TWINNING PROJECT Strengthening the Public Internal Financial Control in the Republic of Armenia TWINNING PROJECT Strengthening the Public Internal Financial Control in the Republic of Armenia CAPITAL: Yerevan POPULATION: 2.8 million in the Republic of Armenia, around 10 million in the world LANGUAGE: Armenian RELIGION: Armenian Apostolic Church TIME: GMT+4 (Armenia is no longer switching its time) AREA: 29,800 sq km NATIONAL CURRENCY: Armenian Dram (AMD) MORE INFO: www. armeniainfo.am Armenia is a landlocked mountainous country in the South Caucasus region. It borders with Turkey, Azerbaijan, Iran and Nagorno Kharabagh. A former republic of the Soviet Union, Armenia is a unitary, multiparty, democratic nation-state with an ancient and historic cultural heritage. The Kingdom of Armenia became the first state in the world to adopt Christianity as its religion in 301AD. The modern Republic of Armenia recognizes the Armenian Apostolic Church, the world's oldest national church, as the country's primary religious establishment. Armenians have their own unique alphabet invented by Mesrob Mashtots in 406 AD. Armenia is well known for the Mount Ararat. The Bible says that Noah's ark landed on the mountains of Ararat. This does not refer to any specific mountain or peak, but rather a mountain range within the region of Ararat, which was the name of an ancient proto- Armenian kingdom also known as Urartu. The initial post-Soviet years were marred by economic difficulties as well as the break-out of a full-scale armed confrontation between the Karabakh Armenians and Azerbaijan, as a result Azerbaijan instigated a railway and air blockade against Armenia. In 1993, Turkey joined the blockade against Armenia in support of Azerbaijan. This is the reason that Armenia's cargo and goods arrive through Georgia, Iran and air traffic. Armenia is also known for the Genocide which was centrally planned and administered by the Turkish government against the entire Armenian population of the Ottoman Empire. It was carried out during W.W.I between the years 1915 and 1918. The Armenian people were subjected to deportation, expropriation, abduction, torture, massacre, and starvation. The great bulk of the Armenian population was forcibly removed from Armenia and Anatolia to Syria, where the vast majority was sent into the desert to die of thirst and hunger. Large numbers of Armenians were methodically massacred throughout the Ottoman Empire. Women and children were abducted and horribly abused. The entire wealth of the Armenian people was expropriated. In 1915, thirty-three years before UN Genocide Convention was adopted, the Armenian Genocide was condemned by the international community as a crime against humanity. WELCOME TO ARMENIA—HAYASTAN CLIMATE The climate in Armenia is markedly continental. Summers are dry and sunny, lasting from June to mid-September. The temperature fluctuates between 22 and 36 °C (72 and 97 °F). However, the low humidity level mitigates the effect of high temperatures. Springs are short, while falls are long. Autumns are known for their vibrant and colorful foliage. Winters are quite cold with plenty of snow, with temperatures ranging between -10 and -5 °C (14 and 23 °F). Winter sports enthusiasts enjoy skiing down the hills of Tsaghkadzor, located thirty minutes outside Yerevan. Lake Sevan, nestled up in the Armenian highlands, is the second largest lake in the world relative to its altitude, at 1,900 meters (6,234 ft) over sea level. EU - ARMENIA RELATIONS EU relations with Armenia are governed by the EU-Armenia Partnership and Cooperation Agreement signed in 1996 and entered into force in 1999. Armenia became part of the European Neighbourhood Policy (ENP) in 2004. The ENP Action Plan was discussed by the EU and the Armenian government and adopted on November 14, 2006. VISA TO THE REPUBLIC OF ARMENIA Starting from January 2013, all EU citizens are allowed to enter the Republic of Armenia without visa and stay here not more than 180 days per year. 1 TWINNING PROJECT Strengthening the Public Internal Financial Control in the Republic of Armenia USEFUL LINKS AND ADDRESSES The Twinning office location is in the heart of the city – at the Republic Square, at the Government Building. Chapter 3 Ground Survey Chapter 3 Ground Survey 3.1 Drilling, Laboratory Tests The outline of the lithologic structure in Yerevan can be understood by the geological maps and the collected drilling database, which contains 5,094 logs; however, the data concerning the S wave velocity for the amplification analysis and the soil properties for the liquefaction analysis are not enough. To collect these data, 10 drillings were newly conducted in Yerevan and several tests were conducted using these boreholes. The quantities of the tests are shown in Table 3.1-1. Table 3.1-1 Quantities of Tests Category Quantities Drilling 30m x 10 Groundwater Level Measurement 10 Standard Penetration Test 129 Disturbed Soil Sampling 116 Laboratory Test 116 The drilling points are mainly set to the area where the Quaternary deposits cover because it is effective for the amplification of the earthquake motion by the ground and liquefaction potential. The geologic condition of Yerevan was estimated as follows from the existing information. The rock layer may be shallow in the northern area and the soft soils cover the southern area. Therefore, the selected newly boring points locate in the south of Yerevan city (Figure 3.1-1). The surface soils of each drilling points are shown in Table 3.1-1. The drilling logs are shown in Data Book. The example of drilling log is shown in Figure 3.1-1. 3-1 Final Report Vol. II Main Report 1 Figure 3.1-1 Location of drilling points Table 3.1-2 Surface geology of the drilling points Quaternary layer Symbol Age No.

  • THE BENEFITS of ETHNIC WAR Understanding Eurasia's
v53.i4.524.king 9/27/01 5:18 PM Page 524 THE BENEFITS OF ETHNIC WAR Understanding Eurasia’s Unrecognized States By CHARLES KING* AR is the engine of state building, but it is also good for busi- Wness. Historically, the three have often amounted to the same thing. The consolidation of national states in western Europe was in part a function of the interests of royal leaders in securing sufficient rev- enue for war making. In turn, costly military engagements were highly profitable enterprises for the suppliers of men, ships, and weaponry. The great affairs of statecraft, says Shakespeare’s Richard II as he seizes his uncle’s fortune to finance a war, “do ask some charge.” The distinc- tion between freebooter and founding father, privateer and president, has often been far murkier in fact than national mythmaking normally allows. Only recently, however, have these insights figured in discussions of contemporary ethnic conflict and civil war. Focused studies of the me- chanics of warfare, particularly in cases such as Sudan, Liberia, and Sierra Leone, have highlighted the complex economic incentives that can push violence forward, as well as the ways in which the easy labels that analysts use to identify such conflicts—as “ethnic” or “religious,” say—always cloud more than they clarify.1 Yet how precisely does the chaos of war become transformed into networks of profit, and how in turn can these informal networks harden into the institutions of states? Post-Soviet Eurasia provides an enlightening instance of these processes in train. In the 1990s a half dozen small wars raged across the region, a series of armed conflicts that future historians might term collectively the * The author would like to thank three anonymous referees for comments on an earlier draft of this article and Lori Khatchadourian, Nelson Kasfir, Christianne Hardy Wohlforth, Chester Crocker, and Michael Brown for helpful conversations.

Beginning on April 24, 1915, with the arrest of Armenian intellectuals and community leaders in Constantinople by Ottoman au- thorities, one and a half million Armenians were deported, massacred, or marched to their deaths in a campaign of ex- termination. We honor the victims of the Meds Yeghern so that the horrors of what happened are never lost to history. And we remember so that we remain ever-vigilant against the corrosive influence of hate in all its forms. Of those who survived, most were forced to find new homes and new lives around the world, including in the A large crowd turned out for the Boston April 24 commemoration. We honor their story. We see that pain. We affirm the history. We do this not to cast blame but to ensure that what happened is never repeated. Recognition of Genocide Today, as we mourn what was lost, let us also turn our eyes to the future — toward the world that we wish to build trauma of the 106 year-old Genocide.
