Christoph Heilmeier, Coordinator

Christoph Heilmeier studied North American Studies, Political Science and Modern at Free Uni- versity and Université Paris VII. Between 2011 and 2014 he worked as Program Assistant at the Heinrich Böll Foundation‘s Scholarship Department in Berlin, where he was responsible for the projects “Chancengerechtigkeit”, “Medienvielfalt, anders: Junge MigrantInnen in den Journalismus!” and “Trans- formation gestalten”. In August 2015 he took over the position of Program Coordinator MPM from Stefanie Arndt while she is on parental leave.

Dr. Thomas Gebhardt, PCPM Academic Manager

Thomas Gebhardt is the Academic Manager of the Potsdam Center for Policy and Management (PCPM) at the UP Transfer GmbH, the knowledge transfer company of the University of Potsdam. Within this func- tion, he has been co-designing and managing an increasing number of international Master, mid-career and executive programmes in which he also teaches on management skills such as project management and communication. He holds a Master‘s degree from the New School for Social Research, New York, a doctorate from the Free University Berlin and is Associate Coach of the German Federal Association of Executive Coaching (DBVC). Prof. Dr. Harald Fuhr

Harald Fuhr has been Professor of International Politics at the University of Potsdam since 1997. Since 1999, he has been Co-Director of the Master of Public Management (MPM) Program and is currently Spokesperson for the DFG Research Training Group „Wicked Problems - Contested Administration“ at the University of Potsdam. Prior to his position in Potsdam, he worked as Sr. Public Sector Management Specialist at the World Bank, Washington, D.C. (1993-1997) and was a principal author of the World De- velopment Report 1997: „The State in a Changing World“. A political scientist and economist by training (), he has taught at York University, Toronto, Canada and carried out numerous assignments as a consultant for the Federal Ministry for Economic Co-operation and Development (BMZ), GIZ, the World Bank and the UNDP. His current research activities focus on governance issues in deve- loping countries, international development and climate change.

Prof. Dr. Werner Jann

Werner Jann has been Professor of Political Science, Administration and Organization at the University of Potsdam since 1993. After his academic education and postdoctoral work at universities in Berlin, Edinburgh, Speyer and Berkeley, he worked as Head of the Schleswig-Holstein Think Tank (Denkfabrik Schleswig-Holstein) in the Prime Minister’s Office of the Federal State of Schleswig-Holstein in Kiel from 1989 to 1993. He was President of the European Group of Public Administration (EGPA) from 2001 to 2004, is Vice-President of the International Institute of Administrative Sciences (IIAS) in Brussels and has been a member of several national and international reform commissions. From 2002 to 2010 he was a member of the „Committee of Experts on Public Administration“ (CEPA) of the United Nations, New York. Before becoming Professor for International Organizations at the University of Potsdam in 2010, Andrea Liese was Junior Professor for International Politics at the Humboldt University of Berlin and is Co-Leader of the Project Area “Transnational Public Private Partnerships for Environment“ of the Research Center (SFB 700) “Governance in Limited Statehood“. Between 2006 and 2007, Andrea Liese was Kennedy Fellow (DAAD) at the Center for European Studies at Harvard University in Cambridge, MA. Her research focuses on International Cooperation and Institutions, Human Rights and Global Governance.

Prof. Dr. Isabella Proeller

Isabella Proeller is Chair of Public Management at the University of Potsdam and Co-Director of the MPM Program. She holds a Degree in Business Management and Law from the University of St. Gallen and the École Supérieure de Commerce de Paris, and a doctorate from the University of St. Gallen. Her research work and publications focus on the fields of New Public Management, International Public Management, 14 Performance and Strategic Management.

Prof. Dr. John Siegel

Dr. John Siegel is Professor of Public Administration and Management at the University of Applied Sciences.Previously, he worked as a research assistant at the Institute for Public Services and Tourism at the University of St. Gallen (from which he holds a Ph.D.), as a Visiting Researcher at the Georgetown Public Policy Institute at Georgetown University in Washington, D.C., and as a postdoctoral researcher at the Chair for Public and Nonprofit Management at the University of Potsdam. Before accept- ing the job in Hamburg, John Siegel was Project Manager in the program „LebensWerte Kommune“ at the Bertelsmann Foundation. He is an Associated Fellow in the Potsdam Center of Policy & Management and participates in its project „Strengthening Public Administration Education in Afghanistan“. John Siegel‘s research and teaching areas include administrative reforms, (New) public management, HRM, strategic and performance management in the public sector.

Prof. Detlef Sprinz, PhD

Detlef F. Sprinz is a Senior Scientist with the Research Domain “Transdisciplinary Concepts & Methods” of PIK—Potsdam Institute for Climate Impact Research, Germany and a Professor with the Faculty of Economic and Social Sciences at the University of Potsdam. During 2008-2012, he served as Chairman of the Scientific Committee of the European Environment Agency in Copenhagen, Denmark. His areas of research and publications encompass long-term policy, inter/national institutions & the evaluation of their performance, European & international environmental policy, and modeling political decisions. Detlef Sprinz has taught international relations, international and European environmental policy, and methodology at the University of Michigan, Ann Arbor, MI, USA; the University of Potsdam, Ger- many; in the joint MA program in International Relations (MAIB) of the Free University Berlin, Humboldt University of Berlin, and the University of Potsdam; as well as in the Master of Public Management (MPM) program of the University of Potsdam. Prof. Dr. Geert Bouckaert

Geert Bouckaert is professor at the Public Governance Institute at the KU Leuven University in Leuven, Belgium since 1994, where he was Director from 1997 till 2012. He was President of the European Group of Public Administration (EGPA) from 2004 till 2010. Currently, he is president of IIAS, the International In- stitute of Administrative Sciences. He served as an advisor to several European governments. Among his numerous books and articles is the influential publication: „Public Management Reform. A Comparative Analysis“ (Oxford University Press: 2011), written with co-author Christopher Pollitt. Geert Bouckaert has been a Visiting Professor to the MPM Programme at the University of Potsdam since 2001.

Dr. Thomas Gebhardt

Thomas Gebhardt is the Academic Manager of the PCPM since 2005. He joined the University of Pots- dam and its non-profit UP Transfer GmbH in 1999 when he was in charge of the Master of Public Ma- nagement (MPM) programme from 1999-2005. Before (1996-1999) he worked as a Research Fellow at the Center for Social Policy Research (ZeS) at the University of . Thomas Gebhardt earned his Master‘s degree at the New School for Social Research, New York (1993) and obtained his doctorate in Sociology from the Free University Berlin (1997). During the last years, he has been co-designing and managing an increasing number of international Master, mid-career and executive programmes. Thomas Gebhardt has received deep-systemic training (Artop-Institute at the Humboldt University Berlin) and is „Associate Coach“ of the German Federal Association of Executive Coaching (DBVC).

Dr. Thomas Hickmann

Thomas Hickmann is Post-Doc Researcher at the Chair of International Politics. He has recently finished his PhD which analyzes the Reconfiguration of Authority in Global Climate Governance. Thomas Hick- mann studied Political Science and Public Law at the University of Copenhagen and the University of Potsdam and holds a diploma degree in Public Administration. His main research interests are theories of international relations, global environmental politics, the relation between science and politics in interna- tional environmental regimes, private authority in global climate governance and the role of non- state & sub-state actors in climate policy-making. Anne Hodgson

From Washington DC, Anne received her MA in Political Science and History from the University of Kons- tanz and worked as an exhibitions coordinator in Dresden and Singen before becoming an English trainer, translator and writer in 1998. She gives seminars for Management Circle and Verlag für die Deutsche Wirtschaft, and provides language consulting to a range of industries. Dr. Thurid Hustedt

Thurid Hustedt is a researcher in public administration and public policy at the Research Training Group WIPCAD at the Faculty of Economics and Social Sciences, University of Potsdam. She holds a Master degree in Public Administration and a Ph.D. from the University of Potsdam. Her research focuses on 16 comparative public administration, the relationship between politics and bureaucracy and comparative climate policies. She has been teaching at undergraduate and graduate levels as well as to various au- diences in executive education courses. Before joining WIPCAD, she was a member of the PROGRESS research association since December 2009.

Prof. Dr. Eric Kearney

Eric Kearney is Professor of Organizational Behavior and Human Resource Management at Leibniz Universität Hannover. He received his diploma in psychology from the Freie Universität Berlin and his doctorate in management from the Technische Universität Berlin. His research examines ways in which leadership, team composition and team processes contribute to team and organizational innovation and effectiveness. Eric Kearney‘s work has been published in outlets such as the Academy of Management Journal, the Journal of Applied Psychology, Organization Science, and Organizational Research Me- thods. He has taught at numerous universities in Germany and abroad (e.g., Freie Universität Berlin, Technische Universität Berlin, Humboldt-Universität Berlin; Justus Liebig Universität Gießen; RuhrUniver- sität Bochum; ; Universidad Autónoma de Madrid; Purdue University).

Prof. Dr. Nicole Küchler-Stahn

Nicole Küchler-Stahn is professor of Economics, particularly Public and Nonprofit Management at the Uni- versity of Applied Sciences Frankfurt am Main. She holds a degree in Russian and and a doctorate in Economics from the . During the time of her Ph.D. she worked part-time as a research assistant at the Chair of Public and Nonprofit Management of the University of Potsdam. Before the start of her professorship Nicole Küchler-Stahn worked as manager at a German consulting company. She and her team specialized on projects related to public budgeting and accounting reforms. Her research work and publications focus on the fields of New Public Management especially Public Finance and Accounting. Dr. Kerstin Leitner Kerstin Leitner worked for 30 years for the UN system (1975 - 2005). She published her memoirs under the title „When only the Sky is the Limit“ in 2013. She taught at the Freie Universität in Berlin classes in political science about the evolution of the UN and China respectively. She is a member of several NGOs, such as the German Association for the UN, The Economic Council of Germany (a loose association of small and medium size entrepreneurs), and of Transparency International. In addition she serves as the chair of a national commission on environmental health and as a member of an expert panel within the German Association for the UN regarding the post-2015 agenda.

Prof. Alexander Murdock, PhD

Alexander Murdock is Emeritus Professor of Not for Profit Management & Leadership and Head of the Centre for Government & Charity Management at London South Bank University. Alex has extensive professional knowledge and experience across both charity and public/ not for profit sectors and nati- onal boundaries. He has extensive teaching experience across business and management at under- graduate and postgraduate level (Potsdam, Paris Sorbonne, Arizona State University among others). He possesses successful Board level and organizational development experience in social service and social enterprise with senior level management and professional career. His research interests include Social Innovation in Social Enterprise and Third sector organizations successful in austerity, food banks in comparative context ( Europe, US. UK), Public policy in the overlap between private, public and third sector and International and comparative research in social enterprise and public and public//not for profit management and Values based leadership.

Dr. Günther Oldenbruch Dr. Günther Oldenbruch studied in Paris and Köln. The research for his doctoral thesis led him for one year to India. He is an expert in development cooperation. After starting his career with the German De- velopment Institute (DIE), he worked for many years for the German Foundation for International Deve- lopment (DSE) as Head of the Area Orientation Centre (The German government’s Training Institute for experts and volunteers and their families being posted to work in developing countries). In this capacity he travelled to very many countries all over the world. In 1999, he was elected Chairman of the Bonn Chapter of the Society for International Development (SID). His teaching assignments have also included courses for the German Foreign Ministry and the University of Constance. To-day his other courses in Potsdam cover the topics of “German Technical Cooperation” and “NGOs and Civil Society in Development Coope- ration.” His courses at the University of Applied Sciences in Kehl refer to the “Development Cooperation of the EU” and “Intercultural Competence in Development Cooperation.”

Taylor Schildgen, PhD Taylor Schildgen is a lecturer and group leader at the University of Potsdam in the Institute for Earth and Environmental Sciences. Her research over the last 6 years (supported by the Alexander von Humboldt Foundation, the DFG, and the European Science Foundation) has focused on understanding the deve- lopment of topography through time in Central Anatolia (Turkey) while unraveling the links to deep Earth processes, and links between climate change and erosion in the Central Andes of Argentina. Dr. Markus Seyfried

Markus Seyfried is Research Fellow at the Chair for Political Science, Administration and Organisation at the University of Potsdam. His research activities are focused on independent administrative bodies, anti-doping policies and quality assurance in higher education. Furthermore he participated in several research projects as data analyst. His general research interests are: supreme audit institutions, public broadcasters, universities, statistics and social science methodology.
