Welcome to Maxwell/Gunter Air Force Base, home of Air University. It is an honor to have you as our guest at the University Inn. We take great pride in our facilities and are pleased to serve you. Innkeeper customs would always find the innkeeper personally greeting each of his guests. Today’s lifestyles unfortunately interfere with this tradition. My staff is committed to providing you with comfortable lodging and quality service, a commitment I am sure you will see during your stay.

Montgomery, is a wonderful city with many attractions, including the state Capitol building and a wealth of museums and points of historical interest. The information included in this book is designed to help you with the many base and civilian community services and attractions. We also would like to acquaint you with a few Air Force Inns policies that we must enforce.

Making your stay a complete success is our goal. If we can assist you in any way, just call the front desk, available 24 hours a day, by dialing “0” on your room phone. I encourage you to take the time to share with us your opinion on the “Quality” of your stay and the performance of our staff.

Lodging Information

Lodging Responsibility:

Provide quality lodging facilities and service to authorized personnel facilitating mission readiness and quality of , while keeping official travel costs to a minimum. Promptly and professionally solve or address issues or problems as they surface.

Occupant Responsibility: PLEASE DO • Notify Guest Response by dialing “0” from your room telephone to report damage or problems in your room. Any damage beyond wear and tear will be your responsibility. • Clean up after yourself when using common areas of the building, i.e., laundry rooms, BBQ grills, patios, and dayrooms. Please dispose of all food and trash in appropriate trash receptacle. • Leave kitchenette areas clean and orderly. • Keep noise to a minimum and remember to respect your neighbors during quiet hours, (2200-0700 daily). • Housekeeping is not required to wash cooking utensils, glassware, dishes, silverware etc. • Report the presence of rodents and insects immediately. • Comply with fire, health, and safety regulations. • Be responsible for the conduct of your guests and/or family. • Please turn off all lights, electronics, and stoves while away from the room.

PLEASE DON’T •Smoking is strictly prohibited in any lodging facility on Maxwell-Gunter. A $50 “DEEP CLEANING” FEE WILL BE POSTED TO YOUR FOLIO, FOR SMOKING IN ANY LODGING FACILITY. • Move/remove furniture, equipment, or linens from the room. • Tape, thumb tack, staple or nail anything to the walls, doors, cabinets or furnishings in the rooms, hallways, dayrooms, or kitchens. • Attempt repairs of equipment or facilities (You could be held liable for damages). • Leave the room unlocked except during an evacuation for fire etc. • Drive or park vehicles on grass, walking or jogging paths. • Keep bicycles, auto parts, etc., in your room. • Keep weapons or ammunition in quarters. For storage, call Security Forces at Maxwell 953-7222. You must advise Security Forces immediately. • Though we love animals, pets are only authorized in Pet Friendly “TLF” facilities. If pets are found in oth- er government quarters, owner/occupant will be charged a minimum of $50.00 “deep cleaning” fee post- ed to your account immediately. The owner/occupant is also financially liable for any damages caused by pets.

Lodging Information

Fire and Safety: • Cooking is permitted only in those quarters that have kitchens or kitchenettes. Do not leave cooking equipment unattended. Use of portable cooking appliances is not permitted and will be referred to the Base Fire Department for action (i.e. hot plates, small gas grills, crock pots, rice cookers, or grills of any kind). • Charcoal grills are not to be placed within 15 feet of the building and are not authorized under covered areas, porches or pavilions. • Tampering with fire extinguishers, alarms or detectors are prohibited. • The use of candles are prohibited in lodging facilities. Candles found in rooms will be removed and disposed of by the housekeeping staff. • All rooms are furnished with an automatic coffee maker, and you will be furnished coffee, cream, and sugar daily. Please ensure coffee makers are unplugged when not in use. Turning the coffee maker on without water will cause it to burn out. Please do not put anything but water in the dispenser as any other type of liquid will damage the unit, and you may have to pay for its replacement. If your coffee maker is inoperative, please tell your housekeeper or report it to the front desk. • Personal electrical appliances (i.e. curling irons, heat pads,) will be unplugged when not in use. • The use of electrical plug-in air freshener is not authorized. • All electrical appliances (i.e. televisions, radios, and computers) will be turned off when not in use or when you leave the room. • The storing of flammable liquids is strictly prohibited. • Overloading electrical circuits by the use of multi-plug extension cords is not authorized. • Do not store items on top of lamp shades or in HVAC closets. Do not hang anything on the sprinkler heads. • Without the written permission of the base engineers, uses of space heaters are not authorized. • All building attic entrances and areas are off limits to everyone except the base fire department and maintenance support crews.

Energy Conservation: • Turn off all lights, the television, the radio, and your computer every time you leave your room or when you’re not using them. • Turn the temperature gauge dial in the refrigerator to one digit lower. • Turn the water “ON” and “OFF” when shaving instead of leaving the water running. The same when you’re brushing your teeth. • Take an 8 minute shower instead of 10 minutes. • If you have temperature control in your room, set it at a comfortable 68-78 degrees. • Reuse your towel “one more time.”

Energy Conservation Tips: • Turn off lights when not in use.

• Turn heat/air down when you leave quarters. • Report leaking faucets and broken windows immediately. • Turn off radio, TV, and unplug coffee pot when not in use. • Keep exterior doors closed at all times.

• When air conditioning or heat is on, keep windows closed at all times. • Energy conservation is important to us. You can help by observing these tips.

Alcohol Consumption / Gatherings / Parties:

Consumption of alcohol must not cause the person to act in such a way as to disturb the rest and pri- vacy of the other guests. Litter and/or residue left from the consumption of alcohol in the inside/outside area will be cleaned up by the person(s)/group that caused it. Gatherings or parties of considerable size must be approved by the Lodging Manager and will be supervised by a responsible person. Abuse of alcohol that leads to damage lodging property or other guest’s property will be dealt with accordingly.

Assignment Policy:

All assignments to lodging facilities are made in accordance with governing regulations. Every effort is made to house personnel according to shift and grade. However, this is not always possible.

Chapel Schedules - Maxwell: Our Chapel programs vary. Times of the various services change too frequently to publish in this guest book. For information on a particular service, please call 953-2109 during duty hours. Emergency duty chaplain service is available by contacting the Maxwell Command Post at 953-2862. Check Cashing:

Checks are accepted only for the amount of room charges. For your convenience, checks may be cashed at the Maxwell Club; BX/Express; Credit Union; or one of the banks located either on the base or the surrounding community. Check cashing privileges are subject to AAFES check cashing policy.

Check-In & Check-Out Times:

Air Force established check-out is 1100 hours. We wish you didn’t have to leave at all! But, if you must, please remember checkout time is 1100 hours. If you require a late checkout, approval in advance must be obtained. Our keyless entry system automatically cancels your key at 1100 hours on the scheduled checkout date. Check-in time daily – 2:00pm

Classified Document Storage: Lodging is not authorized to store classified documents. Please contact the Maxwell Command Post at Maxwell 953-2862/7333 for storage of classified documents.

Coffee & Tea:

There is complimentary coffee and tea in the University Inn lobby.

Conference Rooms Maxwell:

There are several conference rooms available for use on Maxwell. Buildings 1408, ( 3rd & 5th floor) and 1409, (2nd & 5th floor) for guest use. Ownership and control make it difficult to publish a complete list of base wide conference rooms in this book. If you require the use of a conference room outside of lodging, please check with your assigned squadron or organization. Customer Concern Hotline:

If you’re experiencing problems during your stay and the problem is not being resolved to your

satisfaction, please call the Customer Concern Hotline and a Lodging Manager will assist you. The Customer Concern Hotline phone number is 953-2055 ext. 4681.

Appearance & Dress Code:

Standards of dress and appearance while in uniform will be in accordance with regulation. The following are prohibited in public facilities: • Bikini tops (except at pools) • Short shorts (which expose the buttocks) • Items of clothing that resembles undergarments (white t-shirts are excluded) • Clothing with obscene, profane or lewd words or artwork • Bare feet • Bare chest (except for males participating in sports)

Housekeeping Responsibilities: It is our goal to provide our occupants the best housekeeping service possible. However, we must have your cooperation. Please ensure that all personal items such as clothing, shoes, dishes, food items etc. are stored in the closets or drawers provided. Our housekeeping staff is not authorized to move personal belongings and may not be efficiently cleaning your room if they are not properly stored. Please do not move furniture, television, refrigerator, etc. This prevents the housekeeping staff from efficiently and safely cleaning your room. When a “Do Not Disturb” sign is on the door and not removed for three consecutive days, you will receive service the following day. The “Do Not Disturb (DND)” sign should only be displayed when occupant is in the room and wishes not to be disturbed. Linen is changed once a week and upon check-outs. DND cannot be honored on your scheduled linen change day. Services provided daily for guest (7 days or less): waste baskets cleaned and emptied; coffee/tea/ameni- ties/restocked; vacuum carpet & mop floors as needed; bed made; toilets cleaned daily; bathtub/shower clean inside/out; bathroom vanities, sinks, and mirrors cleaned; replace towels when left on the floor/ tub. If sundries are in room, sundries are restocked.

Services provided weekly for extended stay guest (every 7 days): All items listed under daily service will be completed and in addition, the following will be provided: linen will be changed weekly, light dusting, polish furniture, and shower curtain replaced.

Housekeeping Hours of Operation:

If any of the above housekeeping services are not provided, please call the Manager at 953-4780 for Maxwell and 416-2501 for Gunter.

Linen & Towels:

Linen and towels are provided for your in room use. Abuse, lost or damaged linens will be charged to your account. If you require towels to wash your vehicle or other tasks, please see our front desk to pick up, unserviceable linens for that purpose. This saves you damage charges and us replacement costs.

Liquor & Beverages:

When not stocked in a guestroom, some beverages are available in vending machines located in your area. Sundry items may be purchased at the front desk 24 hours a day.

Lost & Found:

Lodging cannot be held responsible for items left in the room. If you have departed the local area and discovered you left something behind, please call 955-2055 for Maxwell and 416-2501 for Gunter.

Lost Keys: Should you lose your key, please go to the front desk immediately to obtain a new key. If you extend your stay, please stop by the front desk to have your key card extended.

Maintenance:

Lodging and the base civil engineering contractor strives to maintain high standards of maintenance in all of our quarters. Should your TV, clock radio, coffee maker, etc. malfunction or you have an emergency maintenance problem, please contact the lodging front desk by dialing “0” from your room phone.

Parking:

Each of our facilities has a parking area for your use. Vehicle maintenance, changing oil, washing cars, etc., are not permitted. Use the Auto Skills Center for these purposes. Large or oversize vehicles may not be parked in spaces marked for normal size vehicles. Motorcycles must be parked in designated spaces. Boats and motorcycle trailers, etc. are permitted in parking areas only on the day of arrival. Equipment Rental (953-6144) has a boat/RV/trailer storage area that is available to PCS and TDY personnel.

Postal “Mail” Services:

Incoming TDY/PCS personnel who expect to receive mail while in lodging should contact the post office located in bldg. 40 for Maxwell guests and bldg. 826 for Gunter guests. Your mail should not be delivered to lodging. However, if mail is delivered to the lodging office, occupants will be contacted to pick it up. After being notified that you have mail, your mail will be held for three days then returned to the sender. Postal Mailed Packages UPS-FedEx etcetera:

Payment or Fees:

Lodging rates are:

$77.00 for VQs $93.00 for Distinguished VQs $94.00 for large Distinguished VQs $83.00 for TLFs ($10.00 per day pet fee)

Payments are accepted 24 hours a day, 7 days a week, and University Inn accepts Cash, Personal Checks, Traveler’s Checks, Money Orders, Visa, American Express, and Master Card. Official duty travelers (TDY or PCS) are required to use the Government Travel Card to pay for lodging room fees. This mandatory policy applies to military and civilian personnel.

NOTE: Long term guests (staying over 30 days) will authorize lodging to charge their credit card at 15 day intervals to verify and pay their lodging bill. Cash/check paying guests will pay in advance for the next 15 days or remaining days of occupancy.

Pest Control:

The prevention of pests, primarily the roach, is an ongoing problem. These creatures, along with squirrels, harmless lizards, and numerous flying insects love the climatic conditions in this area. If you see any of

these unregistered guests, it is not because we don’t have an entomology program; it’s because no chemical has yet been developed that can wipe out these creatures 100% without a human risk factor in terms of environmental health. If you see more than your share call the front desk by dialing “0” from your room phone for special attention. You can help by discarding waste food items and keeping usable items in the refrigerator. Do not leave open food containers, uneaten food, dirty dishes, and utensils out. These will attract unwanted roommates.

Pecuniary Liability:

While you are a guest in our quarters, US Government supplies, equipment, and fixed assets under your control are your responsibility. If through neglect or abuse an item is damaged or destroyed, you will be required to pay for the cost of repair, replacement, or cleaning of that item. If you see anyone abusing or misappropriating government property, contact the front desk by dialing “0” from your room phone or dial 953-1690 for Maxwell and 416-2501 for Gunter. The Security Forces Crime Stop number is 953-7222.

Personal Liability & Property:

Personal property should be secured or taken with you when you leave your room. Housekeepers are instructed not to pick up or move a guest’s personal property at any time. Leaving items lying about the room will results in your room not being cleaned thoroughly. For example, if you leave clothing or books on an unmade bed—it will remain so. This is to protect your rights and the liability of those who clean your room.

Personalization of Quarters:

Occupants may not decorate/personalize their quarters. The furniture in the room has been arranged in the best possible manner. Please do not rearrange it, since this could cause damage or be a safety haz- ard. Walls may not be painted, marked, or scarred. Tape should not be used on walls, doors or furniture. Pornographic, inflammatory, offensive, or prejudicial materials will not be displayed in quarters.

Quarters Evaluation: We have placed a customer comment form in the room and at the front desk so you can tell us the type of service you received and make suggestions on any weaknesses you think we have. Tell us up front about any problem you have or deficiency you see, so it can be fixed while you are still with us. Please keep in mind there are certain areas over which we have no control. If you have problems with transpor- tation, dining halls, security forces, base exchange, commissary, or the hospital, contact their Customer Service Representative for assistance, or seek advice from our front desk personnel.

Reception Desk:

Our receptions desk is open 24 hours a day. Please contact a staff member, or dial “0” from your room phone if you need assistance or information.

Refunds:

Lodging will accept advance payment for room charges, upon check-in. If for some reason you check-out early and have a refund due, the following procedures will be taken: Payments made by credit cards, will be credited back to your credit card. If the original payment was made by personal check, cash refunds

are not made if the check has not cleared. There may be cases when the change fund is insufficient for cash refunds. In these instances, we will mail a money order to the address you provide or a refund can be placed on a Visa, American Express, or MasterCard.

Reservations:

Reservations for both Maxwell and Gunter are made through the Central Reservations office located on

Maxwell. Should you require reservation during your stay, please contact our Central Reservation Office at 953-3931 or 953-2804, Mon-Fri 0700-1700. After duty hours please contact the front desk staff for reservation services. Maxwell 953-1690 or Gunter 416-2501.

Security:

Please keep your door locked at all times to prevent unwanted intruders from entering your quarters. Items of value should be secured in the SAFE PROVIDED or taken with you when you leave your room. Your extra effort will ease your mind. DO NOT leave money or jewelry unattended at any time.

Special Services & Guest Business Center:

For your convenience University Inn has established a Guest Business Center, located in the lodging reception center (bldg. 682) at Maxwell and in the lobby (bldg. 1017) at Gunter. The business center is equipped with computers, high speed internet access, printer, scanner, copier, and workspace. Please see a Guest Service Representative at the front desk for fax information.

Vehicle Maintenance & Repair: Major repairs and minor maintenance such as oil changes are not authorized in the parking lots. The Auto Crafts Centers, bldg. 1067 on Maxwell is available for guests to use for this purpose. Engine oils, coolants, car grease, and other similar products are considered hazardous wastes and must be disposed of properly. They should not be poured into the plumbing, dumpsters, or drainage system, or on the ground, parking lot, or streets. Any questions about proper disposal or about recycling used oil should be referred to Environmental Compliance at 953-5260.

MAXWELL – GUNTER DRIVING DIRECTIONS

Traveling to Maxwell AFB: Maxwell is located in the Northwest corner of Montgomery. Exits from Interstate 85 and 65 leading to the base are marked. If you are driving to Montgomery from the East, take I 85 South, exit Day Street; exit 171. This leads directly to the front gate at Maxwell, 2-3 miles on the right. Traveling from the North, take I 65 South into Montgomery, exit the Day Street; exit 171 and the front gate is approximately 1-2 miles on the right. Driving from the South, take I 65 North, exit Herron Street; exit 172 and turn left at 3rd light onto Maxwell Boulevard. The gate is approximately two miles on the right.

Traveling to Gunter: The Gunter Annex is located in the Northeast corner of the city and can be accessed by the Interstate. If traveling from I 65 South or North, take the Northern Boulevard exit and take the Gunter exit off the Northern Boulevard onto Congressman Dickinson Hwy and Gunter Annex is on the left.

Maxwell Air Force Base -Gunter Annex Jerome A. Ennels, - Wesley Phillips Newton, Auburn University

Since its founding in 1918, Maxwell Air Force Base has evolved into one of the most unique military bases in the United States. It served as an Army Air Service repair depot in World War I, an aerial operations field in the 1920s, and home of the renowned Air Corps Tactical School (ACTS) for senior education and air-power doctrine and tactics in the 1930s. During World War II, Maxwell was the home of Headquarters Southeast Air Corps Training Center (SEATC), which was responsible for all U.S. Army Air Forces (AAF) operational training in the eastern United States. After World War II, Maxwell became the home of Air University (AU), the U.S. Air Force's educational center for non-commissioned and commis- sioned officer personnel, resuming and expanding the old ACTS mission. Today Maxwell continues as the home of Air University, the intellectual and leadership center of the (USAF).

As World War I loomed, the War Department decided to establish an engine and repair depot in Montgomery, at the former site of the Wright Brothers' civilian flying school. Designated as Engine and Repair Depot No. 3, the facility was located just northwest of the city and serviced several southeastern army flight schools during the war. Unlike many of the post-war installations, the depot survived closure largely as a result of efforts by Alabama congressman Lister Hill. In 1922, the War Department changed the field's mission to that of an operations base and assigned it the Twenty- second Observation Squadron. On November 8, the base was renamed Maxwell Field in honor of Lieutenant William C. Maxwell, an Alabamian killed in an aircraft accident in the Philippines. The Twenty-second Squadron's primary duty was that of reconnaissance support of Army ground units. In 1929 the squadron commander, Maj. Walter Weaver, responded to a call from Alabama governor Bibb Graves for aid after massive flooding in south Alabama and organized his planes and personnel to deliver food, clothing, and medical supplies to people isolated in the flood areas. The air drop was one of the first of its kind in aviation history.

SUBJECT: Heat/Cool Change-Over Procedures, Not Just a Flip of the Switch

The frequent swings from cool nights to warm d a y s , especially in spring, fall and winter in Central Alabama can make living and working on Maxwell-Gunter AFB uncomfortable. The heating and cooling system in many of our facilities is a two-pipe system. One pipe supplies the water and the other pipe returns it to the heating and cooling plant. This system cannot provide heating and cooling at the same time. The system provides heat or cooling depending on whether the water is going through a boiler or a water chiller plant. Please note this is not an Energy Conservation measure, but a matter of how the equipment in the building was designed and built.

Changing from one season to another requires switching the equipment (chiller or boiler) along with the associated valves and controls. However, to prevent damaging the equipment, hot water cann ot be immediately routed through the chiller. We must first let the water cool down approximately 80 F, which can take a day or more. For some facilities, the heating and cooling provider is in a separate building several hundr ed yards away w i t h water piped through underground piping to your rooms. All this piping is filled with water, which must be heated/chilled, before hot or cold air can be provided. Switching from cooling to heating also requires numerous man-hours to complete. A complete switch from one to the other takes about 72 hours

Because of the time required, CSC, operators of the system, cannot convert the system to account for the cool nights and warm days or for short changes in the weather pattern. Furthermore, it may freeze on Monday night and be b ac k to 80 degrees F on Tuesday!!! When this happens we can't seem to make anyone happy due to the length of time it takes to changeover. Historical and forecasted weather conditions are used to decide when system conversion will be done. We appreciate your patience and understanding.

General

Being prepared is paramount to successfully coping with any type of natural disaster. The most basic rule is to KEEP CALM; it could very well mean the difference between life and death.

In many disasters, people are killed or injured because they respond thoughtlessly to a situation. This is primarily because they were not prepared or did not think things through before acting. In the event of an emergency, taking proper action could save your life, as well as the lives of others. Take time to think and take action or inaction appropriate to the situation.

Methods and Types of Warnings

The primary source for a natural disaster warning is a bulletin issued by the National Weather Service or the Maxwell Weather Station. The bulletin is broadcasted to work centers through the secondary crash phone system and to the general public through local radio and television stations.

• STEADY TONE: A 3-5 minute steady tone indicates imminent peacetime emergencies (tornadoes, earthquakes, etc). Monitor your radio, television, base public address system, or sound trucks for instructions. occur all year in Alabama with the greatest frequency in February, March, and April. Unless you receive other instructions, remain indoors and away from windows. Their alert signal associated with a TORNADO is a 3 to 5 minute steady tone, 30 seconds of silence, 3 to 5 minute steady tone, etc.

• WAVERING TONE: A 3-5 minutes wavering tone indicates an actual attack 1s imminent or in progress. Take immediate shelter or other protective action.

• WEEKLY TEST: Signal testing Maxwell AFB and Gunter Annex is conducted each Wednesday at 1200 hours unless threatening weather conditions force cancellation of the test. NOTE: Montgomery County siren tests are conducted the first Wednesday of each month at 1530.

REMEMBER, there is no ALL CLEAR "signal" transmitted over the siren system. ALL CLEAR is given via voice transmission through use of the giant voice, radio, television, or word of mouth, such as pyramid alert notification, PA system, or conference nets Information will be posted on the Commander's Access Channel (Channel 2).

Tornadoes are nature's most violent storms and can leave an area devastated in seconds. A tornado appears as a rotating, funnel-shaped cloud striking the ground with whirling winds which often reach speeds in excess of 200 miles per hour. A tornado spins like a top and may sound like a moving airplane or train. Tornadoes can strike at any time of year and often accompany hurricanes. They occur most frequently during April, May, and June.

The following provides information specific to the Maxwell and Gunter community:

• TORNADO WATCH - Indicates that weather conditions are favorable for the formation of a tornado.

• TORNADO W ARNlNG - A tornado is within 5 miles of Maxwell AFB/Gunter Annex and/or has been sighted either visually or by radar. TAKE IMMEDJATE COVER!! In most cases, the local radio and television stations pass weather information to the public very effectively. Do not leave your shelter area until ALL CLEAR has been issued.

Before the Tornado

There are several actions you can take to help minimize injuries or damage as a result of a tornado. Familiarize yourself with the following actions, and take care of as many as possible before a tornado threatens.

• Know the location of designated shelter areas in on-base and off- base public facilities such as schools, restaurants, and shopping centers. • In the lodging facilities, the best place to take cover is on the lowest floor of the building in center hallways or very small and close rooms such as bathroom areas. • Maxwell AFB FamCamp residents will be notified by FSS staff and SFS personnel when a TORNADO WATCH is issued for a recommended/ voluntary or mandatory evacuation to Bldg. 1154 (Base Supply). During a mandatory evacuation, SFS personnel will escort FamCamp residents to Bldg. 1154. However, upon issue of a TORNADO WARNING, FamCamp residents should take immediate cover in the laundry and bathrooms in building 1160, or in a nearby ditch. • When severe thunderstorms threaten your area, listen to radio and television newscasts for the latest information and instructions. These storms may spawn tornadoes.

During the Tornado

Your survival during a tornado could hinge on taking specific precautionary measures. Become familiar with the following recommendations before the likelihood of a tornado exists.

Protect your head fromfalling o b je c t s or flying debris. Take cover immediately! • In a house or small building, go to the basement. I f there is no basement, go to an interior part of the structure on t h e lower level {closet or interior hallway). 1n either case, get under something sturdy such as a heavy table and remain there until the danger bas passed. • In a school, nursing home, hospital, factory, or shopping center, go to pre-designated shelter areas. Interior h a l l w a y s on the lowest floor are usually safest. Stay away from windows and open spaces. • ln a high-rise building, go to small interior rooms or h a l l w a y s on the lowest floor possible. • In a vehicle, RV, trailer or m o b i l e home, get out immediately and go to a more hardened structure. If there is no shelter nearby, run to the nearest ditch or culvert and lie face down with your hands shielding your head. Never attempt to flee from a tornado in a car or other v e hi c l e. • Maxwell AFB FamCamp residents w i ll take immediate cover in t h e FamCamp washroom (Bldg. 1160) or the nearest d i t ch .

Afterthe Tornado

Human nature drives us to assist in the aftermath of any disaster. Safety is critical, as well as remaining calm.

• If you must enter a building, use extreme caution. This is especially important when perfonning cleanup operations. V i s u a l l y inspect the walls, ceiling and roof, and make certain the structure is resting firmly on the foundation before entering. • Stay away from downed power lines!! Live wires have been the cause of countless deaths; don't be a statistic.

• Check for injuries. Do not attempt to move seriously injured persons unless they are in immediate danger of further injury. Call for help immediately.

Hurricanes

Hurricanes pose a threat to the Montgomery area, as proven by in 1995. Additionally, many Maxwell and Gunter personnel own homes or spend time in the Gulf Coast area. For this reason, it is important you are familiar with general hurricane information. The hurricane season is from June to November. The largest area threatened is along the Gulf and Atlantic Coasts. The greatest threat to these areas is from extremely high tides c r e a t e d by s t r o n g ocean currents and giant, wind-driven waves.

Hurricane Safety When a HURRJCANE WATCH is announced, it is anticipated the hurricane will threaten the area within 24 hours. You should continue normal activities, but stay tuned to radio or television or monitor National Weather Service advisories. Remember, a h ur r i c a ne watch means possible danger withjn 24 hours. If danger materializes, a hurricane warning is issued. S5 Revised 14 June 2012 Air Force Inns | 45 Return to ToC If you have not already done so, fill your automobile up with gas and check the fluid levels.

When a HURRICANE WARNING is announced, a hurricane is expected to strike the area within 24 hours. You should:

• Secure outdoor objects that might be blown away or uprooted. Garbage cans, garden tools, toys, signs, porch furniture, and a number of other harmless items become missiles of destruction in hurricane winds. Anchor or store them inside before the storm strikes. • Remain indoors during the hurricane. • Monitor local television and radio stations

Floods

The probability of a flash flood occurring in the Maxwell-Gunter area is minimal. However, we are subject to regular flooding in low areas, especially after heavy rains. Unlike flash floods that occur without notice, normal flooding can be projected from a few hours to several days after a rain storm.

The Alabama River, which borders the northeast portion of Maxwell AFB, normally floods during the spring and early summer. The areas generally affected by flooding are the lower golf course, the Federal Prison Camp, Hopper Lodge, family campground, picnic area, and the lower perimeter road separating the golf course and the river. Be especially cautious when in the areas during anticipated flooding.

When a flood watch is issued, listen to area radio and television stations for possible flood warnings and reports of flooding in progress from the National Weather Service and public­ safety agencies. Be prepared to move out of danger. If you are on the road, watch for flooding at highway dips, bridges, and low areas. When a FLOOD WARNING is issued for your area:

• Act quickly! Get out of areas subject to flooding. • Avoid areas that are already flooded. • Do not attempt to cross a flowing stream on foot where water is above your knees. • If driving, know the depth of water in a dip before crossing. The road may not be intact under the water. If the vehicle stalls, abandon it immediately and seek higher ground, as rapidly rising water may engulf the vehicle and its occupants and sweep them away. • Be especially cautious at night when it is harder to recognize flooddangers. • When you are out of immediate danger, tune in to area radio or television stations for additional information.

Flood Safety

Stay away from natural stream beds and other drainage channels during and after rainstorms. Water rnns off higher elevations very rapidly, causing natural drainage systems to overflow.

S6 Revised 14 June 2012 46 | Lodging Guest Book Return to ToC • When traveling unfamiliar roads, use maps. Know where you are and whether or not you are on low ground. Remember, you don't have to be at the bottom of a hill to be a target for the dangers of flooding. • Know where the high ground is and how to get there. Many roads and trails parallel existing drainage patterns. • Stay out of flooded areas; the water may still be rising, and c u r r e n t s may be swift. Again, never try to cross a flowing stream on foot if the water is above your knees. • Do n ot drive around road blocks or barriers; they were put there for a reason. • Jmmediately abandon stalled vehicles. Flood waters may r i s e and sweep the vehicle and its occupants away. Many deaths have resulted fromattempts to move stalled vehicles. • Stay tuned to radio or television stations for information on developing weather and flood conditions. If you are in a flood zone and unable to monitor local broadcasts, watch for increases in the speed of a river flowor a steady or rapid rise in river level. • Be very alert and careful of stranded animals and reptiles, particularly snakes. Like you, they're seeking refugeand can be very dangerous. Above all, stay alert and keep calm.

Lightning

Alabama has been k n ow n to produce some spectacular thunderstorms with accompanying l i gh t n i n g . Wben severe thunderstonn warnings are broadcast, there are protective measures you should take to prevent injury or d e at h .

Precautionary Measures

Wben indoors and lightning threatens:

• Stay indoors and don't venture outside unless absolutely necessary. • Stay away from open doors or windows, fireplaces, radiators, stoves, metal pipes, sinks, and plug-in electrical equipment like radios, television sets, lamps, and refrigerators. • Don't use hardwired telephones. Telephone lines provide an excellent grounding means for lightning.

When outdoors during a lightning storm:

• Don't use metal or graphite objects like fishingrods or golf clubs. • Don't handle flammablematerial in open containers. • If in a small craft, returnto the dock or seek shelter on land. Stay indoors in large bo a t s . • Get out of lakes or swimming pools. • If in your auto, get as low as possible. Get away from windows. Automobiles offer excellent lightning protection but poor protection from destruction by the winds. • Wben there is no shelter, avoid the highest object in the area, and avoid being the highest object. Seek shelter in a buildLng, cave, ditch, or ravine. • If only isolated trees are nearby, do not seek shelter under them; your best p r ot e c ti o n is to crouch down. • If you have metal on your clothing such as golf spikes, remove them immediately; you may be grounded and attract lightning. If you feelan electri cal charge (if your hair stands on end or y o u r skin tingles) lightning may be about to strike y o u . Get down immediately!!

General Response/Safety Procedures Following a Natural Disaster

Good safety practices are necessary for successful after action response in the event of any natural disaster. Some good safety practices to follow a r e : • Use extreme caution when entering or working in a building damaged or weakened by the disaster. • Refrain fromusing lanterns, torches, lighted cigarettes, or any other open flame unless absolutely necessary; there may be leaking gas lines or flammable material in the area. • Stay away from damaged electrical wires. • Check for leaking gas pipes in your home. Do this by smell only--don't use matches or candles. • If you smell gas: 0 Open all windows and doors. 0 Turn fo f the main gas valve at the met er. 0 Leave the house immediately. 0 Notify the gas company, police, or firedepar tment. On-base notifythe fire department at 953-7449. 0 DO NOT reenter the house until you are told by a competent authority that it is safeto do so. • If electrical a p p l i a n c e s are wet, turn off the power at the circuit b r e ak e r or fuse,u n p l u g the appliance, thoroughly dry and inspect it, plug it back in, and reset the circuit breaker. Be alert forproblems. • Check food nda water supplies before using them. Foods that required refrigerationmay have spoiled. Also, don't eat food that has come in contact with flood waters . Be sure to follow the instructions of local authorities c o n c e r n i n g the use of foodand water supplies. If unsure, boil water 15 minutes beforedrinking. • Food, clothing, medical care, and shelter will undoubtedly be available at stations set up on Maxwell/Gunter or through the local Red Cross. • Unless you have a legitimate reason, stay away from disaster areas. Sightseeing interferes with recovery and rescue work and may be dangerous. • Phone relatives afterthe emergency is over to let tbem know you're safe. Keep your call as brief as possible to prevent jammed communications l i n e s . • Do not pass rumors or exaggerated reports of damage. • Always follow the advice and instructions of Maxwell/Gunter and Montgomery officials.

MAJOR ACCIDENT RESPONSE

The Air Force defines a m a j o r accident involving resources, personnel and activities of such a magnitude as to warrant response by the base disaster response force (DRF). Examples are accidents involving a military aircraft crash; hazardous substances such as S8 48 | Lodging Guest Book Return to ToC radioactive materials or toxic industrial chemicals; nuclear, biological, chemical, or conventional weapons; or explosives. Additionally, accidents tbat pose grave risk to the welfare of installation personnel or the public or w o u l d cause adverse public reaction are also c o n s i d e r e d to be major accidents.

Initial Actions: If you witness a major accident:

• Alert others in the immediate area and report the accident to Security Forces, Fire Department, or Command Post. • After reporting the accident, you should, within your capabilities, attempt to rescue and care for casualties until proper medical authorities arrive. Do not enter the accident site i f there is any i n d i c a t i o n of a toxic substance r e l e a s e . Initial response personnel have protective equipment and are well trained to respond to hazardous materials incidents. • Evacuate the area if rescue or containment is impractical or if d i re c t e d to evacuate. Stay upwind or crosswind of the accident site. • A void inhaling fumes, smoke, or vapors. • Avoid touching or handling any material or component involved in major accidents.

Rest assured your Maxwell AFB ORF is highly qualified to respond to any major accident. Proficiency is maintained through a minimum of four annual major accident response exercises.

Reporting Procedures Anyone witnessing a major accident should report it to the Command Post at 953-7333, Fire Department Alaim Room at 911 or 953-7449, or the Security Forces Law Enforcement desk at 91 1 or 953-7222 (Maxwell) and 416-4250 (Gunter).

• NOTE: Callers using a cellular phone on Maxwell/Gunter must dial 953-9911 to reach the 911 capability of the base Fire Department or Security Forces when r ep o r t i n g a n incident/accident. • Using a cellular phone and dialing "911" will connect directly to the off-base Montgomery 911 network. • When you repmt an accident, be sure to give the following infonnation: 0 Location of the accident. 0 What type accident has happened (plane crash, 0 etc.). Number of casualties, if known. 0 Your name and location. Keep in mind the information you provide c o u l d very well save someone's life.

TERRORIST USE OF WEAPONS OF MASS DESTRUCTION

Bio Weapon Release

With today's threat of terrorist use of weapons of mass destruction (WM D) this section is important fornot only military but dependents as well. Terrorist use of WMD means the indiscriminate use of chemical, biological, radiological, nuclear, or high-yield explosive (CBRNE) to casualties, inflict damage or destruction, create chaos/panic

CBRNE could be used against the installation or civil p o p u l a t i o n . The Maxwell Disaster Response Force and the City Emergency Management office w o r k together and train to respond and recover from these types of incidents.

Reporting

If you suspect a possible terrorist incident has or is about to take place contact 911 immediately, and provide all the information you can and why you feel it could possibly be a terrorist incident.

In the office and home you should have a copy of MAFBV A 48-l (BIO/CHEM agent threat aid) by your telephone, and follow the procedures listed if you suspect possible suspicious activity. package or event that leads you to suspect a terrorist activity. MAFBVA 48-1 can be obtained at the Public Health office at the Maxwell Clinic.

Evacuation or Shelter in place

• If a CBRNE event takes place in our area you should listen to telev ision and radio and follow the instructions p r o v i d e d by local authorities. • In some cases you may be asked to evacuate your home to an announced l o ca t i o n . This means you are to leave immediately without delay. • If you are in the contaminated area you may be instructed to shelter in place. 0 Stay inside; close all windows, doors, vent s and turn-off heating and air-conditioning systems. Go to an interior room in the house and carry a radio with you to listen for updates or instructions. 0 Rooms can be taped with maskjng or duct tape around windows and doors to help seal o u t any contamination. 0 When you receive word that you can now evacuate or it is safe to go outside, ensure you follow any instructions you may be given by the emergency management agency.

NOTE: If there is a possibility of contamination, instructions will be provided on where to go for decontamination and medical treatment if required. Again, follow instructions provided over radio and television, the city of Montgomery and Maxwell AFB has personnel trained to p r o v i d e decontamination and treanuent for e x p o s u r e to CBRNE incidents.

Nuclear Fal l o u t Shelter Assignments

All military and civilian personnel who work or reside on Maxwell AFB, Maxwell Heights housing, and Gunter Annex are a s s i g n e d to a shelter based on the sponsor's unit of assignment. If You Smell Smoke:

REPORT ALL FIRES, regardless of size or amount of damage to the Fire Department. This includes fires which have been extinguished.

Store highly flammable l i q u i d s in your room, i.e., charcoal lighter fluid, to include candles.

Use unauthorized cooking or heating devices in your room.

Place charcoal grills within 15 feet of the building.

Place hot appliances such as irons, coffeepots, etc., in closets/lockers, drawers, or on furniture.

Overload electrical circuits. Use of multi-plugs is not authorized.

Leave television, radio, or other electrical appliances on when you leave the room.

Leave cooking equipment unattended, if you live in quarters t h at have a kit c h e n .

Follow good housekeeping practices.
