Campoamor 2012 Abstract This dissertation focuses on the experiences of children who work the streets of Lima primarily as jugglers, musicians, and candy vendors. I explore how children’s everyday lives are marked not only by the hardships typically associated with poverty, but also by their need to respond to the dominant notions of childhood, family roles, and urban order that make them into symbols of underdevelopment. In particular, I argue that transnational discourses about the perniciousness of child labor, articulated through development agencies, NGOs, the Peruvian state, the media, and everyday interpersonal exchanges, perpetuate an idea of childhood that not only fails to correspond to the realities of the children that I came to know, but that reinscribes a view of them and their families as impediments to progress and thus available for diverse forms of moral intervention. I ground my analysis in a notion that I call “public childhoods.” This concept draws attention to the ways that subjectivities form through intersecting mechanisms of power, in this sense capturing nuances that common terms such as “street children” and “child laborer” gloss over. Children, I show, are a symbolic site for the articulation of the kinds of classed, raced and gendered differences that characterize Lima’s contemporary urban imaginary. As they bear the embodied effects of such discourses, I argue, children who work the streets also participate – if in subtle and seemingly counterintuitive ways – in these everyday ideological struggles into which they are drawn. My dissertation is based on twenty-two months of fieldwork in Peru, in addition to several one- and two-month periods of preliminary and follow-up research. As an ethnographer, my research consisted primarily of accompanying children as they went iv about their daily routines. Beyond “hanging out” in their workspaces, which included a busy traffic intersection in an upper-middle class district and public buses, I also spent a great deal of time with the children’s families, typically in their homes in Lima’s shantytowns and working-class neighborhoods. I also attended meetings and otherwise participated in institutional spaces such as NGOs, social movements, Congressional hearings, and advocacy groups. Finally, in order to gain a more long-term perspective on discussions and policies involving childhood, I conducted research in Lima’s historical archives. v Dedication Por y para mi familia. For more information, please contact [email protected]. 8 States of Discontent State Crises, Party System Change, and Inclusion in South America Samuel Handlin Latin America’s recent inclusionary turn centers on changing relation- ships between the popular sectors and the state, which may adopt and implement policies and institutions that bestow recognition, promote access, and enhance redistribution to popular constituencies. Yet the new inclusion unfolds in a region in which most states are weak and prone to severe pathologies, such as corruption, inefficiency, and particu- larism. As Kapiszewski, Levitsky, and Yashar note in the introductory chapter of this volume, state weakness conditions the inclusionary turn in several ways. The pathologies of weak states fuel demands for inclusion from popular sector constituencies dissatisfied with poor services and unequal citizenship while the persistence of these pathologies also con- strains and hampers the implementation of inclusionary measures. More broadly, the politics of state weakness has powerfully shaped trajectories of political contestation and development in some parts of the region, particularly the nature of the parties and politicians that have emerged on the Left and become principal protagonists in furthering political inclu- sion.

    Corruption, organized crime and regional governments in Peru Lucia Dammert1 & Katherine Sarmiento2 Abstract Decentralization in a context of state´s structural weakness and growth of illegal economies is a fertile ground for corruption and impunity. Although corruption is not a new element of Peruvian politics, its characteristics at the regional level depict a bleak scenario. This chapter focuses on corruption cases linked to political leaders that participated in the last two regional elections in Peru (2010 and 2014). Multiple elements involved in most cases are analyzed in a systematic way defining a political process that includes a charismatic leader, a dense family network, a populist political movement, a frail campaign finance regulation and apparent links with criminal organizations. Although some legal changes have been implemented, there is a clear need for a profound political reform that would include revisiting the decentralization process as well as developing an structural justice reform initiative. Introduction Corruption is an important issue in Peru. The corruption perception index published by Transparency International shows that globally Peru has gone from place 72 to 101 (out of 175) between 2010 and 2016. As mentioned by Transparency International, countries that are located in the lower end of the scale are “plagued by untrustworthy and badly functioning public institutions like the police and judiciary. Even where anti-corruption laws are on the books, in practice they're often skirted or ignored”3. Within Latin America, the perception of corruption in Peru has also increased. According to the Global Corruption Barometer (2017), 62 percent of Latin Americans believe that corruption levels increased compared to the previous year.

I investigate a historical ethnography of the Peruvian scissors dance, an acrobatic indigenous ritual dance historically associated with the stigma of indigeneity, poverty, and devil worship. After the interventions of Peruvian public intellectual José María Arguedas (1911-1969), the scissors dance became an emblem of indigenous Andean identity and valued as cultural patrimony of the nation. Once repudiated by dominant elites because it embodied the survival of indigenous spiritual practices, the scissors dance is now a celebrated emblem of Peru‟s cultural diversity and the perseverance of Andean traditions in the modern world. I examine the complex processes whereby anthropologists, cultural entrepreneurs, cosmopolitan artists, and indigenous performers themselves have staged the scissors dance as a symbolic resource in the construction of the emergent imaginary of a “New Peru.” I use the term “New Peru” to designate a flexible repertoire of utopian images and discourses designed to imagine the belated overcoming of colonial structures of power and the formation of a modern nation with foundations in the Pre-Columbian past.
