STRUGGLING Negros Navigation Co fears that the 12 August collision of its ferry St Joseph the Worker with a foreign-flagged cargo vessel will hit the Philippine company’s rehabilitation. The ferry was holed in the incident and while it is undergoing repairs Nenaco will suffer a loss in revenue of PhP15M ($270,000) a week. Spokesman Gian Galvez told Fairplay that repairs at Keppel Philippines Marine’s yard in Batangas might take three weeks. Nenaco, which claims PhP20M in damages not including revenue lost as a result of the collision, yesterday sought a writ of attachment before Manila’s Regional Trial Court on the 6,349dwt Sea Celebrity, the Thailand-registered vessel that struck the St Joseph. The court also granted Nenaco’s petition for the extension of the temporary restraining order preventing the Sea Celebrity from leaving the Philippines.

Ship refloated off India A ship delivering 43,000 tonnes of copper concentrate to Vedanta Resources and Birla Copper was being set afloat after running aground in heavy rains off India's western coast. The Liberian-flagged Ken Explorer was sailing from Chile to the Indian port of Pipavav when it foundered two days ago, said John Christoudolatos, chartering manager for the ship's owner, Ikaros Shipping & Brokerage Co, in Piraeus, Greece, the contract was granted to Tsavliris which chartered the tug FAIRPLAY IX at first and mobilised the SB-408 from Sri Lanka. Het scheepvaartverkeer op de Oude Maas is niet langer gestremd tussen Barendrecht en Heerjansdam. Dat liet een woordvoerder van het Korps Landelijke Politiediensten (KLPD) vrijdagmorgen weten. Op de rivier kwamen donderdagavond rond 19.15 uur twee schepen frontaal met elkaar in aanvaring. Het ging om een zeeschip geladen met 4200 ton van het brandbare styreen en een duwbak geladen met erts. Gevaar voor lekkage van brandbare stoffen was er niet. De schepen werden rond 1.45 uur vlotgetrokken. Vrijdagmorgen wordt het schip naar de chemiehaven gesleept. De duwboot gaat op eigen kracht naar de haven van Dordrecht. Elbe deepening must wait GERMAN transport minister Manfred Stolpe assured residents of villages lying along the Elbe river that no decision on further deepening up to Hamburg would be taken before 2007. Stolpe told a gathering of local politicians and interested parties that the views of voters in Lower Saxony and Schleswig- Holstein would be taken into account. However, he described initial surveys of maritime, financial and ecological aspects of the deepening as "positive" and underlined the importance to local employment of competitive German sea ports. The last time the navigational channel was deepened it took ten years to negotiate the complicated procedural hurdles, but a spokesman for the Hamburg Senate's financial department told Fairplay that he expected approval for dredging to be granted in three years. Further dredging is needed to enable vessels of 14.5m to keep Hamburg on their schedule

July disappointed says Seabrokers Shipbroker Seabrokers says after a strong start to the summer, July turned out to be "a far from magical month" as, unfortunately for owners, charterers were left to juggle their chartering decisions between too many vessels that were available for work.

"Demand for vessels has remained fairly constant throughout 2004," said Seabrokers in the latest issue of Seabreeze, its, monthly report, "with virtually the same number of fixtures occurring each month."

"The relatively small peaks we've witnessed have been either as a result of demand 'bunching up' during a short period, or vessels being required on location/at sea for longer periods or sometimes a combination of the two," said Seabrokers.

"Rates softened across the board from the year-to-date highs we experienced in June. However, the rolling averages across the board for 2004 are still 10-40 per cent lower compared to 2003, though the rates for this July were marginally up on the corresponding month last year."

"For a broader perspective, with the price of crude oil trading at over US$40 a barrel, and the oil companies now reporting record profits, perhaps the industry will begin to see a rise in E&P budgets that could spell the go ahead for new and otherwise marginal drilling projects, that in turn could raise further current rig utilization levels and subsequently the need for more vessel support," concluded Seabrokers

CASUALTY REPORTING Ships collide as smog shrouds Hong Kong UNUSUALLY high air pollution shrouded Hong Kong in a thick brownish haze yesterday, obscuring the skyline and cutting visibility so much that eight ships were involved in collisions in the territory’s waters. Hong Kong’s government warned people with heart and respiratory conditions to avoid staying outdoors.

Authorities said pollution reached very high levels because a typhoon created a weather pattern that trapped pollutants over the territory. One sailor fell off a Chinese container ship that hit a larger cargo vessel, but he was plucked safely from the sea by rescuers aboard a police launch. The collision left a hole in the smaller ship and five of its containers plunged into the waters off the suburban Tuen Mun area, said Marine Department spokesman Thomas Cheng. Six other ships had minor collisions near the island of Ma Wan and a pilot boat ran aground close to Hong Kong Island, but no injuries were reported, he said. Visibility in Hong Kong’s Victoria Harbour was reduced to about two nautical miles, Mr Cheng said.

Op de Oude Maas tussen Heerjansdam en Barendrecht zijn gisteravond twee schepen frontaal met elkaar in aanvaring gekomen. De STOLT KITE geladen met 4200 ton van het brandbare styreen en de duwboot HERKULES III met bakken geladen met erts kwamen rond kwart over zeven met elkaar in botsing. Volgens het Korps Landelijke Politiediensten is er geen gevaar voor lekkage van de brandbare stof geweest. Het scheepvaartverkeer op de Oude Maas was flink wat uren gestremd en kwam pas rond twee uur 's nachts weer op gang. Vanochtend is het zeeschip Stolt Kite naar de chemiehaven gesleept. SHIPYARD NEWS New look for Goa Shipyard Goa Shipyard Ltd is currently modernising its shipbuilding yard to increase production and productivity, and improve the order book position, an official of GSL told Project Monitor. The Shipyard's plans are, however, based on the acquisition plans of the Government of India.

"Through the modernisation, the value of production and profitability of Goa Shipyard is likely to go up by more than three times by the end of the 11th Plan (2011-2012)," the official stated. As part of the expansion, the Shipyard is undertaking modular construction and installing a ship lift system. Certain production multipliers in the area of welding have also been added. ERP has been fully implemented for better project monitoring.

Goa Shipyard is tapping the international market for new export orders. These include orders for Advance Offshore Patrol Vessels (AOVP) from Sri Lanka and Mauritius and Fast Patrol Vessels (FPV) from Mozambique and Maldives. The company has formed a consortium with other Indian defence shipyards, Magazon Dock Ltd and Garden Reach Shipbuilders, to seek the assistance of RITES Ltd, a Central PSU, to market its products globally.

Merwede to build first Ulstein design at yard outside Ulstein group Solstad Offshore ASA in Norway has signed a Letter of Intent with Merwede shipyard in the Netherlands regarding the construction of an ULSTEIN P105 platform supply vessel, and the Dutch yard has a contract with Ulstein Design AS regarding the delivery of a design and equipment package worth a total of more than NKr 70 million.

"This is Ulstein Design's first contract outside the Ulstein Group andis very important for us," says Ulstein Design's President, Tore Ulstein.

The first ULSTEIN P105 platform supply vessel was built in 2003 and Ulstein Design has received good feedback from customers regarding the design.

Earlier this year contracts were signed for two construction projects of thesame design, as well as one option. Ulstein Design will deliver the design, a complete set of supporting drawings and equipment to the shipyard.

"Among other things we are going to deliver the propulsion system, engines,cargo system and dynamic positioning system. In addition, through theUlstein Group's electrical and control system company Ulstein Elektro, we willdeliver all the marine electronics, switchboards, consoles and starters," said Ulstein Design's Vice President Erik Andreassen.

Brazil plans two more new yards Fairplay reports that despite a recent veto on a new Shipbuilding Guarantee Fund from President Lula, there are proposals for two new shipyards in Brazil, one in the north and one in the south.

"Suape in northeast Brazil has been targeted for a US$166.66 million yard," said Fairplay, noting that

The yard, to be located in the industrial complex of the port of Suape, will create 5,000 jobs and some 25,000 indirectly.

"If the yard goes ahead, it will become the biggest shipyard in the southern hemisphere," said Fairplay.

Meanwhile, executives from Transnave Shipyard have met with the Port Authority of Rio Grande (SPURG) over the creation of a new US$30 million yard in the far south of Brazil on the border with Uruguay.

Transnave Estaleiro de Reparos e Construcao, based in Rio de Janeiro, conducted high-level talks with SPURG's president, Vidal Aereo Mendonca, and its financial director over the proposed 560,000m² site.

Fairplay said the project, which will employ 700 people plus another 3,000 indirectly, is moving ahead despite the Brazilian president's veto on some key points of MP-177 legislation that should promote shipbuilding in Brazil. ROUTE, PORTS & SERVICES

Maersk takes over MSP contracts THREE Maersk Lines Ltd vessels are now part of the US Maritime Security Program (MSP) fleet under an order signed yesterday by the Maritime Administration. Responding to US District Judge Richard Leon’s order earlier in the week that upheld the transfer of 15 subsidy contracts from US Ship Management to the AP Møller subsidiary, MarAd signed the transfers for the Sealand Florida, Sealand Pride and Sealand Motivator. The transfer of the 15 contracts had been approved by MarAd in April, but USSM challenged the ruling in court. In fact, USSM has asked Judge Leon to reconsider his ruling of this week. No firm date has been set for the transfer of the remaining 12 contracts, but Maersk officials have told Fairplay it’s just an issue of paperwork and “dotting the i’s.” Under the MSP, vessels are subsidised at $2.1M annually to offset the added costs of them flying the US flag. Additionally, the lines commit to give first priority to defence-related cargoes commissioned by the US government. USSM has held the contracts since AP Møller bought Sealand’s international

Bosporus transit time to worsen WAITING times for Suezmax tankers aiming to transit the Bosporus Straits are likely to double from five days in September to 10 in either direction towards the end of the year, warns tanker major Frontline. Frontline Management managing director Oscar Spieler was speaking on tonnage supply at a webcast conference for investors and the media yesterday, and cited agency sources in Turkey on the Bosporus issue. The increasing delays are due to the fact that tankers may only pass through the straits in daylight hours – which decrease as winter approaches. The warning does not mean the situation is becoming worse compared to previous years, only that a slower rotation of ships affects the supply of tonnage. Frontline is the world’s largest listed owner of Suezmax tankers, with a fleet of 27, and of VLCCs.

Hanjin Shipping second quarter operating income doubles

HANJIN Shipping has announced that its operating income for the second quarter of the year rose sharply by 208.1 per cent to KRW221.5 billion (US$191.19 million) compared to KRW71.9 billion recorded in the same period last year.

The company's net profit increased 12.7 per cent reaching KRW147.7 billion compared to 2003.

Revenue during the quarter amounted to KRW1,587 billion, 15 per cent more than in the second quarter of last year brought about by strong liner and bulk market operations.

The company added that container transport volume increased by seven per cent to 690,000 TEU, and that the revenue from the container division showed an 8.8 per cent increase to KRW1,270 billion.

The company attributed the company's record-breaking second quarter performance to the freight recovery in liner services following the resurgence in the world economy. The rise in transport volume in Asia, including China, also resulted in the revenue rise.

Hanjin's 2004 first-half results showed a 17 per cent increase in revenue at KRW3,068 billion, while operating income during the same period drastically jumped to KRW383.6 billion from KRW77.1 billion. Net profit reached KRW306.6 billion - an eight fold increase over the same period last year. CSCL ASIA embarks on maiden voyage

ONE of the world's biggest container ships, the CSCL ASIA, with a capacity of 8,500 TEU has recently embarked on her maiden voyage from the Port of Tianjin, Xinhua reported.

Owned by China Shipping Container Lines Co., the vessel is 334 metres long and 42.8 metres wide, and was deployed on the newly-inaugurated Tianjin-US service bringing to five the number of vessels operated weekly by the company on this route.

The report said the newbuild's launch from Tianjin showed that loading and discharging facilities at the port had reached world-class standards.

At present, Tianjin Port has 15 specialised container berths serving more than 70 international route with an annual throughput capacity of four million TEU. According to port's long-term plan, its throughput volume will reach 300 million tons, and container throughput will amount to 10 million TEU by 2010.

China Shipping Container Lines has more than 100 container vessels with a capacity of 235,000 TEU.

The report said the total capacity of the company's fleet will reach 450,000 TEU by 2007, with an average capacity of about 5,700 TEU per vessel.

NAVY NEWS Mijnenjager Hr.Ms. Zierikzee oefent in NAVO-verband Hr.Ms. Zierikzee vertrekt maandag (23 augustus) voor drie maanden naar de Middellandse Zee. De mijnenjager sluit zich op 6 september nabij Salerno (Italië) aan bij de permanente NAVO-vloot van mijnenbestrijdingsvaartuigen, Mine Counter Measures Force South (MCMFORSOUTH). De bemanning van Hr.Ms. Zierikzee bestaat uit veertig militairen.

In Salerno voegt Hr.Ms. Zierikzee zich bij mijnenjagers uit Spanje, Duitsland, Italië, Griekenland en Turkije. Van daaruit zullen de schepen gezamenlijke oefeningen voor mijnenbestrijding uitvoeren op de Middellandse Zee.

MCMFORSOUTH is een van de twee permanente mijnenbestrijdingsverbanden binnen de NAVO waaraan Nederland jaarlijks deelneemt. Dit verband oefent en opereert in de Middellandse Zee, terwijl MCMFORNORTH zich voornamelijk begeeft in de wateren rond Noord-Europa. THAI COMBAT SHIPS ARRIVE IN VLADIVOSTOK

A group of Thailand's combat ships has arrived at the main base of the Russian Pacific Fleet, Vladivostok, with a four-day practical visit.

The group includes two frigates, Taksin and Saiburn, and is headed by counter-admiral Dumrongsak Khaocharoeng, chief of staff of the Naval Academy.

The Thai military delegation will make protocol visits to the command of the Pacific Fleet, the Primorye region administration and the Vladivostok city administration, RIA Novosti learned in the Pacific Fleet's press service.

Thai sailors will lay flowers to the Pacific Fleet's Combat Glory memorial, go on excursions around Vladivostok and take part in sports competition.

The visit aims at strengthening bilateral naval cooperation between Russia and Thailand and to promote stability in the Asian-Pacific region, the press service pointed out.

The history of Russian-Thai relations is 107 years old. In the 19th century Russian ships under St. Andrew's flag frequently visited the Thai capital of Bangkok.

In the modern Russian history, the naval diplomacy of the two countries was restored in October 1997, when a group of Pacific Fleet ships visited the Thai port of Sattahip with an official visit.

The visit coincided with the 100th anniversary of diplomatic relations between Russia and Thailand.

In July 1998 the Thai Navy arrived in Vladivostok with a return visit
