SHRI BADRUDDIN AJMAL: will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Union Govemment has conducted any study' on the loss of land due to land erosion in various States ofNorth-Eastern Region including Assam; (b) if so, the details and the outcome thereof; (c) whether some State Governments have requestecl the {Jnion Government for providing assistance for rehabilitation of families aftbcted due to land erosion; and (d) if so, the details thereof and the action taken/heir:g ial,lsn by the Union Government in this regard, State-wise? ANSWER MINISTER OF STATE FOR RURAL DEVET,OPMENT (SHRI RAM KRIPAL YADAV) (a) & (b) The Department of Land Resources, Ministry of Rural Development has not conducted any study on the loss of lanri due to land erosion in various States of North-Eastern I'l.egion including Assam. However, as per infonnation received from Indian Council of Agriculture R.ese*rch (ICAR), the extent of land degradation including land erosion in the countl; is 120.4 million ha comprising of 82.6 million ha due to water erosion, 12.0 million ha due to wind *rosior, 24.8 million ha due to chemical degradation and 1.0 million Iu clue to phvsical degradation. SHRI BADRUDDIN AJMAL (DHUBRI): I would like to draw the attention of the Government towards a long pending public demand for construction of Dhubri-Phulbari Bridge over river Brahamputra which will connect Assam and Meghalaya with the rest of the nation. Presently, people have to travel long distance by road or through water way between Dhubri and Phulbari putting their lives at risk. Several incidents have taken place in which many people have lost their lives. The project was already included under Special Accelerated Road Development Programme for North East (SARDP-NE) but unfortunately this has been kept pending since several years. Due to importance of this bridge, I have been pursuing this matter for the last six years. I have written several letters as well as I have met concerned ministers and officers on the issue but no development has taken place so far. In February 2013, the then Union Minister of Road & Transport and Highways announced that his ministry had decided to start the construction of a bridge over Brahmaputra to link Dhubri on the north bank and Phulbari on the south bank which will be a part of Rs 1763.27 crore project. However, the project is yet to be started. I humbly request the Hon'ble Minister of Road Transport & Highways with consultation to the Hon'ble Finance Minister to take necessary action to start construction of Dhubri-Phulbari Bridge at the earliest for the larger interest of people. .

ANSWER MINISTER OF STATE FOR MINISTRY OF DRINKING WATER AND SANITATION (SHRI RAMESH CHANDAPPA JIGAJINAGI) (a) Number of habitations and population affected by fluoride and arsenic contamination in ground drinking water sources in North East Region including Assam as reported by the States into Integrated Management Information System (IMIS) of the Ministry as on 31 th March, 2017 is at Annexure . (b) Rural drinking water supply is a state subject. This Ministry supplements the efforts of the States by providing them with technical and financial assistance through the centrally sponsored National Rural Drinking Water Programme (NRDWP) for improving the coverage of safe drinking water to rural population. It is the State Governments who plan, design, execute and operate schemes for providing safe drinking water. Under NRDWP, States can utilize upto 67% of funds released to them for provision of safe drinking water in water quality affected habitations with priority to arsenic and fluoride affected habitations. States may like to set up community water purification systems as a short/medium term measure for immediate provision of safe drinking water as powers to plan, design, implement and monitor water supply projects including water treatment plants has been delegated to them.

Out of these 15 are General seats, three Scheduled Tribe seats and one Scheduled Caste seat. The segments were chosen on the basis of Population proportionate to size. Peoples Pulse, on the basis of the same methodology, identified five polling stations in each Assembly constituency with a sample size of 25-30 from each polling station. A secret ballot was also conducted as part of the survey.
