    ABSTRACT Title of Document: MODERNIZATION AND VISUAL ECONOMY: FILM, PHOTOJOURNALISM, AND THE PUBLIC SPHERE IN BRAZIL AND ARGENTINA, 1955-1980 Paula Halperin, Doctor of Philosophy, 2010 Directed By: Professor Barbara Weinstein Department of History University of Maryland, College Park My dissertation explores the relationship among visual culture, nationalism, and modernization in Argentina and Brazil in a period of extreme political instability, marked by an alternation of weak civilian governments and dictatorships. I argue that motion pictures and photojournalism were constitutive elements of a modern public sphere that did not conform to the classic formulation advanced by Jürgen Habermas. Rather than treating the public sphere as progressively degraded by the mass media and cultural industries, I trace how, in postwar Argentina and Brazil, the increased production and circulation of mass media images contributed to active public debate and civic participation. With the progressive internationalization of entertainment markets that began in the 1950s in the modern cities of São Paulo, Rio de Janeiro, and Buenos Aires there was a dramatic growth in the number of film spectators and production, movie theaters and critics, popular magazines and academic journals that focused on film. Through close analysis of images distributed widely in international media circuits I reconstruct and analyze Brazilian and Argentine postwar visual economies from a transnational perspective to understand the constitution of the public sphere and how modernization, Latin American identity, nationhood, and socio-cultural change and conflict were represented and debated in those media. Cinema and the visual after World War II became a worldwide locus of production and circulation of discourses about history, national identity, and social mores, and a space of contention and discussion of modernization.

The identification of the main river’s source section poses many difficulties for researchers, as all the hydrological criteria are rarely met at the same time. In the case of such a vast hydrographical system and such an important water artery as the Amazon River, the complications increase even more. Hydrologists believe that the stream which runs the most water, which is the longest, and who’s source lies highest above the sea level should be considered the main river. Equally important are criteria concerning the riverbed gradient, the basin activity or the morphology of the terrain. Also, the importance of culture is unquestionable. Sometimes the traditions preserved through history and the culture of a region are arguments influencing the choice of the main river. Since the time of Humboldt, the Marañón has been considered the source tributary of the Amazon River. In 1934 the geodesist Colonel Gerardo Dianderas formulated the insight that it would rather be the Ucayali as it is longer, of higher importance to the history of the region, navigable to a greater extend, and as it plays a more important economic role.

After the first years of formation in Asmara, she was sent to Latin America, where she was engaged as a missionary in Ecuador, Peru and Costa Rica. As a journalist, from 1996 to 2004 Sister Elisa worked in the editorial office of the magazine Radius (which afterwards became Combonifem), the monthly magazine of the Comboni Missionary Sisters, which is based in Verona. From 2000 to 2003 she has been responsible for the online news magazine Femmis. From 2004 to 2006 she served as General Councilor of her Institute in Rome.     Corruption, organized crime and regional governments in Peru Lucia Dammert1 & Katherine Sarmiento2 Abstract Decentralization in a context of state´s structural weakness and growth of illegal economies is a fertile ground for corruption and impunity. Although corruption is not a new element of Peruvian politics, its characteristics at the regional level depict a bleak scenario. This chapter focuses on corruption cases linked to political leaders that participated in the last two regional elections in Peru (2010 and 2014). Multiple elements involved in most cases are analyzed in a systematic way defining a political process that includes a charismatic leader, a dense family network, a populist political movement, a frail campaign finance regulation and apparent links with criminal organizations. Although some legal changes have been implemented, there is a clear need for a profound political reform that would include revisiting the decentralization process as well as developing an structural justice reform initiative. Introduction Corruption is an important issue in Peru. The corruption perception index published by Transparency International shows that globally Peru has gone from place 72 to 101 (out of 175) between 2010 and 2016. As mentioned by Transparency International, countries that are located in the lower end of the scale are “plagued by untrustworthy and badly functioning public institutions like the police and judiciary. Even where anti-corruption laws are on the books, in practice they're often skirted or ignored”3. Within Latin America, the perception of corruption in Peru has also increased. According to the Global Corruption Barometer (2017), 62 percent of Latin Americans believe that corruption levels increased compared to the previous year.
