Rt Hon , ONZ SSI Helen Clark was Prime Minister of New Zealand for three successive terms from 1999–2008. She was the first woman to be elected as Prime Minister in New Zealand.

Throughout her tenure as Prime Minister, and as a Member of Parliament over 27 years, Helen engaged widely in policy development and advocacy across the international, economic, social, environmental, and cultural spheres. She advocated strongly for New Zealand’s comprehensive program on sustainability and for tackling the problems of climate change. She was an active leader of her country’s foreign relations, engaging in a wide range of international issues.

In April 2009, Helen became Administrator of the United Nations Development Programme. She was the first woman to lead the organisation, and served two terms there. At the same time, she was Chair of the United Nations Development Group, a committee consisting of all UN funds, programs, agencies, and departments working on development issues. As Administrator, she led UNDP to be ranked the most transparent global development organisation. She completed her tenure in 2017.

Helen came to the role of Prime Minister after an extensive parliamentary and ministerial career. Prior to entering the , Helen taught in the Political Studies Department of the University of , from which she earlier graduated with her BA and MA (Hons) degrees.

Helen continues to be a strong voice for sustainable development, climate action, gender equality and women’s leadership, peace and justice, and action on non- communicable diseases and on HIV.

Dr Therese Arseneau, Facilitator A political scientist with particular interest in elections and representation, Therese has lectured in Canadian and New Zealand universities and is currently a Senior Fellow in Political Science at the University of Canterbury in Christchurch. In 2011, she received the University of Canterbury Teaching Award for excellence in teaching.

Dr Arseneau was a member of the New Zealand Electoral Commission’s Expert Advisory Panel for the 2011 referendum on the electoral system and the post- referendum review of MMP. More recently she has advised the Commission on its voter participation strategy and the flag referendum. Therese has extensive experience as a political and election night analyst for TVNZ and TV3 in New Zealand and for CBC TV and Radio in Canada.

Dr Arseneau also has wide-ranging governance experience including current roles as Chair of the Board of ChristchurchNZ, Ara Institute of Canterbury and the Christchurch Symphony Orchestra, and as a Director of J Ballantynes Company Ltd.

She holds a DPhil and MPhil in Politics from Oxford University, UK which she attended as a Commonwealth Scholar.

Born in Korea, and growing up in Malaysia, Melissa moved to New Zealand as a young adult in 1988. Melissa’s background ensured her place as a strong advocate for New Zealand’s diverse ethnic communities within the National Government.

During her time in Parliament, Melissa has served in a number of Parliamentary roles including as a Parliamentary Private Secretary, Chair of the Social Services and Commerce Select Committees and sitting on the Health and Education Committees.

Since the start of the 52nd Parliament, Melissa has served on the Economic Development, Innovation and Science Committee, chairs the North Asia Parliamentary Friendship Group, co-chairs the Parliamentary Human Rights Network and is the National Spokesperson for Ethnic Communities as well as Broadcasting, Communications and Digital Media.

Brett Nutley, Indigenous Liaison Officer, Queensland Parliament Brett Nutley has been the Indigenous Liaison Officer at the Queensland Parliament since January 2008.

The Indigenous Liaison Officer acts as a primary contact and liaison point between the Parliament and Aboriginal and Torres Strait Islander communities. The role includes supporting the Parliament to deliver outreach programmes to facilitate more effective engagement between the Parliament, its committees, Members, and the Aboriginal and Torres Strait Islander communities across Queensland.

Brett also advises the Speaker, Members, and staff on Aboriginal and Torres Strait Islander cultural protocols as they affect the Parliament (e.g. welcome to country, acknowledgement of traditional owners, observance of ceremony, and protocol).

This role came from one of the 25 recommendations in the Hands on Parliament report 2003, which was reported by a Queensland Parliamentary Committee Inquiry into Aboriginal and Torres Strait Islander Peoples’ Participation in Queensland’s Democratic Process.

The Queensland Parliament is the only Australian parliament to appoint an Indigenous Liaison Officer.
