Dreptăţii Nr. 10, Sector 6, Bucureşti Tel./Fax: 021 430 0725 Mobil: 0723 364 739 E-mail: [email protected], [email protected] www. sondaje.info Metodologie 9 Volumul eşantionului: 1.096 persoane în vârstă de peste 18 ani 9 Tipul eşantionului: probabilist-stratificat, format din 48 straturi, rezultate din intersecţia a 8 zone geografice cu 6 tipuri de localităţi urbane şi rurale. Au fost efectuate interviuri în 78 oraşe şi sate din 40 judeţe 9 Selecţia subiecţilor: persoanele intervievate au fost alese prin pas statistic, din 3 în 3 apartamente sau case, pornind de la numărul 3 al fiecărei străzi. În acest fel s-a păstrat principiul probabilist, toţi subiecţii domiciliind la apartamente cu numere multiplu de 3. În cadrul fiecărei case a fost intervievată, de regulă, acea persoană care urmează să-şi sărbătorească prima ziua de naştere. 9 Reprezentativitate: eşantionul este reprezentativ pentru populaţia adultă a României, cu o eroare de +/-3%. Datele prezentate sunt cele culese din teren, neponderate. Verificarea corectitudinii lor s-a făcut de către echipa coordonatoare. The threat comes not only from the rise of political movements that openly reject liberal democratic values, including the governing parties of Hungary and Poland, but also from the risk of creeping authoritarianism caused by a gradual decline in standards of governance and the weakening of important democratic underpinnings, such as the rule of law. Romania is a country of particular concern. Although it has earned international praise for its recent efforts to stamp out corruption, a detailed examination of Romania’s anti-corruption activities shows that they often provide convenient cover for acts of political score settling and serious human rights violations. The methods used show a considerable degree of continuity with the practices and attitudes of the communist era. The strong correlation between those targeted for prosecution and the interests of those in power is indicative of politicised justice. Cases have often been accompanied by campaigns of public vilification designed to maximise their political impact. Far from being above politics, Romania’s National Anti-corruption Directorate (DNA) is an active participant in its partisan struggles. Although the rule of law requires the justice system to work independently of government, there is clear evidence of collusion between prosecutors and the executive in Romania.

Bogdan Olteanu Fostul lider liberal Bogdan Olteanu, fost presedinte al Camerei Deputatilor si fost viceguvernator al BNR, a fost condamnat definitiv la cinci ani de inchisoare joi, in dosarul numirii lui Liviu Mihaiu guvernator al Administratiei Deltei Dunarii, decizia fiind luata de Curtea de Apel Bucuresti. La data de 20 martie 2006, Bogdan Olteanu a fost ales in functia de presedinte al Camerei Deputatilor din Parlamentul Romaniei, functie pe care a ocupat-o pana in 2008. Adrian Nastase Fostul premier Adrian Nastase a fost condamnat definitiv in 2014 de instanta suprema, la patru ani de inchisoare cu executare pentru santaj si luare de mita, iar sotia sa, Dana, a primit o pedeapsa de trei ani de inchisoare cu suspendare, in dosarul Zambaccian. Nastase a fost presedintele Camerei Deputatilor in perioada 2004-2006. Liviu Dragnea Liderul PSD Liviu Dragnea a fost condamnat in 2019 la inchisoare de 3 ani si 6 luni cu executare, in dosarul angajarilor fictive de la Directia de Protectie a Copilului Teleorman. Decizia inaltei Curti de Casatie si Justitie a fost definitiva si a fost pusa imediat in aplicare. Dragnea a fost presedintele Camerei Deputatilor din 2016 pana in 2019. ---- De asemenea, probleme au mai avut si Valeriu Zgonea, condamnat la 3 ani de inchisoare cu executare, decizia insa nu este definitiva.

    ÀÍÒÐÎÏÎÍÈÌÈß GIOROCEANU, Alina (Craiova, Romania) ON ROMANIAN POLITICAL NICKNAMES Çà ïðîçâèùàòà íà ðóìúíñêèòå ïîëèòèöè On Romanian Political Nicknames The nickname which is given to a person and is initially used by a small group of people turns into a byname as the person becomes more popular in society. The byname contains indications about the individuality or the public image of its carrier. There is also a connection with the physical and psychic features of the person or to activities or events connected with him or her. On the political scene (the Romanian political scene is no exception) a byname is used as a weapon for disctediting or demonizing political oppo- nents. Linguistic analysis of bynames of Romanian politicians shows the variety of linguistic resources and means used in the creation of a byname such as contraction, composition, derivation and abbreviation. Keywords: nickname, byname, politics, truncation, composition, derivation, ab- breviation O poreclã, atribuitã unei persoane ºi utilizatã, la început, în colectivitãþi mai mici, odatã ce intrã în conºtiinþa publicã devine supranume. Supranumele capteazã indicii despre personalitatea sau imaginea/percepþia publicã a posesorului. Dincolo de nume, existã legãturi cu trãsãturile fizice sau psihice ale persoanei sau cu o acþiune/întâmplare a acesteia. Pe scena politicã (scena politicã româneascã nu face excepþie!), supranumele este folosit ca armã pentru discreditarea sau demonizarea oponenþilor politici. Analiza lingvisticã a supranumelor din politica româneascã va scoate în evidenþã varietatea resurselor ºi mijloacelor limbii utilizate în atribuirea unui supranume (trunchierea, compunerea, derivarea, abrevierea). During November 1-24, 2019, GlobalFocus Center, in cooperation with MEMO98 and Democracy Reporting International (DRI), monitored Facebook during the 10 and 24 November presidential election polls in Romania. To that end, I will examine civil society invigoration by assessing the effect of interest organisations on policy-making at the governmental level, and the internal democracy of civil society organisations. The key claim is that despite previously diverging communist structures in Hungary, Poland and Romania, there is a convergence among these three countries in the aftermath of their transition to democracy as related to the invigoration of civil society. This claim rests on two empirical observations and one theoretical argument: (1) elitism is widely embedded in political and civil spheres; (2) patron-client forms of relationship between the state and the civil society organisations weaken the institutionalisation of policy-making. As a result, there is a gap between the general and specific aspects of institutionalisation of democracy at the levels of both the political system and civil society. The theoretical argument is that the country-specific historical legacies from the communist period have only a secondary impact on the invigoration of civil society in the period of democratic consolidation.

Professor of Government Levitt Research Fellowship-Summer 2015 Abstract After the revolution of 1989, Romania confronted with high levels of corruption, and had a difficult time strengthening its democratic process. 10 years later, when the country became an official candidate for accession to the European Union (EU), the Romanian democracy saw hope for consolidation. However, despite the expertise and resources provided by the EU until 2007 in order for Romania to meet the acquis communautaire, the EU failed to bring about sustainable change. An incomplete European framework with guidelines tailored to Romania’s fragile democracy, and inadequate monitoring of the country’s political actions were the main causes for Romania’s slow democratic consolidation. The paper provides an analysis on Romania’s fight against corruption with a focus on the development of the anticorruption agencies, the rule of law, and the public administration from 2006 to 2012. Introduction Although scholarly attention upon corruption has grown over the past years and the number of soft and hard legislative tools to combat corruption has increased, corruption today still represents one of the main threats to the stability of democratic governments. In post- communist satellite states, in particular, corruption has remained a more prevalent issue. Leslie Holmes referred to it as “a rising tide of sleaze in ex-communist Europe,” claiming that “corruption has replaced communism as the scourge of Eastern Europe” (2013, 1163). As an ex- communist state itself, Romania has struggled endlessly with corruption over the past twenty five years.
