Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels.

On May 25, 2014, the Polish public elected fifty-one members of the European Parliament (MEPs) for another term of five years. Similarly to the 2004 and 2009 elec­ tions, the main concern of Polish journalists was voter turnout. This time, the turnout amounted to 23.84% giving the leading position to the Civic Platform (PO) party, which won 32.13% of votes. Law and Justice (PiS) came second with 31.78% votes, followed by the Democratic Left Alliance (SLD - 9.44%), the New Right (NP - 7.15%) and the Polish People’s Party (PSL - 6.8%). United Poland, the coalition Europa Plus-Your Move (EPTR), Poland Together, the National Movement, the Green Party of Poland and the Direct Democracy Election Committee failed to achieve the election threshold of 5%. The most influential Polish newspapers and magazines were assessing the strategy of different parties’ election committees throughout the entire campaign. New faces of the campaign, alongside the profiles of those MEPs who were battling to get to Strasbourg once again, were presented. The style of the campaign, the language of TV election spots and the means the parties used in order to generate social support were stressed.

W czasie jego realizacji oficjalnie – konwencją w Warszawie – rozpoczęła się kampania urzędującego prezydenta. W tym miesiącu listę polityków obdarzanych największym społecznym zaufaniem tradycyjnie otwiera prezydent Bronisław Komorowski (75%, bez zmian). Warto jednak zauważyć, iż jednocześnie po raz kolejny nieznacznie wzrósł odsetek deklarujących nieufności do głowy państwa (12%, wzrost od lutego o 1 punkt procentowy i łącznie o 5 punktów od października 2014 roku). W marcu ponownie, po dwóch miesiącach przerwy, jedynym obok prezydenta politykiem, który może się pochwalić zaufaniem ponad połowy polskiego społeczeństwa jest premier i przewodnicząca Platformy Obywatelskiej Ewa Kopacz (51%). Od lutego odsetek Polaków deklarujących zaufanie do pani premier znacząco wzrósł (o 7 punktów procentowych), a zmalała grupa deklarujących wobec niej nieufność (o 5 punktów, do 27%). Trzecie miejsce w marcowym rankingu zaufania zajmuje Andrzej Duda, któremu w porównaniu z lutym znacznie przybyło deklaracji zaufania (o 12 punktów procentowych, do 40%), a nieco zmniejszył się odsetek Polaków deklarujących nieufność (o 3 punkty, do 20%). W porównaniu z poprzednim miesiącem wzrosła też rozpoznawalność kandydata Prawa i Sprawiedliwości na prezydenta RP – obecnie jedynie 12% badanych twierdzi, że nie zna jego osoby (od lutego spadek o 11 punktów).

Stakeholders ranging from the UNFCCC and the IEA to other global economies, including the US and China, recognise that reducing CO2 emissions to net zero by 2050 cannot realistically be achieved without deployment of Carbon Capture and Storage (CCS) / Carbon Capture and Utilization (CCU). Model scenarios that limit global warming to 1.5 or 2°C rely on large amounts of CO2 removals from the atmosphere. Capturing and permanently storing the CO2 from different industries across Europe, including cement, fertilizers, steel, refining, chemicals and waste facilities can help achieve this. For instance, CCS deployed with Waste-to-Energy does not simply curb the release of CO2 emissions; through the burning of unrecyclable and otherwise untreatable biogenic waste, it actually removes emissions from the atmosphere. It is a game changer, and part of the climate and circular economy solution. We believe that environmentally safe and socially beneficial CO2 removal technologies are a key complement to the EU’s existing climate change mitigation tools. In particular, bioenergy combined with CCS (BECCS) provides opportunity of CO2 removals to be stored with a degree of permanence that nature-based removals of CO2 alone can rarely offer.
