Date and place of next meeting 4 PV\654306EN.doc PE 383.695v01-00 EN EN The meeting opened at 15.00 on Tuesday, 23 January 2007, with Ona Juknevičienė (Chairwoman) presiding. 1. Adoption of draft agenda (PE 383.682) The draft agenda was adopted without amendment 2. Adoption of minutes of the meeting on 23 January 2007 (PE 383.672) The minutes were adopted without amendment. 3. Chairman's announcements Mrs Jukneviciene welcomed Mr Reinhold Hack from the European Commission. She noted that the Uzbek embassy were not in a position to send a representative on this occasion. 4. Preparations for the 6th EU-Uzbekistan PCC w/c 19 March 2007, Uzbekistan Mrs Jukneviciene noted that a draft programme and agenda had been received the previous evening from the Uzbeks. She invited the members to comment. Mr Callanan noted that he had not yet received his passport and visa back from the Uzbek embassy in Brussels. Mrs Jukneviciene stressed that the visit to Andijan should be focussed on human rights issues. Mrs Jeggle regretted that she could not go to Andijan as she had to fly back to Europe on Thursday 22 March. Mrs Jukneviciene underlined the need to know about the date of the Nawruz celebrations in order to arrange the trip to Andijan. Mr Callanan asked about the possibilities of meeting with human rights activists while the delegation was in Uzbekistan. Mrs Bourzai asked whether it would be appropriate to raise the issue of elections in Uzbekistan which - according to reports - should have taken place on 20 January 2007. Mrs Jukneviciene stated that this should be determined on the spot as it was a sensitive issue. Mrs Jukneviciene asked for volunteers on the various agenda items. These were duly noted. The Commission representative Mr Hack noted that the joint paper being prepared by the Commission and Council on Central Asia was in a draft stage. It was intended to present it to the EU summit in June. There would be a "troika" visit to Astana on 28 March 2007 for a meeting with the foreign ministers of the region. The main policy was one of "new PV\654306EN.doc PE 383.695v01-00 EN engagement" or "re-engagement". Mr Hack also noted that the EU Expert Group had visited Andijan and it had been concluded that technical meetings could start again. The visa ban and sanctions were being maintained. The Sub Committee on Justice and Legal Affairs included a human rights dialogue. He concluded by underlining the position of the Commission that silence and non-dialogue had not promoted human rights in the Uzbekistan. 5. Review of the Turkmenistan Presidential elections of 11 February 2007 Mrs Jukneviciene outlined details of the inauguration of President Berdymukhamedov in Turkmenistan. Mr Maat proposed that the delegation hold a hearing on Turkmenistan following the elections on the previous Sunday. He and Mrs Bourzai underlined the need for a letter to be sent to the Turkmen authorities regarding Mr Karizov who was in prison. Mrs Jukneviciene noted that she had prepared a letter for the Turkmen ambassador and would copy it to two members. Mr Hack stressed that the Commission would be happy to participate in a hearing on Turkmenistan. He noted that a representative of the EU Presidency had been present at the inauguration of Mr Berdymukhamedov. 6. Any other business Mrs Jukneviciene informed members that the 7th EU-Kazakhstan PCC was now scheduled to take place in Astana on 3 and 4 of May to avoid a clash with the May Day celebrations. On 2 May the delegation might begin its own independent programme. Information was being sought about a possible visit to Atyrau on the shore of the Caspian Sea to examine the energy issue. Mr Blokland expressed a desire to participate in the PCC in Kazakhstan. Mrs Jukneviciene informed the delegation that she would be meeting with Mr Pierre Morel, EU Special Representative for Central Asia, on Tuesday 20 February at 1300hrs in her office. Members were welcome to attend. Mrs Jukneviciene informed the delegation about the visit of President Bakiyev of Kyrgyzstan to the European Parliament on Tuesday 27 February. (The meeting was subsequently cancelled). Mrs Jukneviciene informed members about the invitation to participate in the Working Groups set up by the Development Committee to establish democratic oversight of the Development Cooperation Instrument (DCI). The relevant group for Central Asia was Working Group A, chaired by Mr Michael Gahler. Mrs Jukneviciene herself and Mrs Jeggle expressed an interest in participating. 7. Date and place of next meeting Mrs Jukneviciene announced that a meeting slot had been arranged for Thursday 15 March in Strasbourg if necessary. Otherwise the next delegation meeting was scheduled for 11 April at 1130hrs in Brussels.
