2016 Southern Area Fire Weather / Preparedness Summary

Notable Weather Events  February 22-24 Southeast Tornadoes: 61 confirmed tornadoes touchdown across 10 States.  March 8-12 Texas and Louisiana Flooding: Rainfall amounts of over 20 inches were recorded in a few locations. Many locations have experienced extreme flash flooding, particularly across East Texas and North Louisiana.  March 23-24 & April 10-12 North and Central Texas Hail Storm: Isolated supercells moved across North Texas.  April 17-18 Houston Flooding: 10-20 inches of rain on north and west side of the Houston metro area; over 10 inches of rain was also reported west of the Austin metro in Fayette county.  April 26- May 2 South and Southeast Tornadoes: 66 confirmed tornadoes touchdown across 10 states.  August 12-15 Louisiana Flooding: Deep tropical moisture and low pressure system near the earth’s surface contributed to more than 2 feet of historic flooding for Louisiana and parts of Southwest Mississippi.  October 7-9 Hurricane Matthew: The first category 5 hurricane in the Atlantic since Felix in 2007.  Fall 2016 Southern Wildfires: Significant long term drought conditions and seasonal leaf drop contributed to more than 100,000 acres of combined state and federal lands burned.

Preparedness Level Review 2016 did not follow the typical track for Southern 2016 Preparedness Level Area’s preparedness levels (PL). The first level change SA National occurred in early February, about a month ahead of 5 the average. This led to an increase in April up to PL 4 4 that dropped back to PL 1 about two weeks before the 3 average of Jun 1st. 2

LEVELSPREPAREDNESS On July 13th, the Southern 1 Area’s PL was increased to 1 35 65 95 125 155 185 215 245 275 305 335 365 PL 2, again a month earlier DAYS than usual.

October 5th started the fall uptick in PL. The level continued to rise going to PL 3 the following day, PL 4 on Nov. 2nd, and PL 5 on Nov. 6th. The PL remained at PL 5 for 27 days before quickly dropping back to PL 1 before year end. During this period, the region saw a surge in initial attack and large fire activity. The operational demands led to utilizing resources from other parts of the nation, though many seasonal resources were unavailable. Season Review

Fire Summary for the Southern Area Southern Area had a slightly below average year for fire occurrence, but higher total acres burned during 2016. As of December 31, there were 34,474 fires reported, burning a combined total acres of 1,591,044. This data came from the Fire and Aviation Management Web Applications Program.

For the five 1,600,000 year average, note that 2011 was a banner year, with over 50,000 fires and 3.9 million acres 1,400,000 burned. Neither number of fires nor acreage for

2016 was particularly low in comparison to 1,200,000 1,591,044 previous years.

Large Fire Activity Review Per the National Mobilization Guide, a large fire is a wildland fire managed for complete perimeter control (Full Suppression) that is 100 acres or larger in timber fuel types and 300 acres or larger in grass or brush fuel types. There are other incidents that require ICS-209s, but the chart below includes only fires that were the 1,000+ acres, and are sorted by start date of the incident due to the significant amount of ICS-209 submissions for the year.

Deployed Resources to OK On February 19th, Oklahoma requested that the South Central Forest Fire Compact be activated due to increased fire activity and forecasted weather. Overhead
