SECTION 5.4.3: RISK ASSESSMENT – FLOOD 5.4.3 FLOOD This section provides a profile and vulnerability assessment for the flood hazard. HAZARD PROFILE This section provides hazard profile information including description, extent, location, previous occurrences and losses and the probability of future occurrences. Description Floods are one of the most common natural hazards in the U.S. They can develop slowly over a period of days or develop quickly, with disastrous effects that can be local (impacting a neighborhood or community) or regional (affecting entire river basins, coastlines and multiple counties or states) (Federal Emergency Management Agency [FEMA], 2006). Most communities in the U.S. have experienced some kind of flooding, after spring rains, heavy thunderstorms, coastal storms, or winter snow thaws (George Washington University, 2001). Floods are the most frequent and costly natural hazards in New York State in terms of human hardship and economic loss, particularly to communities that lie within flood prone areas or flood plains of a major water source. The FEMA definition for flooding is “a general and temporary condition of partial or complete inundation of two or more acres of normally dry land area or of two or more properties from the overflow of inland or tidal waters or the rapid accumulation of runoff of surface waters from any source (FEMA, Date Unknown).” The New York State Disaster Preparedness Commission (NYSDPC) and the National Flood Insurance Program (NFIP) indicates that flooding could originate from one

  • Columbus Blue Jackets Assign Defenseman Gabriel Carlsson to Ahl’S Cleveland Monsters
FOR IMMEDIATE RELEASE: MARCH 30, 2017 COLUMBUS BLUE JACKETS ASSIGN DEFENSEMAN GABRIEL CARLSSON TO AHL’S CLEVELAND MONSTERS COLUMBUS, OHIO --- The Columbus Blue Jackets have assigned defenseman Gabriel Carlsson, the club’s second first round pick in the 2015 NHL Draft, to the American Hockey League’s Cleveland Monsters, General Manager Jarmo Kekalainen announced today. He is expected to join the Monsters in Chicago prior to their game Saturday night against the Wolves. Carlsson, 20, recently completed his second full season with Linköping HC in the Swedish Hockey League where he collected two goals and two assists for four points with six penalty minutes and a +8 plus/minus rating in 40 games. In 2015-16, he tallied 1-8-9, eight penalty minutes and was +4 in 45 games as the club’s youngest full-time player. The 6-4, 191-pound blueliner, who was selected by Columbus in the first round, 29th overall, at the 2015 NHL Draft held at BB&T Center in Sunrise, Florida, has registered 3-12-15, 10 penalty minutes and a +15 plus/minus rating in 92 career SHL games. The Orebro, Sweden native made his SHL debut with Linköping HC in 2014-15, recording 0-2-2 and a +3 plus/minus rating in seven regular season games and adding 0-1-1 with two penalty minutes in 10 playoff contests. But if Anderson doesn't report? “Him not being here would be a bad, bad decision,” Kekalainen told The Athletic. The Blue Jackets held media day Wednesday in Nationwide Arena, basking in the optimism created by the franchise’s best season, a 50‐win, 108‐point surprise in 2016‐17. Even the idea that Anderson could become the second Blue Jackets’ player in four years to hold out of training camp didn’t dampen the mood for the club’s management or coach John Tortorella. As of 5 p.m. Wednesday, nothing had changed in talks between Blue Jackets assistant general manager Bill Zito and Anderson’s agent, Darren Ferris, sources told The Athletic. Anderson is continuing to skate in Toronto.

  • Syracuse Crunch to Host First-Ever Ahl Outdoor Game in 2010
For Immediate Release: November 24, 2009 Contact: Warner Johnston | [email protected] | 1.800.260.7313 SYRACUSE CRUNCH TO HOST FIRST-EVER AHL OUTDOOR GAME IN 2010 Mirabito Outdoor Classic will inject approximately $1 million into the local economy and attract visitors from across New York State and Canada Empire State Development today announced the Syracuse Crunch will host the first-ever American Hockey League (AHL) outdoor hockey game against the Binghamton Senators. The Mirabito Outdoor Classic will be played on February 20, 2010 at the New York State Fairgrounds and is expected to bring $1 million to the area and draw about 20,000 fans from across New York and Northeastern Canada. The game will be a celebration of hockey in New York State, a long standing tradition, and will recognize everyone from youth to professional players. In preparation for the event, the New York State Fair is providing in-kind services with labor and facilities totaling around $40,000. Onondaga County is also providing in-kind services in the form of gravel for the ice rink and part-time labor from the County’s facilities department. Empire State Development will provide $75,000 for the event, which will be used to help offset the cost of the ice rink rental. “Holding a first-time outdoor AHL game is a tremendous opportunity for Central New Yorkers, as this is a prime example of how best to capitalize on our regional strengths, such as our winter sports,” said Empire State Development Chairman & CEO, designate, Dennis M. Mullen. “Not only this is an exciting event for families and sports fans alike to participate in, but this event creates an opportunity for Central New York’s tourism industry.
