Executive Summary

This report presents a summary of a review undertaken by the A9 Safety Group to better understand existing vehicle speed and speed enforcement statistics on the A9.

Speed enforcement is currently undertaken through a combination of the Trunk Patrol Group under Police and Northern, Tayside and Central Safety Camera Partnerships (SCP). SCP enforcement records have been reviewed and demonstrate that the highest speeding offence rates occur at mobile enforcement sites south of , in particular on the to Perth section of the route.

Vehicle speed data was collected at 23 traffic counters spread across the A9 between Dunblane and Inverness.

A review of speed data collected at these counter locations indicates that approximately 37% of cars and 29% of motorcycles are exceeding the posted speed on single carriageway sections of the route between Perth and Inverness. Considering an average across all counters interrogated, approximately 36% of cars and 48% of motorcycles were identified as exceeding the posted speed.

Three traffic counters on the A9 are currently capable of separately recording speeds of HGVs greater than 7.5 tonnes. These weigh in motion (WIM) sites categorise up to 19 vehicle classes, ranging from cyclists to HGVs with 7 or more axles and allow us to identify how different vehicle types are using the route.

Based on these counters, the average speed on dual sections for HGVs>7.5 tonnes was 3.7 mph above the speed limit of 50 mph whilst the average speed for single carriageway sections of the route was 10 mph above the speed limit of 40 mph.

1. Overview / Purpose

The A9 Safety Group was set up by Transport Scotland in July 2012. The main aim of the group is to work together to positively influence driver behaviour in a way that helps to reduce road casualty figures on the route before and during the A9 dualling programme.

The A9 Safety Group is currently progressing a number of actions to help achieve this aim. Principally this involves the development of an ‘evidence base’ to help to understand the current issues on the route affecting road safety. This evidence base can then be used to provide a robust basis from which the group can identify and target appropriate measures to improve driver behaviour.

Understanding vehicle speeds and the current approach and statistics from existing speed enforcement across the route forms a key part of the development of the ‘evidence base’. In the first instance, this information will assist inform effective deployment plans for future speed enforcement on the route.

The purpose of this report is therefore to present a succinct summary of the current:

• Speed enforcement approach and statistics; and • Average vehicle speeds on the A9.

2. Current Speed Enforcement

2.1. Overview

Speed enforcement on the A9 has historically been undertaken by Central Scotland Police, Tayside Police, Northern Constabulary and the respective Safety Camera Partnerships (SCPs).

However the police approach to speed enforcement on the route has recently changed (since 1 April 2013) following the formation of the Patrol Group under Police Scotland. The existing safety camera partnerships continue to undertake duties for speed enforcement on the route and Figure 1 below illustrates the Safety Camera Partnership regional boundaries in relation to the A9.

Speed enforcement is currently undertaken through three primary means:

• A number of fixed safety cameras; • Mobile safety cameras (fitted to vehicles) at selected sites; and • Regular police patrols.

2.2. Police Enforcement

The police regularly commit resources to patrol the route to enforce speeds and poor / dangerous driving (in addition to attending all serious and fatal road traffic accidents). The level of deployment can vary significantly on a day to day basis as result of the need to attend other operational matters.

2.3. Safety Camera Partnership Enforcement

2.3.1. Approach

Tayside SCP uses a combination of both fixed and mobile safety cameras, whereas Central and Northern SCPs use only mobile safety cameras to encourage road users on the A9 to observe posted speed limits on the route. An A9 speed enforcement route strategy is used to inform speed enforcement on the route. As a result, mobile enforcement is undertaken across the entire length of the route and not just at identified casualty ‘hotspots’.

2.3.2. Locations

There are a total of 5 fixed safety camera sites and 109 mobile enforcement locations that have been identified for speed enforcement on the A9. The SCPs develop a programme for speed enforcement across these route locations.

Fixed camera sites are primarily located towards the southern end of the route, with 3 positioned on the Broxden to Keir section and the remaining two located near and Aberfeldy respectively. Mobile enforcement locations are widely spread across the route; however there is an increased concentration of sites south of Inverness.

Appendix A illustrates the locations of the fixed and mobile safety cameras sites on the route.

2.3.3. Process / Investment

Each SCP is responsible for the process of undertaking speed enforcement on the route. Following each period of enforcement, back office processing is then undertaken to record offence details of vehicles that have been detected as exceeding the enforcement speed threshold and Intended Notices of Prosecution prepared.

As each SCP has responsibilities for speed enforcement on various routes besides the A9, it is not possible to put an estimate on the level of financial investment of speed enforcement on the A9.

2.4. Limitations of Current Approach

The current approach to speed enforcement on the route makes best use of available resources and information to target and address speeding issues. However it is recognised that there are a number of limitations that affect speed enforcement on the route:

• Grant funding limitations affecting resourcing and network of camera provision; • Inability to enforce at mobile enforcement locations during the hours of darkness; and • Length and rural nature of the A9 resulting in long journey times for mobile enforcement.

3. Speed Enforcement Statistics

3.1. Approach to Summary

Statistics relating to speed enforcement undertaken by the SCPs on the A9 in 2012 have been collected and summarised in Table 1 overleaf. This information has been broken down by the following route sections:

• Dunblane to Perth; • Perth to Inverness; • Inverness to ; and • Dornoch to .

In addition to this, the speed enforcement statistics have been summarised by common route provisions (single carriageway and dual carriageway) across each of the above route sections.

The following details are provided:

• Number of Enforcement Locations; • Made Known Offences (the number of vehicles caught travelling at a speed above the enforcement threshold for each respective vehicle class); • Deployment Hours (the number of hours that vehicle speeds were being enforced); and • Offences per Hour.

The statistics presented do not include data relating to speed enforcement undertaken by the respective Police forces as this information is not readily available.

3.3. Speed Enforcement Summary

A summary of the key observations from the 2012 speed enforcement statistics are noted below:

• Across the full route there was on average 0.14 offences per hour through the deployment of fixed safety cameras; • Considering mobile enforcement only, on average 6.77 offences per hour were recorded at mobile enforcement location across the full route; • The volume and rate of offences at fixed camera sites is significantly less than at mobile enforcement locations. This is primarily because fixed safety cameras continuously operate (24/7) whereas mobile enforcement is more targeted at relevant times of the day; • The offence rates appear to be higher south of Inverness and in particular across the Dunblane to Perth section of the route; • On average there were 11.62 offences per hour through mobile enforcement on the Dunblane to Perth section; and • On the Perth to Inverness section of the route, offence rates per hour were higher on single carriageway sections (mobile enforcement) compared to on dual sections.

3.4. Offender Postcode Analysis

The home postcodes of those caught speeding on the A9 in 2012 have been plotted on a map background to help understand and profile offenders on the route. Figure 2 below presents the outcome of this process. The coloured circles represent areas where road users who have been caught speeding on the A9 reside. The colour scale changes from blue to red to represent increased concentration of offenders from particular areas / regions.

It can be seen that speeding offenders on the A9 in 2012 came from across the UK. However it is clear that the most noticeable concentrations of offenders reside in the Scottish and other major urban populations in Scotland including Aberdeen and Inverness.

Outside of Scotland particular concentrations of offenders are noted in Birmingham, Leeds, Manchester and London. It is expected that this is principally a result of vehicle hire car company headquarters being located in these major English cities and as such does not necessarily reflect the home post code for offenders.

4. Vehicle Speed Data

4.1. Data Sources

Traffic data is collected by Transport Scotland through automatic traffic counter sites and weigh-in-motion (WiM) sites located across the trunk road network. These traffic counters collect traffic data which is then collated, validated and stored in a database known as the Scottish Traffic Database (SRTDb).

The traffic counters have varying capabilities dependent on their age, and their particular purpose for installation. Some of the traffic counters are capable of recording vehicle speeds for each and every vehicle that crosses the counter loops embedded in the road. Importantly such traffic counters can also determine the class of each vehicle such that an understanding of vehicle speeds for each vehicle class can be established.

To inform the work of the A9 Safety Group in establishing current vehicle speeds across the A9, a selection of traffic counters capable of recording vehicle by vehicle’ speeds have been identified, interrogated and summarised.

4.2. Traffic Counter Locations and Time Periods

Twenty three traffic counters have been selected to ensure a sufficient spread across the route extents and route provisions between Dunblane and Inverness (see Appendix B).

To provide a fair, robust representation of vehicle speeds, traffic data for a 1 month period from 2012 has been collected and summarised at each location. In each case a neutral month has been selected to avoid the influence of seasonal variations on traffic flows affecting operation and speeds, although this is not expected to be significant at the majority of locations on the A9.

The neutral month selected at each counter location has been chosen based on the number of days of data available on a per site basis. In all cases at least 28 days of data was available, ensuring a robust representation of vehicle speeds for that period. Table 2 overleaf summarises the traffic counter locations and data periods selected.

Vehicle speeds have been collated at the locations as outlined in Table 2 for the following vehicle types:

• Cars/Vans; • Car + Trailer; • Motorcycles; • Light Goods Vehicle (LGV) / Rigid Heavy Goods Vehicle (HGV); • Articulated HGV (all weights); and • Bus.

4.3. Data Format

Due to the variation in the configuration of traffic counters on the network, the type and form of data available varies by location (see Appendix C). However the data (two way) from each counter location has been summarised in Table 3 overleaf to present the following average values:

• Average daily flow by vehicle class; • Average speed by vehicle class; and • Percentage of vehicles (by class) above the posted speed limit.

The reporting process from the traffic counters is automated. There are certain limitations with this process at present, as the percentage of vehicles above the posted speed limit is only output against the national speed limit (60 mph on single carriageways and 70 mph on dual carriageways). As such, the percentage of vehicles above the posted speed limit for Articulated HGVs and Buses cannot be as clearly established. Speed percentile data contained within Appendix C does however provide a good indication of the level of proportion of these vehicle classes travelling in excessive of the relevant speed limits.

Focus has been placed on presenting outcomes of the analysis of speeds for Car/Vans, Motorcycles and Articulated HGVs in Table 3 overleaf, however data for all vehicle types on a by-direction basis is contained in Appendix C.

4.5. Summary

Table 3 presents an overview of spot speeds by vehicle type at selected counter locations across the A9. These traffic counters are considered to provide a fair reflection of typical speeds on the route.

It is noted that there is generally speaking limited variation of speeds on a site by site basis (of common route provision) for each vehicle class on both single and dual carriageway sections.

It can be seen that the average speed of cars on the A9 was typically within the posted speed limits, with the exception of the counter sites at Kincraig, Nuide Farm, Kincraig, Slochd. The percentage of cars recorded above the speed limit ranged from between 20% to 51% across the counters interrogated. The percentage of cars above the speed limit on dual sections was approximately 26% on the Perth to Inverness section and 38% on the Dunblane to Perth section. This compares to approximately 37% above the speed limit on the single carriageway sections of the route.

The average speed for motorcycles on the A9 was typically within the posted speed limit with the exception of the counter sites at Dunblane Bypass, just North of Dunblane and just North of Dalreoch with average speeds of 71.2 mph, 70.5 mph and 70.5 mph respectively. Approximately 48% of motorcyclists were exceeding the speed limit on the Dunblane to Perth section of the route and approximately 29% on single carriageway sections of the route across the same extents (this should be treated with some caution as it based on data from only 1 traffic counter.

Although considered within the calculation of average speeds, Table 3 does not reflect the volume of vehicles travelling at excessive speeds (well in excess of posted speed limits). Details relating to the percentage of vehicles travelling at speeds greater than 15 mph above the posted speed limit is contained within Appendix C.

The average speed for articulated HGVs was over 50 mph at every counter location interrogated, with the exception of Shierglas, and in general terms (based on available speed percentile data) it is estimated that the large majority of articulated HGVs were exceeding the speed limit on the route – see Appendix C. However it is recognised that this vehicle class includes HGVs both above and below 7.5 tonnes and such includes vehicles travelling to different speed limits. Further analysis is therefore required to more accurately establish speeds of HGVs>7.5 tonnes and this analysis is presented in Section 5 overleaf.

5. HGVs Above 7.5 Tonnes

5.1. Overview

Goods vehicles are subject to different speed limits based on their vehicle weight as follows:

As a result of this, the speeds presented for ‘Articulated Heavy Goods Vehicles’ as referenced earlier in this report relate to two classes of goods vehicles, travelling to different speed limits.

This affects the suitability of drawing clear conclusions relating to the speed of each of these distinct vehicle classes, and in particular for this assessment, the speed of HGVs>7.5 tonnes.

5.2. Data Sources and Summary

There are three Weigh in Motion (WiM) traffic counters on the A9. These counters are capable of collecting the speed of vehicles by weight, and as such can specifically determine the speeds of HGVs>7.5 tonnes.

Additional analysis has therefore been undertaken to collect speed data for HGVs>7.5 tonnes from these three traffic counters (WiM counter locations in Appendix D). Details of the WiM counters and the data periods used to inform this assessment are contained in Table 4.

Table 5 indicates that based on the three WiM traffic counters, the average speed of HGVs>7.5 tonnes is greater than the posted speed limit on single and dual carriageway sections of the route. This is particularly pronounced on single carriageway sections, with an average speed based on two traffic counter locations of 50.0 mph (compared to the speed limit of 40 mph).

5.3. Comparison with Articulated HGV Speeds

A comparison of HGV>7.5T speeds at the 3 WiM sites (Table 5) has been undertaken against the articulated HGV speeds recorded at the other 10 traffic counter sites considered in this review (Table 3). This comparison is presented in Table 6 below.

In general terms it can be seen that there is close correlation between the average speeds of the Articulated HGV and HGV>7.5 tonne vehicle classes based on the traffic counters interrogated.

On single carriageway sections between Perth and Inverness, the average speed for articulated HGVs was 1.6 mph higher than for HGVs above 7.5 tonnes.

On dual carriageway sections , the average speed for articulated HGVs was broadly similar to the speed recorded for HGVs above 7.5 tonnes (0.2 mph difference).

It is recognised that there are a limited number of traffic counter sites informing this comparison and that there is no consideration of variance in average speeds by vehicle class on a location by location basis. However it is considered appropriate on the basis that only marginal variation in speeds of articulated HGV speeds at the 23 counter locations (not classified by weight), and HGV>7.5 tonnes at the 3 WiM counter locations has been identified. This constancy in speeds across the counter location considered suggests that the limited number of counters considered is not likely to materially influence the general outcomes of this review.

Through this comparison, adjustment factors have been established such that the average speeds for articulated goods vehicles at the counters, not capable of disaggregating vehicles by weight, can be appropriately adjusted to estimate average speeds for HGVs above 7.5 tonnes at these locations.

5.4. Summary

Table 7 contains the adjusted average speed of HGVs>7.5 tonnes based on the adjustment factors calculated. Due to the scale of the adjustments being relatively minor, the estimated average speeds for HGVs>7.5 tonnes closely resemble the articulated HGV speeds presented earlier in this report.

As such the average speed of HGVs>7.5 tonnes is estimated to be greater than the posted speed limit at the traffic counter locations interrogated on both single and dual carriageway sections of the route. This is particularly pronounced on single carriageway sections, with an estimated average speed of approximately 50 mph (compared to the speed limit of 40 mph).

6. Summary

A review of the existing approach to speed enforcement on the A9 has been undertaken. Speeding offence rates were identified as being highest at mobile enforcement locations south of Inverness, and in particular on the Dunblane to Perth section of the route.

Vehicle speed data has been collected from 26 traffic counters spread across the A9 between Dunblane and Inverness. Data was collected across a full neutral month at each counter to establish speed data by vehicle class.

A review of speed data at the counter locations interrogated indicates that approximately 37% of cars and 29% of motorcycles were identified as exceeding the posted speed on single carriageway sections of the route between Perth and Inverness.

Considering an average across all dual carriageway counters interrogated, approximately 36% of cars and 48% of motorcycles were identified as exceeding the posted speed.

Only three traffic counters on the A9 are capable of recording speeds of HGVs greater than 7.5 tonnes. The average speed on dual sections for HGVs>7.5 tonnes was 53.7mph (based on 1 WiM counter) compared to the speed limit of 50 mph, whilst the average speed for single carriageway sections of the route was 50.0mph (based on two WiM counters) compared to the speed limit of 40mph.

A comparison of the average speed of HGV>7.5 tonnes at the three WiM sites was undertaken against articulated HGV speeds at the other 23 traffic counters sites on the route. This comparison demonstrated only marginal variation in speeds between the HGV (all articulated HGVs) vehicle class and the HGV>7.5T vehicle classwas considered appropriate as only minimal variation in speeds of HGVs. Adjustment factors were calculated and applied to the articulated HGV speeds to help estimate the speed of HGV>7.5 tonnes at each of the counter locations considered on the route.

The average speed of HGVs>7.5 tonnes was estimated to be above the posted speed limit at each counter location interrogated. As at the WiM sites, the average speed of HGVs>7.5 tonnes was identified as most pronounced on single carriageway sections of the route.
