Shilp 19” Is a Mirror Which Reflects the Happenings Throughout the Year SHILP A tribute to Late CA Shri Mahesh Fatehchand Tejwaniji (February 6th 1963 – August 9th 2019) Shri Mahesh Fatehchand Tejwaniji, born to Shri Fatehchand and Smt Chatri Tejwani on 6th February, 1963 was a successful Chartered Accountant associated with Vivekananda Education Society since 1996. A devoted father, loving husband and a dear friend and those who were fortunate to know him, Shri Tejwaniji left for heavenly adobe on 9th August 2019 leaving his VES Family in a state of shock and grief. Irvin Berlin quoted “The song ended but the melody lingers on” similarly memories of Tejwaniji’s kind words of compassion and encouragement, his infectious smile and positive outlook have continued to heal our soul as we come to terms with this loss. His physical presence will always be missed but his principles continued to guide and illuminate our paths to taking VES to newer heights Mission: QUALITY POLICY: 1) Enable the students to excel in their academic pursuits, making them VES polytechnic is sensitive to the needs of progressive committed to impart industrial world. quality education in a disciplined 2) To produce to technocrats with environment with psychomotor and cognitive skills, the help of committed to lifelong learning. competent and 3) To impart ethical values and leadership dedicated faculty. qualities in students which would We continuously transform them into superior human strive to improve beings. the teaching learning process Vision: to achieve academic excellence. ➢ To be centre of excellence in the field of technical education. Editorial “A magazine is a memory you can cherish again and again” SHILP- The world in itself means creativity at its best… Shilp, the annual magazine of VESP, is a canvas that provides a platform for the creativity to be materialized. It is a compound of the writer’s mood, ideas, rhyme and most important, his/her heart. It is a platform for students to exhibit their emotions, skills and knowledge. It is a tree in real sense which begins as a seed and gradually grows with watering and care of the makers. It is a journey from the beginning of the year covering various events, festivals, academics, activities, workshop and achievements. It is an outcome of students’ considerable contribution and creativity which make Shilp an outstanding edition. “We don’t remember days…We remember memories”. A new beginning always inspires our progressive run, but as we look behind, we see shadows of memories. “Shilp 19” is a mirror which reflects the happenings throughout the year. It starts with the celebration of the Traditional Day, Gurupoornima, and Teacher’s Day. The enthusiasm reaches to the peak in Sphurti which is a perfect stage to display one’s sportsman spirit: Anvesh with a theme: “Navaras” reveals youth spirit giving the exposure to inner talent, excitement & enthusiasm of Vespians. Our Nation is the most attractive investment destinations for science and technology sector in the world. A strong focus on science and technology has resulted in constructive economic growth. It is a matter of proud that we are at a prestigious position among the top most countries in the world in the field of scientific research and space exploration and space missions, including missions to the moon and the acclaimed Polar Satellite Launch Vehicle. We have to make our Institutes of learning to rise to a higher level of academic excellence, where research, development and interactions with industry would be on a regular basis. As promised by late Shri K. B. Mansharamani- the founder and the architect of engineering education in Vivekanand Education Society, we will not shy away from investing in science and technology, research and development. We have, from the inception, tried to ensure the cordial relationship among the students, parents and faculty members which has been helping us to achieve our goal of imparting quality education. Besides academics we conduct several activities to develop overall personality of the students. We have also started VESLARC with the motto of inculcating leadership. • 14. Formation of State of Maharashtra
    14. Formation of State of Maharashtra After India gained independence, there was demand on large scale for the reconstruction of states on linguistic basis. In Maharashtra also the demand for state of Marathi speaking people led to ‘Samyukta Maharashtra Movement’ from 1946 onwards. Through various changing circumstances the movement progressed and finally on 1 May 1960 the state of Maharashtra came to be formed. Background : From the beginning of 20th century, many scholars had begun to express the thoughts on unification of Marathi speaking people. In 1911, the British Government had to suspend the partition of Bengal. On this background, N.C.Kelkar wrote that ‘the entire Marathi speaking poulation should be under one dominion’. In 1915, Lokmanya Tilak had demanded the reconstruction of a state based on language. But during that period the issue of independence of India was more important, hence this issue remained aside. On 12 May 1946, in the Sahitya Sammelan at Belgaon, an important resolution regarding Samyukta Maharashtra was passed. Samyukta Maharashtra Parishad : On 28 July, ‘Maharashtra Ekikaran Parishad’ was called at Mumbai. Shankarrao Dev was its president. It passed a resolution that all Marathi speaking regions should be included in one state. This should also include Marathi speaking regions of Mumbai, Central provinces as well as Marathwada and Gomantak. Dar Commission : On 17 June 1947, Dr. Rajendra Prasad, the President of Constituent Assembly established the ‘Dar Commission’ under the chairmanship of Justice S.K.Dar, for forming linguistic provinces. On 10 December 1948, the report of Dar Commission was published but the issue remained unsolved.

76 Advocacy Campaign for the Rights of People with Disabilities: A Participatory Action Research within a Community-based Rehabilitation Project in Maharashtra, India Atul Jaiswal1*, Shikha Gupta2 1. Doctoral Candidate, School of Rehabilitation Therapy, Queen’s University, Canada 2. Doctoral Student, School of Rehabilitation Therapy, Queen’s University, Canada ABSTRACT Purpose: This paper aimed to demonstrate how participatory action research (PAR) within a Community-based Rehabilitation (CBR) project facilitated community participation to advocate for the rights of people with visual impairment. An advocacy campaign, led by the local people with and without disabilities, was launched for the construction of an accessible foot over-bridge (FOB) at Vangani railway station in Maharashtra, India. Methods: The PAR approach was used to explore the issues faced by the local people with visual impairment. It ensured maximum community consultation, engagement and, consequently, meaningful outcomes for the community. Advocacy tools such as video documentary, online petition, media advocacy, and signature campaign were employed to publicise the issue on a larger platform. Sources for this paper included quantitative data from the survey of Vangani community and documents such as CBR project reports, media coverage articles, minutes of the meeting and correspondence with the Central Railways during the advocacy campaign that was conducted from 2012 - 2015. Results: After 12 months of consistent advocacy, the Ministry of Railways sanctioned INR 15 million (equivalent to USD 2,25,000) for the construction of the foot over-bridge. The construction work on the foot over bridge was completed in December 2016 and now it is open for public use. Conclusion and Implications: This study illustrates how PAR within a CBR project successfully used an advocacy campaign as a tool for community participation, action and change.

VSR aims to recognize Automatic Speech Recognition (ASR) by machine is an spoken word(s) by using only the visual information that is attractive research topic in signal processing domain and has produced during speech. The use of visual features in AVSR attracted many researchers to contribute in this area of signal is motivated by the bimodality of the speech formation and processing and pattern recognition. In recent year, there have the ability of humans to better distinguish spoken sounds been many advances in automatic speech reading system with when both audio and video are available. Speech perception the inclusion of audio and visual speech features to recognize is a multimodal process which involves information not only words under noisy conditions. The objective of audio-visual from audio but from visual [1]. Although visual information is speech recognition system is to improve recognition accuracy. insufficient to distinguish languages completely, when In order to develop robust AVSR systems under Human combined with audio, it could significantly improve the Computer Interaction an appropriate simultaneously recorded performance of speech recognition [2].
