Exhibit 4 Letter from Independent engineer contractor for South Coast Television To Whom It May Concem:

The following is a description of the testing of the MDS International nsmission system perfonned on behalf of South Coast Television in Ireland.

South Caaat TV (SCTV) stilrted to breadcnt test transmissions ca services In July 2000 using a HyperCable MDS transmitter on a ca GHz.

The transmitter was sharing satellite spectrum used for programs f Astra 1H, Astra 2A (frequency 12.363 GHz), and Eutelsat Hot Bird3 at 13° east:

1· The Astra 2A DBS programs (12.363 GHz), which are sharing MDS transmitters frequency, are all English language programs and are sold all over I eland.

The channel. on this transport stream are: 18+ Movies 1 18+ MoVies 2 Hallmark Entertainment National Geographic Channel +1 Nickelodeon Replay Sky Box Office 54 Sky Box Office 55 Sky Box OffICe 56 Sky Box Office 57 Sky Box OffICe 58 Sky Business Star Plus

2· The Astra 1H DBS programs using the frequency 12 363 were a ailable free to air in Ireland and could be received clear and free by Irish DBS viewers.

These programs were: lV5 (French), RAI (Italian), OW (English/German speaking ews), RTM (morocco), TV7 [runisia), Egypt lV

3- Eutelsat DBS programs (12.341 GHz) which are also clo and adjacent to the MDS transmitter frequency, are:

Of the above. only Sky N I which is 8 free to air English-language channel, is Ivailable in Ireland and is widelY view by a very large audience.

The test transmitter bpe ed over a period of 6 months up to mid January 2001 and no complaints of interferen into home satetlite receivers were reported. We observed around 200 nn:etve-test poit1tS a recMfed 95 spot measurements at distances from zero (base of the tower) out to 35/km. e nSVef observed any·interference to or from the aatelite signals during any of these !tests.

We also conductedlsom specific "worst caae~ tests for Interference into Direct To Home (DTH) satellite receivers:

A standard Sky Dig" I SOan antenna was aligned on the Astra satellite at 19.2° East on a heae;Jing 0 1470 ETN looking directly through the test transmitter tower. This is the wo~-ea line. The location was NW3km from the TX site. Interference from the MDS Hype bfe transmitter into the received satellite signals wal checked on th~ SnA/l~nlm analyser.

No trace of th~ M HyperCable signal could be found on the spectrum anllyser and no disturb~nce 0 the satellite reception was obaerved. This test was Ibpea d directly under the transmission tower (35 meters high) and

no meestlr'l!tbte . hee coafd be measured or Observed. - a. We h~ve ~8ver had ,8 complaint of interference from anybody receiving anv DBS Satellite Signals. IS was 80 even though thousands of Sky Digital DBS receivers are working in-the inity of the test transmittel'S.
