PROCEEDINGS of 271St MEETING of the ERC-NCTE HELD on 24Th – 25Th April, 2019 st th th Proceedings of 271 Meeting of ERC-NCTE held on 24 – 25 April, 2019 PROCEEDINGS OF 271st MEETING OF THE ERC-NCTE HELD ON 24th – 25th April, 2019 The 271st Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 24th – 25th April, 2019 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 271st ERC Meeting. Hukato SWU - State Representative of Nagaland Ms. Naorem Santa Devi - State Representative of Manipur Mr. Pradeep Kumar Yadav - Regional Director (I/C), ERC & Convener At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Mr. Pradeep Kumar Yadav (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. ATTENTION! 1. The Committee unanimously decided that the institution may reply in response to the decision of the Committee uploaded on the ERC website without waiting for formal letters from the office of ERC. The replies so received will also be considered by the Committee. The institutions are requested to submit the softcopy (scanned PDF documents) by the schedule time followed by the hardcopy. 2. The Endowment Fund/Reserve Fund (5 Lakhs+7 Lakhs) amounting to Rs.12 Lakhs per programme. (See ERC website: www.ercncte.org for detail). 3. The institution needs to submit list of 10 schools preferably MoUs for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two, if it was not submitted earlier. 5. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 6. The Committee suggested to prepare Data Bank for the teachers. 7. The institution needs to instal Fire Safety equipment and submit the Fire Safety Certificate from the appropriate authority, if not submitted earlier. (Private) (The West Bengal 1. 271.1 .1 University of Teachers Training, Education Planing and Administration) (APE00689) The decision in respect of aforesaid institution taken at sl. no.31, item no. 270.14.23 of proceedings of 270th ERC meeting is as under: “Recognition was granted for B.Ed. course with an intake of 100 vide ERC Order No.69197 dated 06.08.2007, followed by revised order vide No.31961 dated 23.05.2015 from the academic session 2015-2016 as per NCTE Regulations, 2014 subject to fulfilment of the conditions in respect of enhancement of additional built up area, additional infrastructure, additional fund, additional staff, maintain and update website and to comply the same to the ERC. The Committee considered the matter along with the reply dated 08.02.2019 submitted by the institution in response to Show Cause Notice and observed as under: (i) Show Cause Notice u/s 17(1) was issued on 21.01.2019. (ii) Total built up area in the building completion certificate mentioned as 1507 Sq. Mts. which is less than as required under NCTE Regulations, 2014 for running 02 units (100 intake) of B.Ed. course. In view of the above, the Committee decided as under: The Committee is of the opinion that recognition granted to B.Ed. course of the application bearing Code No.APE00689 is withdrawn under section 17(1) of NCTE Act, 1993 with effect from the academic session 2019-2020.” The above decision of ERC is rectified and may be read as under: The Committee analyzed the representation vide Ref. No.F/9(1)/85/2018-19 dated 03.04.2019 along with enclosures submitted by the institution on the basis of decision taken in 270th meeting uploaded on ERC website and decided as under: Decision taken by ERC for withdrawal of recognition to B.Ed. course is rectified and the recognition be restored from the academic session 2019-2020. Accordingly, order be issued to the institution and all concerned. Mithila University) (ERCAPP1122) The decision in respect of aforesaid institution taken at sl. no.43, item no. 270.14.35 of proceedings of 270th ERC meeting is as under: “Recognition was granted for B.Ed. course with an intake of 100 from the academic session 2012-2013 vide ERC Order No.13878 dated 31.08.2012, followed by revised order vide No.32382 dated 29.05.2015 from the academic session 2015-2016 as per NCTE Regulations, 2014 subject to fulfilment of the conditions in respect of enhancement of additional built up area, additional infrastructure, additional fund, additional staff, maintain and update website and to comply the same to the ERC. (ii) Total built up area in the building completion certificate mentioned as 1544.63 Sq. Mts. which is less than as required under NCTE Regulations, 2014 for running 02 units (100 intake) of B.Ed. programme. (iii) The submitted faculty list comprising only 1+6 instead of 1+15 as per NCTE Regulations, 2014. Nine guest faculties appointed are not accepted. (iv) FDRs Rs.12 lakh (Rs.5 lakh+Rs.7 lakh) in joint mode are not submitted, only a bank certificate submitted. In view of the above, the Committee decided as under: The Committee is of the opinion that recognition granted to B.Ed. course of the application bearing Code No.ERCAPP1122 is withdrawn under section 17(1) of NCTE Act, 1993 with effect from the academic session 2019-2020.” The above decision of ERC is rectified and may be read as under: The Committee analyzed the representation vide Ref. No.G-0140-42/19 dated 03.04.2019 submitted by the institution through e-mail on the basis of decision taken in 270th meeting uploaded on ERC website and observed as under: (i) Total built up area in the building completion certificate mentioned as 1544.63 Sq. Mts. which is less than as required under NCTE Regulations, 2014 for running 02 units (100 intake) of B.Ed. programme. (ii) The submitted faculty list comprises only 1+6 instead of 1+15 as per NCTE Regulations, 2014. Nine guest faculties appointed are not accepted. (iii) FDRs Rs.12 lakh (Rs.5 lakh+Rs.7 lakh) in joint mode are not submitted, only a bank certificate submitted. In view of the above, the Committee decided as under: Final Show Cause Notice under section 17(1) of NCTE Act, 1993 be issued to the institution for compliance in the form of soft copy (scanned PDF documents) through email: [email protected] within 21 days of uploading of proceedings on ERC website followed by hard copy of the same by hand/speed post/courier, failing which appropriate action shall be taken by ERC as per NCTE Act, Rules & Regulations. Pers. is commonly known as ‘Dub Grass’. It is very common grass creeping by scaly rhizomes or by strong flat stolons. Culms long, slender and glabrous. Leaves distichous (Haines 1924). Spikelets light green. This grass is religiously and medicinally most important as it is used in cut, wound, diarrhoea, dysentery, etc. apart from its other uses. It is critically endangered hence IUCN has placed it in “red data book” recently this species has been spotted for the first time in Topchanchi and Hazaribag District.This is first report of this endangered plant from Jharkhand. Gloriosa superba is one of the poisonous plants. Ingestion of Gloriosa superba tubers causes severe and potentially fatal toxic effects.
