the circulation and dissemination of music and the exchange of knowledge, expertise and information. In 2012 MICs were recovering slowly from the persisting crisis, looking for creative solutions and cooperating with each other. Through the Minstrel Project, led by the Greek MIC, 11 MICs greatly benefitted from this project to further implement their programmes and to cooperate with other MICs. Merging tendencies among the MICs are a new phenomenon that one has to take into account in the future of IAMIC.

Thanks to the financial support of the European Union, IAMIC was able to proceed with and to develop its activities as part of the 3-year work Programme (2011 – 2013). This long-term perspective contributed to the sustainability and the quality of IAMIC’s activities.

In order to sustain, promote and act as an advocate for cultural diversity and artistic mobility in Europe and beyond in all forms of music and to foster a strong and sustainable network, IAMIC continued to deepen and to enhance its activities in 2012. With its 38 members from 36 countries, IAMIC is a strong and well-established network that keeps on growing; in 2012 IAMIC welcomed Turkey as a new member. By building bridges between its members, creating networking opportunities through the organisation of conferences and meetings, and supporting and enhancing the visibility of projects that underline these objectives, IAMIC creates an international landscape where pathways to information about music are continually enhanced to provide users with the highest possible level of access.

IAMIC improved substantially its Office Exchange Programme in 2011 with beneficial results in 2012. , , USA, Slovakia, Greece and France participated in the programme. It improved collaboration and helped to build sustainable partnerships. This resulted in the development and promotion of new common projects in the field of music, art and culture at large throughout Europe.

The Annual Conference of IAMIC is held every year in cooperation with a local Music Information Centre. In 2012 the Meeting was held in Greece with as a theme “Music Information and Society ”. It coincided with the “European Day of Music in .

IAMIC continued further its work on the Music Monitor. The Monitor was initiated to have a better vision of music life in Europe and beyond. It aims at providing annual statistics monitoring musical life, for use in research and planning by governmental authorities, cultural operators and funding bodies. It will contribute to enhance the mobility of artists and art works both on a European level and internationally. Currently IAMIC is looking for partners to enable the creation of a fully-fledged project in the European context.

IAMIC also continued to develop its membership by deepening and broadening it. The dynamics of the present membership facilitated the creation and implementation of new projects and enhanced the knowledge and know how in the music field. IAMIC worked intensively with the Research Committee, the Communication and the Innovation, Technology and Software working group. IAMIC did further structured research in non-member countries and was broadly represented

3

in international cultural events, meetings, seminars and festivals. This tightened its relations with other European networks and facilitated potential partnerships. Its participation in meetings in the European Commission, e.g. on data-gathering on mobility of artists and art works, enhanced its commitment and knowledge about the importance of the circulation of emerging artists and (their) art works to which IAMIC is happy to contribute more.

IAMIC also continued the ISCM/IAMIC Young Composer Award, initiated in 2002 and awarded annually to a composer under 35 whose work is performed during the festival. In 2012, Mr Eric Nathan was chosen from 20 eligible candidates from around the world.

Finally, the Composers Diaspora aims at promoting the music of composers from another country through broadcasting and the organisation of concerts. Through the a large range of composers that live abroad were identified. The Project contributes to the mobility of musical products.

As a conclusion, one may say that 2012 was a successful year for IAMIC. The next stage of the three- year agreement with the EU was implemented and IAMIC is looking forward to start the last stage of this long term strategy and apply for a new agreement to ensure the sustainability and the growth of the association for the following years.

5 Meetings IAMIC

5.1 Winter meeting

Nice, France January 25th 2012

The IAMIC Winter Meeting was first held in 2005 in Nice, since then many directors and staff of Music Information Centres were attending and participating at the MIDEM festival in Cannes. The 2012 Winter Meeting was a good opportunity to continue and evaluate the work that started at the General Assembly in September 2011 and to introduce speakers with inspiring views.

The 2012 Winter Meeting also reported on and presented internal IAMIC affairs and a range of interesting topics were proposed through the speakers. Winter Meeting Nice 2012 - Presentation Ann Branch

Besides a report on the IAMIC Office Exchange Programme 2011, the Exchange programme and was optimized by making sure that the demands of the participants met the supply of the hosts. Besides, the focus was laid on the reports of members on specific happenings in their MICs. Besides, there was an evaluation of the Annual Meeting 2011 in Poland and the Annual Reports of the MICs.

IAMIC invited interesting speakers such as Ann Branch from the European Commission “Directorate D.2 Culture" Programme, who presented the Creative Europe (Programme 2014 – 2020). This was particularly interesting as the outcome of the negotiations on this programme will directly affect IAMIC and also some projects initiated by its members. Another inspiring presentation was given by Kristin Danielsen, Director of the Norwegian Music Information Centre. She, on the one hand, talked about the possible merger that will take place between MIC Norway and Export Norway, and gave an example of a particularly successful programme taking place at MIC Norway: Live at the Office Concerts in cooperation with the National Radio Broadcasting: http://www.listento.no/mic.nsf/doc/art2011031411352991289082. Stef Coninx, Director of the Flemish MIC gave some extensive information on the Resolution on Music in Flemish Parliament. Kostas Moschos, Director of the Greek MIC informed the members on the Annual meeting that will take place in Greece in 2012.

5.2 General Assembly – IAMIC Annual meeting – Annual Conference

Athens – Aegina, Greece 21 – 25 June 2012 (See Annex I: Conference Proceedings)

The Annual Meeting, General Assembly and Annual Conference organized by IEMA, the Greek Music Information Centre, in Athens and Aegina was warmly welcomed by the IAMIC members and potential members. It gave the opportunity to further develop the organisation into a dynamic and proactive international network meeting the needs and expectations of the MICs as much as it can and raising its visibility worldwide. This will also contribute to the further development of its membership within and beyond Europe, which implies fresh inputs and a new vision on what it means to be a MIC at present and in the future.

Besides the organization of the Annual Meeting, the General Assembly and the Annual Conference, it

also provided side activities in the framework of the European Music Day.

European Music Day - Athens Annual Conference - Athens European Music Day - Athens

a. Annual Meeting

The Annual Meeting was divided into 4 Business Sessions dedicated to specific themes and 5 presentations relevant to the reality of MICs. The first Business Session provided the opportunity to the members to give a small presentation on important events in their Music Information Centres and to enlighten everybody on their funding situation. The second session was entirely dedicated to the presentation of documents to be approved by the General Assembly: The Annual Report 2011 – the report from the Secretariat, from the Treasurer, the report on the Exchange Programme, the new strategy of IAMIC 2012-2013 as well as the newly drafted Governance Handbook. 6 IAMIC Activities

6.1 IAMIC Exchange Programme

(See Annex II: Report Exchange Programme 2012)

The IAMIC Office Exchange Program gives members the opportunity to experience other working realities and environments, from the first hand, through practical learning experience. Members acquire new skills and knowledge and build up sustainable partnerships through participative observation.

The 2012 Office Exchange Programme was a huge success, as one could conclude from the reports drafted by its participants and hosts. It was a “win-win” situation. Colleagues participating in the programme made themselves familiar with the competencies and expertise of the hosting MIC, while the hosting MIC learned from the participating MIC. It is indeed a way of building bridges, between colleagues, Music Information Centres, music cultures and music life, cities and countries.

The evaluation and reporting on the exchange are focused on the skills acquired and the lessons learned as well as interesting experiences. The results are shared with all the MICs so as to optimize the results.

Testimoy from host

“I continue to be a firm believer in the IAMIC Office Exchange Program having now experienced two exchanges as a guest, having additionally sent two of my colleagues as guests, and having served as host for a total of four guests (actually five since I convinced a guest who was a participant in the exchange in Canada some years back to visit New York at the end of his exchange). Through this program our various organizations can establish firmer connections to one another.” New Music USA

Testimony from participant:

“Grasping the opportunity that the IAMIC Office Exchange programme gave me to delve into another MIC’s life for a week, I gained a very clear understanding of what CyMIC's own priorities should be. Much of the core services which New Music USA carries out are comparable to the CyMIC, and this was a very useful fact to share with my colleagues in Cyprus. There were many practical takeaways

10

from the exchange which will form the basis of many of CyMIC’s new projects and actions.” Cyprus MIC

Results:

• New skills, knowledge and expertise on documentation and promotion of music adopted; • Reflection on one’s own work, methods, projects by comparison with host MIC; • Mobility of arts workers increased • International dimension; brought in activities at the national/regional level • Good insight into the impact of international developments and IAMIC activities obtained; • Support to member organizations in implementing new experiences in their daily work achieved; • Collaboration and build up sustainable partnerships between member organizations and IAMIC improved; • New common projects in the field of music, art and culture promoted and developed.

7 Representation

The representation of IAMIC and the promotion of its mission and activities and the work of its members during international conferences, seminars and fairs is important. IAMIC advocates for and raises awareness on the importance of the documentation and the promotion of music in a specific country. By attending these specialised conferences and fairs, IAMIC gets in touch with a diversity of organisations that it connects with its member organisations.

Results:

• Raised visibility of IAMIC, its members and their activities thanks to IAMIC’s presence at seminars, conferences and fairs related to a specific type of music; • Awareness-raising concerning the documentation and promotion of music throughout Europe and internationally; • Foundation laid for new partnerships and potential members; • Start of new projects/activities; • Exchange of information and knowhow increased.

7.1 Forum for Festivals in the Arab Region

28 February – 4 March 2012 Manama (Bahrein) (See Annex IV: Report of the Forum)

The Second Forum on Festivals in the Arab Countries is the only state-level Arab Festival event hosted in the Arab Region. The first Forum took place in Beirut, Lebanon in 2009 in cooperation with the Arab Administrative Development Organisation – (ARADO, League of Arab States).

The main objective of the Forum was to reveal valuable insights into the business of festivals and review key achievements and challenges facing festivals nowadays. There was a particular emphasis on Cultural Economics and the role of Social Media in the promotion of events. With a wide array of experts in divergent fields coming together, the forum displayed a wide variety of approaches and insights covered by high level speakers such as art protagonists, festival organizers, and enterprises. They looked at how to make festivals in the Arab and neighbouring countries more successful in preserving cultural understanding and values and allowing for venues to be centres of expression and celebration.

During Session I “Festivals is a Time and Place for Unusual Business”, IAMIC was offered the opportunity to present the Association. An-Heleen De Greef talked about its mission, goals, what IAMIC has to offer, its membership and the importance to have Arab countries being part of the Association. Ol’ga Smetanová, in turn, emphasized the importance of the Annual Meetings of IAMIC and its role in creating mutual understanding. She further expressed her vision on the future of festivals and their importance of raising awareness and understanding of the role of music and arts in general in society and of capacity building and social inclusion.

For IAMIC it was important to meet the cultural players from civil society and Ministries of Culture in Bahrain, Egypt, Morocco, Lebanon, Saudi Arabia, Jordan, and the United Arab Emirates in the Arab Region, and in USA, Canada, France, Australia and Spain outside the Arab Region, and to have a picture on how the music life is organised in these countries. IAMIC was introduced to the cultural policies of these countries and to whether information/promotion centers exist there.

15

It was also important for IAMIC to know about possible partnerships with participants representing Festivals, Ministries of Culture or Associations. As many MICs are promoting and/or organising festivals IAMIC believed it to be important to broaden the horizons and lay the foundations for possble cooperations.

MICs are high-level influential bodies and have excellent relations within the artistic life of their country. Through IAMIC they share their contacts as well with colleagues abroad. Information can be shared quickly through all networks.

IAMIC is a member of European Music Council/International Music Council (EMC-IMC), Culture Action Europe and the Ana Lindt Foundation. Trough different members IAMIC is related to ISCM, IAML, EMC-IMC, EMO, EJN, IMC-MCA (Australia) and ECPNM.

The International Music Council is stated by the UNESCO as their advisory body on music matters. The European Music Council is the European network of networks for music, with a membership of national music councils as well as local, national and international music organisations that are based in Europe. In line with the International Music Council’s principles, the EMC’s strategies and actions honour human and cultural rights. In situations where musical integrity and commercial gain are in conflict, the EMC gives priority to musical integrity. The EMC strongly supports youth participation in decision-making processes.

Stef Coninx, IAMIC Secretary serves as Treasurer at the EMC Board, which led to the connection of a better and in depth cooperation and information flow between both networks.

10.2 Culture Action Europe

Culture Action Europe is an advocacy and lobby organisation promoting arts and culture as a building block of the European project. Their aim is to influence European policies for more and better access to culture across the continent and beyond. Through this membership IAMIC receives accurate information about the European Union and European projects and has a voice in advocating for good European culture policies.

10.3 International Society for Contemporary Music (ISCM)

The International Society for Contemporary Music (ISCM) is an important international network of members from around fifty countries, devoted to the promotion and presentation of contemporary music - the music of our time.

12 Support

12.1 Grants and funding

Without the financial support of the Culture Programme (2007 – 2013) of the European Commission and the Flemish Government, IAMIC would not have been able to operate throughout 2011. IAMIC receives administrative grants supporting general decision making structures and bodies as well as the office, including the day-to-day needs of the organization. a. In 2011 IAMIC received the following grants

The Flemish Government, Ministry of Culture, Youth, Sport and Media: “International initiatives within the framework of the art decree”

Funded with the support from the European Commission: Operating Grant from the Education, Audiovisual and Culture Executive Agency from the European Commission.

12.2 Support a. Members The continuous support of its members is of utmost importance of IAMIC. IAMIC was specially supported by the Flemish Music Centre, where it holds its offices. This voluntary contribution of the members is indeed very valuable for a network such as IAMIC. b. Committees IAMIC members have the ability to contribute to the network by participating in a committee. In 2012 3 Committees were functioning on a regular basis, composed and chaired by members, besides the Research Committee: the Communications Working Group and the Technology, Software and Innovation Platform, reach contributing to the development of one aspect of the Association and the MICs’ work.
