Seite |19 Part-Time Studies

The University of Potsdam is committed to providing everyone who has earned their university entry qualification with an opportunity to earn a university degree, regardless of their social circumstances. The University of Potsdam’s mission statement, passed by the University Senate on June 16, 2010, states: “The University of Potsdam (…) takes diverse living situations into account for its course offerings.” One important step in the implementation of this mission is the opportunity of part-time study since the winter semester 2010/2011.

However, part-time study does not represent the legal right for a special part- time curriculum. Rather, it is an individual extension of study in existing full-time programs of study. It means that students invest no more than half of the time expected of a full-time student in the same program per semester. Students are integrated into the regular rhythm of study and courses; there is no adjustment of course times or scheduling for part-time students. Part-time study is only available in programs that have been determined to be suitable for part-time study. Combined program study is only available as part-time study if all of the involved programs have determined their suitability for part-time study. Dual and parallel degree study is not available as part-time study.

Part-Time Study - for good reasons

If you are applying for part-time study, you must demonstrate important reasons for doing so. Proof must be provided for the time periods for which part-time study is requested. The following are considered important reasons:

• Family duties such as raising children under the age of 18, or care for family members with an illness or requiring care.

• Disability or chronic illness

• Outstanding social or civic involvement (e.g. Professional sports, supraregional artistic activities; social, political or trade union activities)

• Committee work in student or academic self-government

• Regular employment of at least 14 hours per week

Other important reasons may be acknowledged upon review by the Examining Board in consultation with the program’s academic advising office. A retroactive permission for part-time study will not be granted.

Seite |20 Part-Time Studies

Part-Time Study - specific features

Part-time study is approved for a minimum of 1 year of study (2 semesters), and it is valid for all components of your study. Part-time study is counted as half of a semester in a particular degree course (Fachsemester) and as a full semester of enrolment at the University. Part-time study may normally not exceed 30 credits (LP) per academic year. Taking into account exams that need to be retaken, a maximum of 39 credits (LP) is permitted. The semesters spent working on a final as well as the practical training semester required in a teaching degree program (Lehramt) may not be completed in part-time study. The status of part- time students at the university is equal to that of full-time students. All rules and regulations for studying are also binding for part-time students. Semester fees and dues are to be paid in full.

The legal status of international students in the Federal Republic of Germany is normally tied to full-time study. Thus, international students from non-EU countries with a student residence permit must make arrangements with their Foreigners’ Registration Office (Ausländerbehörde) about the possibility to switch to part-time study.

Consequences of Part-Time Study

The decision to enrol in part-time study must be considered carefully, as the status as part-time students may have repercussions on a number of other areas. If you are considering part-time study in order to be able to work more hours, you should seek advice whether it is really worth it. You should keep in mind that most of the reasons for part-time study are already considered in the rules and regulations on examinations in order to help disadvantaged students. In summary one could say that the impact of a part-time student status on social benefits and other areas must be weighed carefully, and that it is highly recommended to consult with the respective authorities before making your decision to become a part-time student. We want to emphasise that we have only been able to briefly point to some important aspects and do not claim to have covered this topic exhaustively.

Application - Steps towards Part-Time Study

If your desired program/s have been deemed suitable for part-time study, you may apply for admission for part-time study during enrolment or before reregistering during the re-registration period. Applications are accepted by the Office of Student Affairs.

Seite |21 Part-Time Studies

Application Form

If the winter semester was your first semester of study in your degree program, you must apply for part-time study during the re-registration period for the winter semester; if the summer semester was your first semester of study in your degree program, you can apply for part-time study during the re-registration period for the summer semester. If you are at the beginning of your studies and would like to apply for part-time study for the first semester in your degree program, your application for part-time study must be submitted together with your enrolment application.

Your reasons for requesting part-time study must be documented for the entire period for which you are requesting part-time study. If you are providing reasons that are not listed in the Rules and Regulations on part-time study, your application must be accompanied by an official statement that the Examining Board of your program/s of study has deemed your reason valid. Please allow enough time (approx. 6 weeks) for this process of validation, which must be requested from the Examining Board in writing. In addition, you must demonstrate that you attended the mandatory meeting with your program-specific academic advising (see next section). Students from non-EU countries should contact the University’s International Office prior to their application.

Good Advice - Good Decision

Planning your part-time studies can be challenging. Despite the validation of a particular program as suitable for part-time study, there are no special course offerings. Part-time students participate in the regular rhythm of the university. Attending a meeting with an departmental advisor in your program is therefore mandatory (if you are enrolled in more than one program, you must consult your adviser in each of those programs). Together you and your adviser will develop an individual course schedule that will reflect your interests.

Seite |31 Examination Deadline for University Studies & Graduation Counselling

For students who are studying under study and examination regulations that are based on the BAMA-O (General Regulations for Study and Examinations for Bachelor and Master Degrees) as of 2009 or on the basis of the BAMALA-O (General Regulations for Study and Examinations for Bachelor and Master Degrees for teachers in training) as of 2013, there is a time limit on their studies that is equal to an examination deadline that is double the standard period of study. This means that university studies must be completed within this examination deadline. Once this examination deadline is reached, the right to examination expires and de-registration becomes officially mandatory. There is a possibility to extend this examination deadline if you realize that you cannot complete your degree or your subject requirements before the expiration of this deadline. The formal requirement for such an extension is to participate in department advising with a University instructor.

The purpose of this departmental advising is to make an agreement regarding the course of your studies with a two-semester extension of the examination deadline. The extension of the examination deadline, which is connected with the agreement regarding the course of your studies, can only be granted if it is conceivable that, within these two semesters, you can successfully complete your subject requirements or the examinations required for your degree program.

The agreement regarding the course of your studies, which mandates that you complete any missing elements within two semesters, must be signed by the chair of the Examining Board, or their authorized representative, or a University instructor commissioned by the Examining Board.

Affected students will be invited explicitly to this departmental advising, typically one semester before reaching the examination deadline.

If, despite this invitation, the affected students do not undergo departmental advising, then their right to examination expires upon the expiration of the examination deadline, resulting in de-registration under Section 14 subsection 5 sentence 1 no. 2 of the Brandenburg Higher Education Act (BbgHG). The same also applies unfortunately if, during the course of the advising meeting, it becomes clear that an extension cannot be considered.

When an agreement regarding the course of studies and its associated extension is concluded, then the student is obligated to finish their studies within these two additional semesters. The right to examination continues in these cases for the duration of the extension. If he or she cannot comply with this agreement, then the right to examination expires upon expiration of the extension, and official de- registration is the result. Seite |32 Examination Deadline for University Studies & Graduation Counselling

Further Extension due to Hardship If unforeseen circumstances (hardship) within the extension period lead to an inability to complete the degree program despite the extension, then the student can apply to the Examining Board for another extension. In such cases, another invitation to an advising meeting is not issued. The student must apply on their own to the Examining Board for an extension. In such cases, the Examining Board grants an extension without the conclusion of a agreement regarding the course of studies in a way that is appropriate for the respective hardship case. Such hardship cases are in particular:

• Long-term, chronic illnesses or disabilities that must be documented by a physician’s note

• Periods of maternity leave

• Parental leave, or

• Times at which relatives, spouses, or life partners require care.

You must submit those documents that make your case for a hardship application credible. A physician’s note is required for illnesses or disabilities.

Hardship During Studies

If you are unable to meet the examination deadline during your studies due to circumstances which are beyond your control, then please notify the Departmental Advisory Office as soon as possible upon receiving your invitation to departmental advising, or at the latest in the advising meeting. The Examining Board can extend the examination deadline in such cases by a reasonable time. Such hardship cases also include illnesses or times in which you must care for relatives. You must submit those documents that make your case for a hardship application credible. A physician’s note is required for illnesses or disabilities.

Please note in this context that an extension cannot be considered if the hardship has already been compensated for by other means. Extensions on the basis of hardship will in particular not be considered for hardship cases which result in leaves of absence.

An agreement regarding the course of studies cannot be made in such cases.

Seite |33 Examination Deadline for University Studies & Graduation Counselling

If, after the expiration of this extension, you have not completed your studies, then you must undergo departmental counselling as described above, or you must apply for another extension if the hardship circumstances continue.

Special Features of Expiring Degree Programs

For degree programs or subjects of study that have been abolished as of the winter semester 2018/19, it is possible to extend the right to examination, at most, to the respective standard time for completing the degree or subject, plus an additional ten semesters beginning at the time of the program’s cancellation.

Timing of an Extension

If you receive an extension, this must be submitted, in the ideal case, during the re- registration period in the Division of Student Affairs in the Office of Student Affairs.

Consequences without Extension

If you do not receive an extension, you cannot register for the semester that begins after the expiration of your right to examination. Then de-registration (exmatriculation) takes place.
