Egypt's Administrative Control Authority Jessica Noll FEBRUARY 2019 ABOUT THE AUTHOR JESSICA NOLL is a Ph.D. candidate at Helmut Schmidt University in Hamburg, Germany. Her research focuses on the political and economic power of the military in Egypt. From October 2017 to May 2018 she was a visiting research fellow at POMED. Between 2014 and 2018 she was a Ph.D. fellow and research assistant in the Middle East and Africa Division of the German Institute for International and Security Affairs (Stiftung Wissenschaft und Politik, SWP) in Berlin. Ms. Noll studied in Egypt in 2009-2010, 2011, and 2014.
