Demikian disampaikan Rektor Unpad Prof. Tri Hanggono Achmad melalui pidato dalam Upacara Dies Natalis ke-61 Unpad yang digelar di Grha Sanusi Hardjadinata kampus Unpad, Jalan Dipati Ukur No. 35, Bandung, Selasa (18/9). Upacara ini dihadiri Gubernur Jawa Barat M. Ridwan Kamil, Bupati Pangandaran H. Jeje Wiradinata, ketua Majelis Wali Amanat Rudiantara, beberapa rektor perguruan tinggi, serta pimpinan, guru besar, sivitas akademika, dan tenaga kependidikan di lingkungan Unpad. Pada Dies Natalis ke-61 Unpad, Rektor mengangkat konsep “Back to the Future”. Istilah ini merupakan upaya revitalisasi falsafah dasar Unpad dalam menjawab tantangan di era disruptif. “Dies Natalis ke-61 tahun ini merupakan momentum yang tepat untuk melakukan kontemplasi dan evaluasi secara mendalam atas semua yang telah kita kerjakan selama estafet kepemimpinan di Unpad,” kata Rektor. Kebijakan kenaikan UMP 2020 dihitung berdasarkan formula yang sesuai dengan Peraturan Pemerintah (PP) Nomor 78 Tahun 2015 tentang pengupahan. Penetapan UMP 2020 berdasarkan Pasal 9 Peraturan Menteri Ketenagakerjaan Nomor 15 Tahun 2018 tentang Upah Minimum ditetapkan dan diumumkan secara serentak oleh gubernur setiap daerah pada tanggal 1 November 2019 dengan keputusan gubernur. Hingga saat ini (Pukul 18.00 tanggal 1 November 2019) sudah 20 provinsi yang telah mengumumkan penetapan dan menyampaikan laporan tentang penetapan upah minimum provinsi (UMP) 2020 kepada Kemenaker. Dari 20 provinsi yang telah menyampaikan laporan tentang besaran UMP tersebut, sebanyak 19 sudah sesuai dengan Peraturan Pemerintah Nomor 78 Tahun 2015 tentang Pengupahan. Page 1 of 168. The objectives of this research were to find out the types of semiotic of each pictures in Ridwan Kamil’s picture essay. This research was applied descriptive qualitative method. The source of the data was taken from Instagram account of Ridwan Kamil by captured the pictures, it took fifteen pictures of Ridwan Kamil’s instagram account to analyze the semiotic, which focussed to pictures and essay (captions) that published on December 2016 until January 2017. The findings of this research were found the types of semiotic signs, they were icon, index and symbol on the pictures and captions in the instagram account of Ridwan Kamil. Every pictures in the instagram account of Ridwan Kamil have different messages. LITERATUS literature for social impact and cultural studies The Pseudo Rivality of Political Elites in The Governor Election East Java Province in 2018 Rivalitas Semu Elite Politik pada Pemilukada Gubernur Provinsi Jawa Timur 2018 Muhammad Aditya Pradana Departemen Ilmu Politik, Universitas Indonesia Depok, Jawa Barat Abstract Rivalry and elite cooperation in Indonesia exist due to the existence of interests between groups of actors that intersect with each other in various aspects. That the elite always tries to create consensus through cooperation on the calculation of profits even though there is rivalry between the elites who intersect. This can be seen from the post-conflict local elections in East Java in 2008, 2013, and 2018. In the 2008 and 2013 East Java regional elections, Soekarwo became Khofifah's rival. However, in the 2018 East Java election, Soekarwo turned to support Khofifah and decided not to support his deputy for two periods, namely Saifullah Yusuf. This study wants to see the factors behind elite rivalry and cooperation, especially in the context of the 2018 East Java Regional Election. This research uses qualitative methods. In addition, this research also uses the theory of antagonistic cooperation, boundary control theory, party- led transition, and integration theory and elite circles. The results of this study show that there is a role for the national elite, in this context the DPP of the Democratic Party and the influence of President Joko Widodo in the transition of Soekarwo's support to Khofifah. In addition, this study also found that there was a relationship of interdependence between Seokarwo and Khofifah. -

Jurnal Transformative, Vol. 4, Nomor 2, September 2018 Pembelahan Politik Kiai NU di Pilgub Jatim 2018 Ainur Rohim1 Mayuko Galuh Mahardika2 Abstract The realm of East Java politics which has been known as the main community of Traditional Islam, bequeaths a separate record of the dynamics and political maneuvers of NU strategic elites (Kiai) in the context of 2018 East Java Pilgub. Similar political realities have occurred since the East Java Pilgub in 2008 and 2013 . One thing that is most useful and more in several perspectives is the change in political division among the NU East Java kiai in the 2018 Pilgub. Things that happened also in the East Java Pilgub 2008 and 2013 ago. The writing of this journal is preceded by the existence of research with qualitative methods with primary data collection through interviews with people who understand this case study and also supported by secondary data. The author will analyze the phenomena that occur with the cleavage theory described by Peter Mair (2014). Candidates were competing to draw public attention and sympathy by employing communication via social media. Through social media, candidates can share information on their visions, missions, and major programs. The study is aimed at identifying the political strategies and campaign model employed by the social media campaign team of Syaifullah Yusuf (Gus Ipul) - Puti Guntur Soekarno Putri in the 2018 Governor Election. The study was conducted using netnography method in qualitative/quantitative paradigm. Data collection was carried out through observation of interactive communication on social media, in-depth interview, and literature review. The analysis was conducted using thematic analysis in accordance with the steps in netnography analysis, i.e. by using NVIVO software as the qualitative analysis instrument. The objective of the study was to identify the strategies employed during the campaign for Gus Ipul - Puti Guntur Soekarno Putri. In addition to open campaign and door-to-door campaign to social communities of smaller sizes, the candidate’s team also campaigned via social media (Facebook, Instagram, YouTube, and Twitter). The model of campaign employed was in-person campaign and via social media networks. The campaign also included conventional model, i.e. by employing the primary components contained in the delivery and receipt of campaign messages. The campaign model describes that the source (campaign maker) holds a dominant role. -

Abstract The year 2011 marked the tenth anniversary of the implementation of Indonesia’s regional autonomy laws. This paper considers implications of more than a decade of decentralized governance for urban development in Indonesia. After a brief historical overview and consideration of the rationale for political and administrative decentralization in that national context, we examine a range of critical perspectives on policy outcomes. Both media coverage and academic analyses have overwhelmingly cast decentralized governance as it has been implemented in Indonesia in a negative light. As a corrective to this, we have sought to identify positive outcomes and possibilities associated with Indonesia’s large-scale decentralization project. In particular, we detail the cases of two cities which have been cast in a variety of rankings and media representations as success stories of urban development through decentralized governance – Solo (or Surakarta as the city is also formally named) and Surabaya.
