KD 30m set for park TEC offers twenty sites to ‘private sector’ investors KUWAIT CITY, Aug 17: The Touristic Enterprises Com- pany (TEC) revealed in a memorandum, a copy of which has been obtained by the Al-Anba daily, said it has offered many investment opportunities to the private sector to ex- ploit sites on the waterfront, reports Al-Anba daily. According to the memorandum 20 contracts have been signed with several private sector investors to operate these sites and work is in progress. More auctions will be held during the coming period, and some other facilities are being developed, and private investors will participate in some of these activities. The company said a 30 million dinars budget has been allocated for the development of Al-Shaab Park, and the development process is expected to begin at the beginning of 2024. The company attributed the reasons for the delay after the adoption of the company’s strategy by the Kuwait In- vestment Authority (KIA) in October 2019 to the outbreak of the Covid-19 pandemic in the world. As a result of the pandemic, the Council of Ministers decided to postpone the payment (current obligations due under several laws towards the capital of companies, in- stitutions and independent bodies) and called on the com- pany to update its strategy within the limits of the avail- able capabilities and this delayed the implementation of development projects. Regarding the Aqua Park site, TEC said the private sec- tor was offered investment opportunities. The company stated many job opportunities have been provided to Ku- waiti youth to contribute to the company’s development, and stated 103 Kuwaitis have been hired by the company from 2016 till date. It is worth mentioning that TEC is a wholly state-owned company that operates, develops and manages tourism, recreational and recreational assets and facilities. ❑ ❑ ❑ Citizen die in accident: A citizen died on Monday, when the car he was driving overturned on the 14 Kilo road, re- ports Al-Rai daily. Venues to start checking Vaccine mandates ‘grow’ in New York NEW YORK, Aug 17, (AP): Vaccine mandates expanded Monday as New York state ordered hospital and nursing home workers to get COVID-19 inoculations and New York City was poised to start requiring them for anyone in restaurant din- ing rooms, gyms, museums and many other leisure venues. The new policies aim to goad people into getting vaccinated as New York, like the rest of the U.S., confronts a coronavi- rus wave powered by the highly infectious delta variant of the virus. As the variant posed a growing threat and vaccination rates leveled off this summer, some cities, states and federal agen- cies have rapidly shifted from encouraging vaccination to either-or requirements - inoculation or testing - to a fl at-out insistence on vaccination for some settings or workforces. “Just buy into this because it’s going to work for all of us, is going to make us all safer,” New York City Mayor Bill de Blasio said Monday. In a nationwide fi rst for a city gov- ernment, the Democrat announced ear- lier this month that proof of vaccination would be required to partake in much of public life, from indoor dining to gym workouts to theater. Other cities, including San Francisco, later followed New York’s move. It applies to patrons, employees, de Blasio New Yorkers, commuters and visitors alike in settings ranging from arenas to coffee shops to yoga studios. Even strip clubs are included. The probe by NHTSA is long overdue, said Raj Rajkumar, an electrical and computer engineering professor at Carnegie Mellon University who studies automated vehicles. Tesla’s failure to effectively monitor drivers to make sure they’re paying attention should be the top priority in the probe, Rajkumar said. Teslas detect pressure on the steering wheel to make sure drivers are engaged, but drivers often fool the system. “It’s very easy to bypass the steering pressure thing,” Ra- jkumar said. “It’s been going on since 2014. We have been discussing this for a long time now.” The crashes into emergency vehicles cited by NHTSA be- gan on Jan. 22, 2018 in Culver City, California, near Los An- geles when a Tesla using Autopilot struck a parked fi retruck that was partially in the travel lanes with its lights fl ashing. Crews were handling another crash at the time. Since then, the agency said there were crashes in Laguna Beach, California; Norwalk, Connecticut; Cloverdale, In- diana; West Bridgewater, Massachusetts; Cochise County, Arizona; Charlotte, North Carolina; Montgomery County, Texas; Lansing, Michigan; and Miami, Florida. “The investigation will assess the technologies and meth- ods used to monitor, assist and enforce the driver’s engage- ment with the dynamic driving task during Autopilot opera- tion,” NHTSA said in its investigation documents. In addition, the probe will cover object and event detec- tion by the system, as well as where it is allowed to operate. NHTSA says it will examine “contributing circumstances” to the crashes, as well as similar crashes. An investigation could lead to a recall or other enforce- ment action by NHTSA. “NHTSA reminds the public that no commercially avail- able motor vehicles today are capable of driving them- selves,” the agency said in a statement. “Every available vehicle requires a human driver to be in control at all times, and all state laws hold human drivers responsible for opera- tion of their vehicles.” The agency said it has “robust enforcement tools” to pro- tect the public and investigate potential safety issues, and it will act when it fi nds evidence “of noncompliance or an unreasonable risk to safety.” In June, NHTSA ordered all automakers to report any crashes involving fully autonomous vehicles or partially au- tomated driver assist systems.

Deaths climb again in US Virus surge claims more young victims

MIAMI, Aug 17, (AP): A young mother had just celebrated her fi rst wedding anniversary and was one of six members of a Jacksonville church to die over a 10-day span. Another Florida woman had just given birth to her fi rst child, but was only able to hold the newborn girl for a few moments before dying. A California man died a few weeks shy of his 53rd birthday while his wife was on a ventilator at the same hospital in Oak- land, unaware of his passing on Aug 4. The COVID-19 death toll has started soaring again as the delta variant tears through the nation’s unvaccinated population and fills up hospitals with patients, many of whom are younger than during earlier phases of the pan- demic. The US is now averaging about 650 deaths a day, increasing more than 80 percent from two weeks ago and going past the 600 mark on Saturday for the fi rst time in three months. Data on the the age and demograph- ics of victims during the delta surge is still limited, but hospitals in virus hot- spots say they are clearly seeing more admissions and deaths among people under the age of 65. Wen Florida hospital offi cials are seeing an infl ux of young, healthy adults fi ll- ing their wards across the state, many requiring oxygen. In the past week in Florida, 36% of the deaths occurred in the un- der-65 population, compared with 17% in the same week last year when the state was experiencing a similar COVID surge. ‘She Persisted’ books ‘Baby Girl’ on Aaliyah is singer’s tragic tale

By Mae Anderson aby Girl: Better Known as Aaliyah,’ by ‘BKathy Iandoli (Atria Books) R&B singer Aaliyah is best known for two events that bookended her career: becoming involved with infamous singer R. Kelly as a teen, and the tragic plane crash that ended her life at age 22, just days before 9/11. “Baby Girl: Better Known as Aaliyah,” by veteran music journalist Kathy Iandoli, aims to fi ll in the sto- ry between those two events, for Aaliyah fans new and old. The book traces Aaliyah’s musical devel- opment and collaboration with many different R&B producers and artists, her burgeoning fi lm career, and indelible imprint on fashion. But 20 years after her death, a sense of Aaliyah’s personality still remains elusive. With a silky smooth voice, Aaliyah Haughton was signed for a record deal with her un- cle in Detroit when she was just 12. Two years later, she teamed with R. Kelly to make her fi rst record “Age Ain’t Nothing But a Number.” She Aaliyah became involved with R. Kel- ly and the two were secretly married when Aaliyah was just 15. Her parents discovered this and quickly annulled the marriage. But the scandal tarnished Aaliyah’s reputation more than R. Kelly, who is currently on trial for sex traffi cking charges stemming more than two decades. She was portrayed as a teen seductress rather than one of the fi rst of R. Kelly’s many victims. The scandal led to Aaliyah becoming extremely private in ensuing years, but she kept recording hit records.
