Gone are the days when you only heard of such warnings in Western countries and the Middle East. The world today is such that we cannot feel safe from acts of terror. South African authorities have managed over the years to thwart terror plots before they were acted upon, but we are also vulnerable to those who seek to impose a new world order. Yesterday our Security Minister, , assured us there is no immediate danger. He said we should not fear an Islamic terror attack. "We remain a strong and stable democratic country and there is no immediate danger posed by the alert. " We fully agree with the minister that we should not panic. We should, however, be vigilant and mindful in our public spaces. It is important to plan rather than ignore the warnings coming from our international friends. If we are to remain a relatively safe destination, we should do more to encourage dialogue with those who hold different views from us. 13 Cape Town passenger tells of frightening attack during Uber ride Trish Taylor has described the moment she called her 22-year-old daughter‚ Samantha‚ only to discover that she was being yanked out of a taxi in an act of violence against the Uber taxi cab service in Cape Town. Traditional meter taxi drivers blocked the road to Cape Town International Airport on Friday‚ allegedly trying to force passengers to get into meter taxis and beating up at least one Uber driver. Samantha Taylor told TMG Digital on Monday that she not only feared for her life‚ but more so for her Uber driver‚ Emmanuel. “We were on our way to the airport and about 40 guys approached the Uber car I was in‚ shouting to the driver ‘you’re an Uber‚ you’re an Uber.’ “That’s when I told Emmanuel to hide his phone; otherwise he was going to get hurt‚” she said. “They opened the doors and basically emptied his whole car. They took Emmanuel’s licence and his bag.” According to Samantha‚ she was then pulled out of the Uber vehicle. “I had my luggage with me. I tried to stop a woman who was behind us but she didn’t want to let me in initially. Eventually she let me in and gave me a lift to the airport. When I was safe all I could think about was the driver and I hoped that he is okay. “I have driven with Emmanuel a number of times and he is amazing and I always feel safe with him‚” she said. The online transport business described the incident on Friday as isolated. But‚ last month‚ three people were hurt when shots were fired during a protest against Uber outside the Gautrain station in Sandton‚ Johannesburg. Additionally‚ in March‚ an Uber driver was shot dead in his car in Cape Town. Cape Town metered taxi owner Ayub Baker said Uber was stealing customers and the metered taxi industry had met to discuss further action. “The scary part is‚ after I had got to the airport‚ I tried to call all the police stations near to where I was‚ but none of them picked up‚” said Samantha. 14 It's official! 87 000 people attend ANC manifesto launch FNB Stadium Management CEO Jacques Grobbelaar confirmed that is how many people entered the 88 800-seater stadium. The stadium’s original seating capacity of 97 736 was reduced to 88 800 after the Fifa World Cup in 2010‚ Grobbelaar said. In the run-up to the launch‚ ANC Gauteng chairman Paul Mashatile expressed confidence that the party will fill the stadium. “We are very confident that we will fill the stadium. Remember the way we fill stadiums is not so much about marketing‚ we use branch structures. Branches go on the ground and they mobilise. This is part of the work we are doing today‚” Mashatile said last Tuesday. The battle to fill the stadiums for a manifesto launch began in April when the ANC promised it would fill the 46 000-seater Nelson Mandela Bay Stadium in Port Elizabeth. However‚ the stadium was far from full and the overflow stadium was empty. The ANC expressed disappointment at the turnout and said it would launch an investigation to understand what happened as it had expected over 100 000 people to attend. A week later‚ the Democratic Alliance (DA) unveiled its election manifesto at the 30 000-seater Rand Stadium in Johannesburg‚ and also failed to fill it. However‚ the DA claimed afterwards the stadium was full and its spokewoman Phumzile van Damme said there was on overflow area on the pitch with 20 000 people. The Economic Freedom Foghters filled the 40 000-seater Orlando Stadium and the overflow area outside the stadium at its manifesto launch on April 30. This prompted the ANC in Gauteng to promise to fill the bigger capacity FNB Stadium.

17 Funeral policy deductions settlement a ‘step towards protecting society’s most vulnerable’: DA The agreement - made shortly before Thursday’s Constitutional Court hearing and made an order of the court - allows the agency to stop funeral policy deductions from three types of children’s grants. They are: the child support grant‚ foster care grant and care dependency grant - the latter being awarded to caregivers or parents of disabled children. “It is a shameful travesty of justice that the practice of making these deductions have been allowed to take place at all‚ from grants which are already way too small to survive on‚” said the DA’s . “In terms of the judgment‚ no new deductions will be taken from the three types of children’s grants until the new regulations to the Social Assistance Act‚ announced by Social Development Minister Bathabile Dlamini earlier this month‚ which forbid deductions from children’s grants‚ kick in. “The DA has consistently fought against the ongoing problem of illegal deductions from social grants and will continue to do so.” The agency‚ which pays out social grants‚ had been due to apply for leave to appeal against an interim order made by the high court in Pretoria in December. The high court order had suspended a moratorium on all funeral policy deductions against children’s grants‚ pending the outcome of review proceedings by Lion of Africa. The minister of social development had‚ through a regulation published in 2009‚ allowed funeral policy premiums to be deducted from social grants. This meant adults in receipt of children’s grants qualified as beneficiaries. However‚ in December last year‚ Sassa informed Lion of Africa‚ a company which had been servicing funeral policies with children’s grant deductions‚ that a moratorium on all funeral policy deductions against children’s grants would take effect from January this year. Lion of Africa applied and obtained an interim order which suspended the moratorium. In terms of the agreement reached between the parties‚ Lion of Africa agreed not to enforce the high court order. The judgment means that there would be no new deductions from the three forms of children’s grants between January and May‚ when new regulations from the minister disallowing deductions from children’s grants take effect. Deductions that were being made before the moratorium will continue until November‚ when funeral policy holders are required to make new payment arrangements independent of the children’s grants.

18 Tougher laws to deal with infrastructure vandals now in effect The Department of Justice and Constitutional Development says the implementation of the Criminal Matters Amendment Act of 2015 will come into effect as from Wednesday. The act was signed into law by President Jacob Zuma in December last year. The law provides for stricter measures relating to bail and sentencing in respect of essential infrastructure- related offences. In terms of the new act‚ only the courts will deal with bail applications for essential infrastructure-related crimes. It removes the discretion of police officials and prosecutors to grant bail to suspects charged with essential infrastructure-related offences. The act further provides for the possibility of up to 30 years imprisonment or a fine not exceeding R100-million in the case of a corporate body. It is envisaged that the act will boost investor confidence in the country. “The public sector and the private business cannot operate fully without communication capabilities if Telkom cables are stolen. This situation necessitates drastic legislative intervention‚” Justice Minister Michael Masutha said on Wednesday. He said that‚ as of October 2015‚ the South African economy lost to a tune of about R5.7-billion per year as result of theft and vandalism of the essential infrastructure. The announcement comes a few days after Telkom announced it was ramping up efforts to migrate customers to wireless and fibre technologies to tackle copper cable theft syndicates. Telkom said cable theft cost the company over R200-million in the 2015 financial year - R100 million in direct cable theft repair cost and an additional R107-million which was spent on security services.

19 Van Damme: SABC delaying tactics over DA advert a joke It described the “SABC’s explanatory affidavit to our complaint lodged” with the Independent Communication Authority of South Africa (Icasa) as “renewed desperation…to use misleading and‚ quite frankly‚ contradictory excuses”. “The SABC has argued that they have to wait to confirm that we are a registered political party and have submitted our lists‚” the party’s Phumzile van Damme said. “The regulations are clear‚ as admitted by Icasa on SAfm today (Wednesday)‚ that political parties are allowed to buy airtime to flight their adverts as soon as the election date is proclaimed. “Quite bizarrely‚ their contradictory affidavit proceeded to reference this very regulation.” Van Damme also attacked the “excuse” that the SABC “needed until 4 June 2016 to ‘investigate’ the matter”. The SABC affidavit said the broadcaster’s acting chief executive officer Jimi Matthews had “requested an indulgence”‚ and it “was not unfathomable that (he) would not be in a position to provide confirmation of the DA’s demand to be allocated slots by the end of the day‚ 27 May”. Van Damme retorted: “The DA is still not clear what needed to be investigated. Again‚ the regulations are clear – and the DA complied with these – as we have done in the past. “The request for an investigation was merely a thinly veiled attempt to delay the adverts by a week‚ and therefore limit their effect on the election campaign.” She said the “is becoming increasingly apparent that the SABC is determined to do whatever it can to censor our adverts”‚ but added that the “DA will not be deterred by this undemocratic conduct and will do everything possible to ensure our adverts are aired”. – TMG Digital The SABC affidavit can be read here.

20 Aged and disabled South Africans can apply to vote next week Registered voters who are who are unable to vote at their voting station on election day and registered voters who cannot travel to their voting station on election day due to being physically infirm or disabled can apply from June 10‚ ahead of the August 3 elections. This includes journalists who are registered for the elections and would not be able to vote in their respective stations. Registered voters may only apply for a special vote in the voting district where they are registered and the same applies for home visits. If you have access to the internet‚ you can apply online otherwise you have to apply in person at your local IEC office by completing a MEC35 form. If you are physically infirm or disabled‚ someone can hand deliver the form on your behalf at your local IEC office. Voters who want to cast a special vote at their voting station can also SMS their ID number to 32249 - this service is not available to voters applying for a home visit‚ because you have to provide your address. Voters will receive an SMS notifying them of the outcome once their application has been processed‚ but they can also check the status of their special vote application online at www.elections.org.za The closing date for special votes is 5pm on July 8. IEC spokesperson Kate Bapela said special voting at voting stations and home visits by IEC officials will take place on August 1 and 2. “You need your ID number to do the application. On the day of special voting‚ you need your green‚ barcoded ID book‚ or your smartcard ID‚ or a valid Temporary Identity Certificate‚” Bapela said. 21 Ramaphosa: Violence in Parliament demonstrates disdain for the will of the people “Particularly by efforts to prevent President Jacob Zuma from addressing the house‚” he added. In a statement on “the current situation in Parliament”‚ whose second term concluded last week‚ Ramaphosa said: “Cabinet has undertaken a review of the current environment in Parliament and its impact on government's programme of transformation.” He cited amongst the successes of the “first two parliamentary terms of the year” that Parliament has continued to “process transformative legislation‚ scrutinise the activities of departments and other state institutions and deliberate on matters of national importance”‚ and “passed a national budget that sustains government's programme to tackle poverty and promote economic growth”. But‚ added Ramaphosa: “Despite the valuable work done in this Fifth Democratic Parliament‚ recent events in Parliament are a grave cause for concern. “Proceedings have been disrupted on a number of occasions in a manner that undermines the proper functioning of Parliament. “Of particular concern‚ is the violent nature of some of these disruptions. Refusal to adhere to the rules of the assembly undermines the integrity of the institution and demonstrates disdain for the will of the people. “The efforts of a small minority of MPs to impose‚ through force and intimidation‚ their will on Parliament reflects a contempt for the principles of democracy. “While claiming to be exercising free expression they are effectively denying the free expression of others. The ability of the executive to account has been undermined‚ particularly by efforts to prevent President Jacob Zuma from addressing the house. That said‚ Ramaphosa added that “Cabinet welcomes the determination of the majority of MPs to respect the rules‚ uphold the dignity and advance the transformative work of Parliament”. 22 Authorities must act ‘without preference’ in Uber conflict‚ Parliament’s committee says That is the message from Parliament’s chair of the Portfolio Committee on Transport‚ Dikeledi Magadzi. “What is important is the safety of passengers‚” she said on Monday. There have been sporadic incidents of violence in parts of the country as metered taxi cab operators clash with drivers from Uber. Capetonian Samantha Taylor‚ 22‚ told TMG Digital about her harrowing ordeal when about 40 angry people surrounded her Uber cab near Cape Town International Airport. She was dragged out of the vehicle and her driver had his licence taken away on June 3. Metered taxi drivers were allegedly trying to force passengers to use their vehicles. “Any efforts geared towards improving transportation of people are a most welcome relief‚ especially if that comes at an affordable price and efficient service. These continued conflicts with Uber drivers should be attended to as a matter of urgency‚” said Magadzi “The transport sector should be the safest and should be geared towards ensuring that more jobs are created and that the movement of people is seamless. “Law enforcement authorities should enforce the law consistently‚ without preference‚ and ensure at all times that the country is moving closer to safe and reliable transport that will link people to opportunities‚” she said. – TMG Digital

23 Police task team set up to curb rise in politically-linked killings He expressed his serious concern at the rising number of killings that were reportedly linked to politics. “We have noted with serious concern the incidents of killings particularly where political figures are victims or where the killings are being linked to the upcoming local government elections. A situation like this cannot be allowed to continue especially in the context of democracy‚” he said. To counter this‚ a multi-disciplinary task team had been set up to investigate the killings and where possible‚ to prevent the killings from happening. The team would be made up of members of SAPS from different units including Crime Intelligence‚ Detectives‚ Directorate for Priority Crime Investigation (Hawks) and other specialised units like Forensics‚ Nhleko added. He called on members of the public and political parties who had information on the killings to make the information available to the police so that the deaths could be investigated quickly and thoroughly. “We appeal to all responsible South Africans who value their democracy to ensure that this situation is not allowed to continue by giving information at their disposal to the police so that these killings can be stopped and for perpetrators to face the full might of the law‚” said Nhleko. He added that he had received assurance from the Acting National Police Commissioner that these cases would receive priority attention. “With the heated temperature because of the upcoming elections‚ we are appealing to all to refrain from instigating violence or to use language that may be deemed to incite violence. “This is also an appeal to political leaders and parties to give democracy a chance and allow all to exercise their political freedom as enshrined in the Constitution‚” Nhleko said.

24 ‘He's a fighter‚’ says mother of SA cyclist injured in race in Italy The 19-year-old Dimension Data rider was on Sunday night reported to be in a critical condition after getting “out of theatre and in recovery” after being injured during the Coppa della Pace race in Italy. The accident – which involved a collision with a car on the route - was so serious that the race was immediately cancelled. “He's a fighter‚” Desere Girdlestone said from New Zealand on Monday morning. “He has to win the biggest challenge of his life now. “The latest is that he had surgery - was in recovery and still critical.” She said Keagan had “lost a lot of blood”. “He's fighting for his life right now. We're waiting for another update this morning.” Reports that the accident had cost Keagan his life circulated widely on social media and cycling forums. “To say we were gutted to read reports on social media about his passing is an understatement‚” said Desere. “We just had to believe that it was not true and wait for official news from his team. “Who started the rumour or thought it their place to post it is beyond my comprehension. “We are grateful for all the message of support and need all the prayers and positivity we can get for our boy.” One of those messages of support came from two-time Tour de France winner Chris Froome‚ who tweeted via @chrisfroome: “Seems there were some incorrect reports! @Keagan_vtc is in a stable but critical condition‚ thoughts are with him. Keep fighting!” Although what caused the accident is still unclear‚ Cyclingnews quoted race director Raffaele Babini as saying: “We had covered 105km of racing. It was 16.20. The boy had fallen into a downhill section and was a strong recovery to return to the group. “Apparently‚ after the first time‚ which was in the vicinity of a hill‚ a team car has slowed sharply and the guy‚ who was at full speed‚ crashed violently against the car‚ breaking through the rear window of the car‚ getting serious facial injuries. 25 The Big Read: There's a mouse in your pie? No worries - it's already cooked The first was that I could remind myself that sausage rolls, like pies, are objects of faith. I eat them knowing nothing about what they contain. All I have is a mystical text, glued onto the side of the packet, which makes claims about cows or chickens I've never seen, and a general consensus among fellow-believers that I'm probably eating what I think I'm eating. In this context, I could choose to see the fragment of bone as an affirmation of my faith; a holy relic, if you will, like the toe-bone of an apostle, giving me tangible proof that my belief was founded on fact. I had evidence that something once alive had been pitched headlong into my sausage roll and I could munch on, content in the knowledge that I was eating a beast of the field or a bird of the air, both fed on mashed-up fishes of the sea. In short, I could do nothing. The second option was to alert the media. In most countries, stories about pies are relegated to page 9 of the local parish newsletter, just below reports on cake sales and barn dances. But in South Africa, "I found a Thing in my Woolies whatsit and I have a blurry cellphone picture to prove it! " has become a respectable sub-genre of mainstream journalism. Interviews are conducted. Victims recount the moment they peeled back the plastic lid of the salad and saw the frog or the vole or the crocodile or the bear. And then, because South African media take their readers seriously and treat them like adults, the story is filed under "Eew Gross Look A Cootie! ". Yes, ordinarily I could have expected a media storm to erupt around me, but this was no ordinary week. The nation was still gripped by the news that a woman had found a mouse in her Woolies pie. My bone could never measure up to a mouse. (Yes I know that kind of innuendo is beneath both of us but I'm hoping this column gets filed under "Sex Stuff! " as well as "Eew Gross Look A Cootie! ") Woolies apologised to the customer, and suggested that the roasted rodent had got into the pie at a fairly late stage of production (corporate speak for "It wasn't us") and was generally trying to convince us that it wasn't taking the mickey and baking him in an oven. Nevertheless, the story had the desired response. Because, of course, that mouse was put there. It didn't crawl onto the conveyor belt, looking for a nice warm, empty bowl of pastry to have a snooze in, only to startle awake as it was showered with gravy. I don't know who keeps putting critters in Woolies food. Perhaps it's some disgruntled employees who are bitter that their idea for tiny, bite-sized mouse schnitzels was rejected by management. Perhaps there is a group of anti-Woolies activists labouring under the incredibly misguided belief that a few crunchy surprises in a few meals will deter regular customers. I can't believe that, though: nobody could be that stupid. Surely they've seen the industrial amounts of meat piled up on creaking shopping trolleys? Don't they understand that Woolies shoppers love nothing more than driving a spike through a lamb's corpse and burning it over a fire? These people are not going to be put off by a mouse. Because let's be honest: the "gross" things that saboteurs keep shoving into our nibbles aren't really that gross. They're just animals, like the animals we're already eating. It's not as if we're discovering feta-like cubes of human pus in the Greek salad or the eyeballs of orphans floating in our Winter Warmer soup. I don't want to preach or poop the party, but if you think a dead mouse in your pie or a frog in your salad is disgusting, may Pan have mercy on you if you ever see what happens on commercial farms or in abattoirs. But that's another story. No, if you really want to hurt an expensive food retailer, just confront shoppers with the thing they fear most: work. After all, Woolies already sells pre-boiled rice at a premium - and people buy it. Any day it's going to launch its new range of premium water that pours itself using a trademarked scientific breakthrough called "Gravity". Or pre-chewed food: just put it in your mouth, tilt your head back, say "Aaah" and let it all slide down your throat. So, hackers, forget the frogs and the mice. Just sneak in with some stickers that say "Requires a double-boiler and 30 minutes of chopping" and they'll be bankrupt in a year.

26 The art I'd save from the floods It's "good" because all those lazy culture-vultures, desperate for a peep at La Gioconda, might stir themselves into finding other great works to gawp at. In Paris, "that movable feast", as Hemingway described the city, it is never difficult to find paintings that repay the time you are prepared to give them. If there were eight days in every week, Paris would still offer the curious art lover something fresh; the key word being "curious". Sadly, many people who shuffle dutifully into art galleries lack curiosity. The joy of looking at paintings and developing a critical intelligence is one of life's supreme joys. Alan Bennett has written of being a trustee of the National Gallery, and being able to walk through the rooms at night with only the paintings for company. It was, he thought, the greatest honour of his life. On one occasion I was able to share Bennett's joy by spending an hour in the Art Institute of Chicago under the tutorial wing of Tony Jones, chancellor of that famous institute's art school. It can spoil a person for life. It all leads to an overwhelming question: if you could save only one painting, which would it be? It's impossible to give an answer you would never want to revise, but that's part of the fun. Bernard Levin, in his bookEnthusiasms, went for Vermeer's Milkmaid in Amsterdam. The last time I was in the Rijksmuseum a group of tourists wandered past it, clicking away, without giving it a moment's reflection. Why, one wonders, did they bother going in? My favourite big collection in the world can be found in Vienna, the mighty Kunsthistorisches Museum. My favourite small collection is the Frick in Manhattan. It may have the greatest concentration of masterpieces found anywhere. Then there are the favourite rooms: the Kandinskys in Munich's Lenbachhaus; the Caspar David Friedrichs on the top floor of the Alte Nationalgalerie in Berlin; the Murillo street urchins at the Alte Pinakothek in Munich; the small but well-formed gathering of Impressionists at the Courtauld Institute overlooking the Thames. The Brücke Museum, in the western suburbs of Berlin, has a wonderful array of work by the Dresden artists of the early 20th century. The Isabella Stewart Gardner Museum in Boston has riches galore. We all ride high on our hobby horses. I happen to love Chardin's still lives, Cézanne's pears, Sargent's ladies, Hals's gentlemen, Corot's boatmen, Rothko's bars of red and black, Daubigny's spring meadows, and Whistler's nocturnes. I prefer Pissarro to Sisley, Matisse to Picasso, De Kooning to Pollock. In my personal mythology may be found Dürer, Goya, Waldmüller, Degas, Pieter de Hooch and Lovis Corinth. You will not find the Pre-Raphaelites, the Symbolists, the Futurists, or anything by Francis Bacon. Were I to choose the greatest work of all then it might be Rembrandt's self- portrait, which hangs in the Frick. But it is so overpowering it would be hard to live with. So it is back to Vienna, to the Kunsthistorisches, for the paintings I would save for what they are and what they represent. If you have eyes to see then you will at some stage of your life realise that Velázquez and Rembrandt are the supreme painters; the ones who delve deepest and see furthest. Born seven years apart, in 1599 and 1606, they stand at the very summit of human achievement, and in Vienna you can see their work in its Olympian glory. In the Velázquez room there is the 1659 portrait of Philip Prospero, son and heir to Philip IV of Spain, aged two; he died two years later. Walk across the building into the Dutch rooms and you will see Rembrandt's portrait of his son, Titus, painted two years earlier. Titus, who is reading a book, was 16 when Rembrandt composed it. He died 11 years later, 12 months before his father. No artists did more to honour mankind, yet in these intimate works they were not striving for the moon. Here are tender portraits of a young man in the bloom of adolescence and an infant who barely lived at all. Velázquez, Rembrandt; Rembrandt, Velázquez. First equal; then, now and always.

27 Djoker is truly king But after securing a first French Open yesterday to become only the third man to hold all four Grand Slams at the same time, the 29-year- old world No 1 is now the sport's greatest warrior. He is now also halfway to a calendar Grand Slam, a feat only achieved by two men - Don Budge and Rod Laver - the last of which was in 1969. He also has 65 titles to his name while 2016 has seen him defeated just three times in 47 matches. "I'm honoured to be a part of the legends of our sport and to manage to win this many Grand Slam trophies," said Djokovic, who started playing tennis when he was four-years old before leaving for Germany when he was 12 to escape Nato bombs that were blasting Belgrade. The Serb's ability to thrive among the greats was never in doubt, but the size of his heart certainly was. At Wimbledon in 2007, he retired with a back injury in the third set of his semifinal against Rafael Nadal. He also quit at the 2006 and 2007 French Opens at the third round and quarterfinal stages respectively, while at the 2009 Australian Open - where he was defending champion - he pulled out of his quarterfinal with Andy Roddick citing heat exhaustion. There is an "alarming" lack of awareness of the disorder, which can persist into adulthood, say psychiatrists from the University of Pretoria in an article published in the SA Journal of Psychiatry. Untreated ADHD in adults can mean difficulty focusing, completing tasks and controlling impulsiveness. This can lead to low confidence, difficulty managing money and relationship problems. So, in order to find adults who need treatment, the psychiatrists screened the parents of children receiving ADHD treatment to see if they, too, suffered from "functional impairment" or symptoms of the disorder. The causes of ADHD are not known, with about 5% of children globally estimated to have it. But it is accepted you are eight times more likely to be diagnosed if your parent has it. The psychiatrists, led by lead author Ravindra Sundarlall, hypothesised that if you can help the parent with ADHD or those who are stressed by raising a child with ADHD - it can reduce behavioural and emotional problems for the child. They screened 82 parents of children with ADHD. Many of the parents reported problems functioning in daily life and 41% screened positive for ADHD, even those who didn't have significant challenges. Many were stressed by raising a child with ADHD because they struggled to concentrate, complete tasks and learn at school. "Even if parents have an understanding of a child with ADHD because they also struggled to concentrate at school, it can still be difficult," said Cara Blackie, educational psychologist. The study found parents with ADHD had additional challenges with parenting and at work, including trouble getting a promotion, as well as low self-esteem. They were more likely to engage in risky behaviour as well as smoke, drink and be verbally aggressive.

Yesterday, hundreds of drivers met confidentially in Cape Town under a high private security presence. In response to Uber's announcement that its drivers would now accept cash in South Africa, Mnisi said that the government would not regulate Uber's methods of operations. Uber driver Emanuel Yimesegen said: "It would be cool if they could resolve this because even the taxi drivers need to benefit and we all need to make money and survive somehow. " Uber spokesman Samantha Allenberg said: "We have been engaging since we launched and continue to be a willing participant in further engagements with metered taxi associations on ways we can partner with them. But provincial ANC deputy chairman David Makhura announced yesterday that chairman Paul Mashatile and Zuma would give the main speeches at the rally. A provincial executive committee member, speaking on condition of anonymity, told The Times that Mashatile and other leaders had at first insisted that the provincial leadership lead the rally. At a recent meeting of the party's provincial general council, Zuma said that he would attend the rally even if he were not invited. The provincial leadership excluded Zuma from the Gauteng event and he was scheduled to address a rally in Mpumalanga tomorrow. Zuma's picture and name were featured on all adverts for that rally. But late last week it was decided that the Mpumalanga conference would be postponed to Sunday and that Zuma would address the rally at FNB Stadium tomorrow and Mpumalanga's one the day after. 36 'Progressed' pupils may get a chance to write matric exams over two years A proposal to allow "progressed" pupils - those who failed Grade 11 twice but were nevertheless promoted to Grade 12 - to write the first half of their examination in December and the remainder the following June appeared in the newly gazetted draft amended policy on the conduct, administration and management of the senior certificate. The public have 21 days from June 3 to comment. From next year, only struggling pupils who attend school regularly, pass four subjects or more, and complete all their assessments will be allowed to split exam papers. "We piloted it last year but there was no uniformity in terms of its application. The uptake was also very low because it was late in the year. "Those that did opt for it wrote half the exam last year and the supplementary exam this year," Basic Education spokesman Elijah Mhlanga said yesterday. For the first time last year, thousands of pupils were progressed to matric - but nearly 60% of them failed the exam. In September last year, the Council of Education Ministers said those who had not performed well in the June and September trial exams would be offered the option of focusing only on the subjects in which they were ready to write, and could deal with the remaining subjects this year. The council agreed that if the modulated exam were to go ahead, pupils would have to meet certain criteria. "We are now asking the public to tell us how they feel. We are trying to regulate this system. Without having criteria, all progressed learners will tell themselves that they can just relax and complete their matric over two years. "If you look at the criteria, they force you to do your work. You will be given the opportunity to write over two years if you are not coping," Mhlanga said. He said completing matric over two years was a concept that even some department officials found foreign and questioned at first. But the department feels it will help pupils. After pupils sit for the first part of the exam, they will enter the department's Second Chance programme and get remedial assistance ahead of writing the remainder of their papers. "They will be supported every step of the way," Mhlanga said. Equal Education general secretary Tshepo Motsepe said the policy could have benefits because thousands of pupils drop out of school in Grade 10 as a result of exam failure. But Motsepe said the real problem could be traced to the foundation phases - grades 1 to 3. "Our learners are struggling because for the first three years of schooling they remain three years behind. And that is a result of a foundation phase that has not picked up in terms of poor resources, untrained teachers and overcrowding in classes. By the time they get to Grade 10, they start struggling," he said. National Professional Teachers' Organisation of S A president Basil Manuel said he was worried about the practicality of writing matric exams over two years. "Writing matric over two years is odd. It does make sense that you need to create a means for children, as opposed to failing and never getting back to have a chance. But I am worried about the practicality. " SA Democratic Teachers' Union general secretary Mugwena Maluleke said the plan put matric results ahead of pupils' wellbeing. 41 Alcohol-drug mix caused organs failure in concert deaths–PNP Ken Miyagawa, 18, and Eric Anthony Miller, 33, two of the five party-goers who died during a Pasay City concert last month, suffered multiple organ failure caused by a dangerous mix of alcohol and drugs, the Philippine National Police said on Tuesday. The findings of the PNP’s Crime Laboratory on Miyagawa and Miller are somehow similar with that of the National Bureau of Investigation on 18- year-old Bianca Fontejon, said Chief Supt. Emmanuel Aranas, crime laboratory director, at a press briefing at Camp Crame. The PNP found that Miyagawa and Miller had traces of alcohol and MDMA – a substance found in ecstasy – in their specimens. Pathologists found their brain and lungs were swollen, heart was damaged and tissues in their kidney were damaged too,” Aranas said. What lessened their chances of surviving, Aranas said, was the drinking of alcohol while on drugs, which made the fatal effect of the illegal substance “circulate in their bodies faster.” “Based on the signs and symptoms, they had a chance of surviving but it was almost nil,” he said. He said the effects of taking ecstasy include behavioral changes, hyperactivity, grinding of teeth, memory loss. WADA confirmed the suspension in a statement late Monday (Tuesday Manila time), saying it was a direct result of a decision on March 19 to declare the Spanish anti-doping agency, AEPSAD, non-compliant. The suspension prohibits the Madrid lab from conducting any WADA- related anti-doping activities, including all analyses of urine and blood samples. The Madrid lab could have maintained accreditation if, in the year before the AEPSAD had been declared non-compliant, at least 60 percent of samples analyzed were provided by anti-doping organizations outside of Spain. In a statement on Tuesday, Ombudsman Conchita Carpio Morales said she dismissed for lack of merit the motion for reconsideration filed by Cesante on the Ombudsman’s finding of probable cause against him. Cesante is charged with violating Section 3(h) of the Anti-Graft and Corrupt Practices Act for taking advantage of his position, with deliberate intent of gain, to criminally have direct or direct financial or pecuniary interest in the contract of lease he approved over four commercial units in the municipal- owned Dalaguete Commercial Center Building in Dalaguete, to favor his wife Joanna Cesante. He is also charged with violating Article 216 or possession of prohibited interest by a public officer, as stated under the Revised Penal Code, for having direct or indirect financial or pecuniary interest in the contract of lease favorable to his wife. The Ombudsman investigation showed that Cesante’s wife had been using the commercial space since 2004 without any contract or payment. In 2007, Cesante signed the lease contracts in favor of his wife without approval from the Sangguniang Bayan. According to the charge sheet filed before the Sandiganbayan, Cesante approved the contract of lease for the amount of P237,510 as goodwill money payable in three years from the execution of the contract on June 27, 2007, and P7,125.3 as monthly rental. “Thus, accused intervenes or takes part in the contract or transaction in his official capacity to the damage and prejudice of the government,” the charge sheet read. The Ombudsman had suspended Cesante for nine months in connection with the case. While the Ombudsman served the suspension order in November 2015, Cesante started serving the order April this year. Archimedes Moscare, 50, was shot in the chest at 12:17 p.m. inside his office on the second floor of the Leyte Normal University (LNU), one of this city’s oldest schools. The suspect identified as Aquilino Mejica, 42, fled after the shooting and remained at large. Mejica’s wife, Carol, and the victim were part of a technical working group for LNU’s various projects. The body of Moscare was found by a colleague, Ramberto Cidro, who immediately informed Jerauld Liros, LNU chief security officer. Footage from the school’s closed circuit television (CCTV) camera showed someone looking like Mejica shooting Moscare, Liros said. Liros said they did not know any possible motives for the killing. The bodies were found late Monday afternoon at the Park Houston Apartments in southern Houston, about 2½ miles west of Hobby Airport. The canine, which has been a beloved fixture at the firehouse, aided the Texas Task Force 1 in retrieving surviving victims in the wake of 9/11’s wreckage. The heroic mutt reportedly received a well deserved hero’s salute on her last walk into Fairfield Animal Hospital veterinary office in Cypress, Texas. The job market has rebounded. Consumer spending is picking up along with confidence. Higher home prices have lifted household wealth. Low energy prices have strengthened spending power. Yet the Fed chair also sent a contrasting message in a speech in Philadelphia: So many uncertainties surround the economy that it's impossible to sketch any timetable for when the Fed might raise interest rates again. Thirteen times Yellen mentioned some variation of the word "uncertainty" — starting with a question raised by a dismal jobs report the government issued Friday: "Is the markedly reduced pace of hiring in April and May," Yellen asked, "a harbinger of a persistent slowdown in the broader economy? " She didn't claim to know the answer. The Fed, she said, "will be wrestling" with that question in the months ahead — just as it will be studying other uncertainties she pointed to. In contrast to what she signaled late last month, when Yellen said a rate hike would likely be appropriate in "coming months," she offered no timetable Monday for the Fed to resume raising rates. 78 Mumbai crime: 82-year-old woman's throat slit at her home in Matunga An 82-year-old woman was brutally murdered last night by an unknown assailant in the Matunga residence that she shared with her mentally challenged brother. A witness – the victim’s family doctor — saw a stranger lurking inside the house with a bag, and prima facie, the police suspect it was a robbery. Manjula was living there with her 70-year- old brother Ravi Lal, who is mentally challenged. She also owned the building. It was their family doctor who discovered the crime when he went to the flat for his nightly visit around 7.30 pm. He knocked on the door but got no response, so assumed the brother-sister duo were out. But when he went downstairs, the watchman told him Manjula and her brother were still at home. The doctor went back up but still found no response. This time, however, he found the door open and walked in to see a stranger inside, holding a bag. This person is currently a suspect but his identity remains unknown as his face was obscured by a cap. The stranger told the doctor to go look at Manjula and used the opportunity to flee the scene. Meanwhile, the doctor was shocked to see Manjula’s throat slit, her body lying in a pool of blood on the kitchen floor. He alerted the neighbours and the police around 8 pm. At the time of going to press, the Matunga police were in the process of conducting the panchnama and registering case under Section 302 (murder) of the IPC.

79 Karnataka MLAs enjoy Mumbai hotel's hospitality While the Election Commission has sought a report from the state’s Chief Electoral Officer on alleged horse-trading for the Rajya Sabha polls in Karnataka, some 14 independent legislators from the Karnataka Assembly are enjoying luxurious hospitality in a Juhu hotel. Sources in the Mumbai Police confirmed to mid-day on Monday that the MLAs were holed up in a five-star hotel at Juhu. The police said Room Number 103 was one of the accommodations provided. It was reported that the Congress has relocated the legislators to Mumbai. But the state Congress spokesperson Sachin Sawant denied any such move. “If the legislators are here then the BJP must have flown them here because the party is in power in Maharashtra,” he said. A senior BJP leader said, “It is the Congress that has brought the independents here. Our party does not get involved in such malpractices.” According to reports, the MLAs were transported after a sting by a television news channel reportedly showed a group of MLAs seeking money for their votes in the biennial election to four Rajya Sabha seats from the state. Tanaya Wadkar Tanaya Wadkar (15), a student of Kalsukar English School in Sawantwadi, scored 485 out of 500 and got an additional 15 marks for her sports activities. She had participated in 10-meters open sight shooting at the interschool and state-level competitions and had got a gold medal in one of the appearances. While her father Ramchandra Wadkar is a head clerk with state transport department, her elder brother is pursuing a course in fine arts from B S Bandekar College Of Fine Art (Applied Art), which is affiliated to Mumbai- based Sir J. J. College of Architecture and her mother is a housewife. Her father reminisced that since childhood, she was a bright student but this score is unexpected. “When my brother called me to give the news, I screamed so loud that my neighbours thought something went wrong at my house,” said Ramchandra, adding that he is planning to gift his daughter a rifle to help her continue the sport. He also has planned to send Tanaya to Gun for Glory, an academy run by Olympic bronze medallist Gagan Narang in Pune to help hone her skills in shooting. Tanaya thanked her friend for suggesting to take up shooting. “I took up the sport and reached the national level in six months.” Asked how she handled academics and sports, she said, “I use to wake up early and study. 81 Post-accident, Uber's emergency response team still has still not called victim “Get there. Your day belongs to you.” That’s Uber’s motto, written boldly across their homepage, assuring customers that they will reach their destinations. But for Mumbai’s Amit Mehta (33) and Christine D’souza (26), the only place it landed them in was a hospital. But three days after they were involved in a head-on collision with another vehicle, they are still to receive a call from Uber’s emergency response team. Pic/Prabhanjan Dhanu The accident On Friday, the duo booked an Uber cab from Sakinaka to Jacob’s Circle for a meeting. Mehta told mid-day, “The driver (Gangaram Ugale) was driving rashly. On the last flyover, before Phoenix Mall, the driver swerved right in order to overtake the vehicle in front of us, and by doing so, crashed head-on into a Maruti Zen.” “My body was pushed forward with the force of the impact and I ducked instinctively. I looked at Christine next to me on the back seat, there was blood everywhere, and a part of her scalp on the right had detached itself from the skull.” Mehta and Gangaram rushed D’souza to Wockhardt Hospital in Mahalaxmi. Appalling response What’s shocking, though, is Uber’s response when he sent them an email, saying he had just been in an accident in one of their vehicles and that his friend was in an emergency at the hospital. “I sent Uber my emergency mail at 4.15 pm, saying they should call me,” said Mehta. “But at 6 pm, I got a response via mail saying as per their company policy, they are not allowed to call clients, and that I must convey whatever it is over email.” The following day, Mehta sent Uber a detailed email at 6.20 am. When he didn’t receive a response till 6 pm, Mehta decided to turn to social media. “After about an hour of me putting up details of the accident on Facebook, I finally got a call from Uber. However, this person belonged to the company’s social media team, and not their emergency response team,” he said. On Sunday, Uber’s corporate communication team responded to Mehta’s Facebook post. “I am so sorry for what has happened; I cannot even imagine what you must be going through. But, I’m glad we spoke and we are here to help you out in any and every way possible. I wish Christine nothing but the best of health,” said Neeti Nayak, corporate communications, Uber. “Since we’re unable to respond to your status update, from the Uber India page, due to Facebook’s policy restrictions, the team has emailed you with all the information you’ve asked for. We’re here to support you through the entire process.” An ‘opportunity’ The same day, Mehta received a second call from Uber, again from the social media desk. Upon enquiring why the emergency response team was not calling him, instead, he was told that the “emergency services team had escalated the matter to the social media team as they felt it was a good opportunity for Uber to make up for the blunder as the story had now gone viral.” A livid Mehta said, “You cannot write on your website that you have a 24x7 emergency response team, and that you care about your clients’ safety, but at the same time, read an email from your client that says he is in a critical situation and respond by saying we cannot call you.” Back home D’souza is currently recovering at home. She said, “Both Uber and the driver should be held accountable and responsible for this incident. Did Uber check his driving record before contacting him? What are the company’s screening policies for its drivers?” As of yesterday, Mehta and D’souza still haven’t received a call from the company’s emergency response team. ‘Sunlight in my eyes’ Ugale said ,“As I was driving on the bridge near Phoenix Mall, the sunlight came directly into my eyes and blinded me. I couldn’t see anything in the front. That’s when the accident happened.”

82 6 Russian weightlifters, judo champion banned for doping Moscow: The Russian anti-doping agency says six weightlifters, including former world and European junior champions have been banned for doping offenses. The agency says 2014 world junior champion Larisa Kobeleva received a four-year ban and Nadezhda Ovchinnikova, the European junior champion in 2014, was banned for two years. The other four weightlifters received sanctions of between four and eight years for doping offenses committed last year. It did not publish details of the offenses. There was also a four-year ban for Russian judo champion Khachirov. The latest bans come less than two weeks before a key vote on whether to allow Russia's track and field team to compete at the Olympics. 87 Mumbai: Six-floor-high shanty touches Bandra skywalk, BMC yet to take action Like a giant constrictor tightening its coils around its prey, the towering slums of Behrampada, spread over 7 acres of land, are menacingly closing in on the Bandra skywalk. The skywalk connects the Bandra station to Bandra- Kurla Complex as well as the railway terminus in the east. On December 13, 2009, mid-day had reported how five-storeyed slums, over 60 ft high, had mushroomed in the area without architectural blueprints or foundations. We had warned that disaster would come knocking again — a fire that broke out in the slums in June that year raged on for over 40 hours, claimed five lives and displaced 4,000 people. The biggest challenge that the fire brigade faced while dousing the blaze was getting through the tightly squeezed bylanes of the settlements. A 10x10 ft room draws a rent of Rs 15,000. Adding floors is a common method to earn a quick buck. Pics/Suresh Karkera Although a single window system for all clearance from various government agencies has been put in place to undertake a legal construction in Mumbai, the process could take over a year. It is evident that this hasn’t deterred the illegal slums of Behrampada. At several points, the shanties are as high as the skywalk No sight of action After the mid-day report, the authorities had promised to crack down on these settlements, but a reality check over six years later throws up a far more daunting picture: the shanties have continued to grow vertically, each sandwiched between the others. Some of the huts have been raised to six storeys, which could easily be 80 ft high, and almost kiss the skywalk. Their total population exceeds 1 lakh. The slums, packed close to each other, bear down on the Bandra skywalk and the railway tracks. A number of them have been rented out for commercial use Last December, the BMC had cleared a proposal — dubbed by its critics as an appeasement policy — made by corporators across party lines to allow the height of post-1995 shanties to be increased from 14 ft to 18 ft, allowing them to ground-plus-one structures. The Behrampada slums have beaten even this relaxed restriction by a mile. Ticking time bomb The shanties are built so close to each other that if one were to cave in, say, during a spell of heavy rain, it would set off a domino effect. An outbreak of a fire could gut acres of the settlement. Residents say hundreds of slumdwellers added floors to their existing ground-plus-two structures only a few months ago. “Initially, adding one or two storeys and then giving them out on rent was a quick way for many to make an extra buck. As the greed grew, so did the height of the structures,” alleges a resident. A small 10x10-sq ft structure, which is usually taken for commercial use, can fetch anywhere between Rs 15,000 and Rs20,000 a month. The resident says most of the floors have been added under the guise of carrying out repairs. She claims that such work was once carried out covertly, covered by tarpaulin and canvas sheets. Today, it’s all allegedly done in the open, without the slightest fear of the law.

A group of boys were playing cricket in the shadow of the flyover on the Highway. 93 Delhi government clears solar policy with 1 GW target by 2020 New Delhi: The Delhi government on Monday announced implementation of its solar policy with the aim of making the national capital a solar city with installation of 1 GW solar power capacity by 2020. This target is proposed to double it to 2 GW during further next five years (by 2025). The decision to clear the policy, which "outlines a combination of regulations, mandates, incentives, and tax breaks for the growth of rooftop solar power in the capital" was taken by Delhi cabinet in a meeting, chaired by Chief Minister Arvind Kejriwal, said a statement. "The policy promotes net-metering for all solar plants above 1 kW based on the net-metering regulations already issued by the Delhi Electricity Regulatory Commission. It also mandates the deployment of solar plants on all government-owned rooftops in the next five years. It requires Discoms to meet at least 75 percent of their solar renewable purchase obligation (RPO) within Delhi," it added. Kejriwal said: "Making Delhi a solar city is one of our 70 point agenda points. This policy which is very progressive will help in providing clean and green energy. "Rooftop solar systems offer sustainable energy, environmental benefits, low gestation period and minimum transmission and distribution losses. " Power Minister Satyendar Jain said that solar power was the most viable form of green energy in Delhi. "It has the potential of lowering the state’s expenditure on energy through peak shaving, strengthening its energy security, and reducing its reliance on unsustainable fossil fuels. It will also reduce the burden on the existing transmission & distribution system hence less expenditure will be required on their maintenance," he said. The policy supports all models of ownership and maintenance of solar plants, including self-owned (“CAPEX”) and third-party-owned models (“RESCO”), the statement said. The Delhi government also expressed its commitment to work towards increasing Delhi’s share of renewable energy to help combat climate change, reduce air pollution, and enhance energy security. The key highlights of the policy are mandatory deployment of solar on government/public institutions, concept of virtual net-metering, group net- metering, generation based incentive for three years, building bylaws amendment for rooftop solar installations, tax breaks, benefits and subsidies, and solar system up to 200 KWp being exempt from certification by an electrical inspector.

Narendra Modi "My government has always been accountable to the people of Odisha. We believe in work, not publicity," he told the media here. Patnaik said Odisha is the only state in the country to adopt Biju Janata Dal's election manifesto as the agenda for governance from the day his government assumed office. Addressing a public gathering at Balasore on June 2, Modi described the BJD government as "soi hui sarkar" (sleeping government). The Chief Minister attacked the central government for alleged change in the fund- sharing pattern and increase in various cess and surcharges, which further deprive the state of its due share in central taxes. "Most central schemes with 90:10 sharing pattern have now been changed to 60:40 or 50:50 sharing pattern. This will benefit the developed states but deprive the not-so- developed eastern states, including Odisha," he added. Patnaik also said his government had created a national record in providing shelter to more than a million households and exuded confidence that the 2.3 million target will be achieved. "We have substantially increased our investment in irrigation and are moving towards the target of one million hectares of capacity addition. We have also brought down the effective rate of interest to 1 per cent for crop loans to benefit small and medium farmers," he added. He said electrification of 11.5 lakh households in Odisha, including three lakh below poverty line families, has been achieved while the construction of 500 new electricity sub-stations is in full swing. "We set up 100 Odisha Adarsh Vidyalayas and more than 30,000 children from rural areas from some most backward blocks enrolled in this quality education initiative," he said. Patnaik said that despite stoppage of funds by the Union government, the state government had gone ahead with the construction of six new medical colleges. "I am hopeful two of them will be functional by the next year and the remaining by 2018. "

95 Man buried wife alive using Modi's Swachh Bharat campaign as excuse To his neighbours, he came across as a man keen on cleanliness, but it was with an unclean heart that a 45-year-old Rajasthani man began digging a new toilet in his home, where his wife’s lifeless body was unearthed over a month later. Tired of tending to his ailing wife, the man had buried her alive in a pit and fled to Kandivli, where he was arrested on Monday. The Swachh Bharat programme provided the perfect cover-up plan for the accused — identified as Chandmal Jain, the owner of a grocery store in Majeragaon in Rajasmandh district. With so many people building toilets in his town and across the country, he thought no one would suspect him for doing so. Jain managed to escape suspicion long after he killed his wife in April. Not only did he bury her alive, but every night, he would spread a mat at the same spot and sleep there. Sarita Jain and Chandmal Jain According to the Kelwada police, Jain had married the deceased, Sarita, in October 2013 in a court marriage. Sarita had been ailing for a long time, and had become bedridden. About a year ago, Sarita had given birth, but the infant died within the fortnight. Tired of her poor health, Jain decided to kill his wife. “In April, Jain hired some local labourers to construct a toilet in his home. The labourers left after finishing their day’s work, and Jain threw his wife into the pit and buried her alive,” said head constable Narendra Singh of Kelwada police station, adding, “On the next day, he told the labourers to stop coming as he had run out of cash.” It was only when neighbours and relatives began to ask where his wife was that Jain began to feel the heat. Jain told people that she had gone to her parents’ house and even his own brother was under the impression that the couple had had a fight. Jain finally registered a missing person’s complaint with the Kelwada police in Rajasthan on June 1. “He told us that Sarita had taken Rs 5,000 and left 15 days ago without informing him,” said Constable Singh. But on Sunday, the cops dug up the decomposed remains of Jain’s wife in his house and asked the Samta Nagar police to nab the accused, who was hiding in his relatives’ house in Ashok Nagar, Kandivli. 97 Meeting of CMs of coastal states in Mumbai on June 16 New Delhi: In view of prevailing security threats on India's coastline, the central government has decided to convene a meeting of all chief ministers of coastal states in Mumbai on June 16 for enhancing entire security paradigm, an official said. The decision to convene such a high-level meeting was taken shortly after Union Home Minister Rajnath Singh on Monday reviewed coastal security and related issues at a meeting here with officials of various security agencies and departments concerned. "The meeting of the chief ministers of all coastal states will be held in Mumbai on June 16," an official source told IANS. The proposed meeting under the chairmanship of Rajnath Singh will review all aspects of security along the country's over 7,500 km coastline, which is dotted with 12 major ports and 187 intermediate ports. The central government has been implementing a 'Coastal Security Scheme' since 2005 for strengthening infrastructure for coastal patrolling and surveillance. The states those will participate at the key meeting include Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Odisha and West Bengal, while administrators of the union territories of Daman and Diu, Lakshadweep, and lt. governors of Puducherry and Andaman and Nicobar Islands are also likely to attend the meeting.
