Executive summary The Sierra Leone Police (SLP) began its reform process in 1997. As part of this process, the service developed a number of key policies that seek to promote gender equality and responsiveness. These include the gender mainstreaming policy and sexual exploitation, sexual abuse and sexual harassment policy (both 2008). The police also introduced an accelerated promotion scheme and an intensive recruitment procedure to increase the hiring and advancement opportunities for female service members. In 2011 the SLP undertook, for the first time, to assess and evaluate the implementation and effect of its gender-related policies. To this end, it conducted a gender self-assessment in 2011 with the support of the Geneva Centre for the Democratic Control of Armed Forces (DCAF) and a local external consultant (the author of this paper, Dr Aisha

Robberies, home invasions, assaults, and petty street crimes continue to rise throughout the country. However, the rate of violent crime in Sierra Leone remains comparable with that of other West African countries. Sierra Leone continues to grapple with poverty, rising inflation, and high unemployment rates; this is especially so among the youth, who possess limited job prospects. More than 75% of Sierra Leoneans live below the national poverty line, with most making less than $2 per day. Economic desperation has fueled increases in crime.

The initial UK response was un-coordinated until the Poverty Reduction Strategy 2004 which highlighted the importance of security. The SSR review, in response, made the security-development link explicit and all state security providers together with the judiciary, oversight mechanisms and relevant NGOs were brought together under the Justice Sector Development Programme.     Jonathan Friedman Innovations for Successful Societies ______________________________________________________________________________ BUILDING STRATEGIC CAPACITY IN THE POLICE: SIERRA LEONE, 1998 - 2008 SYNOPSIS Sierra Leone’s police service had a reputation for abuse and corruption even before the 1991-2002 civil war that slashed its numbers by a third and all but destroyed its infrastructure. Taking office in 1996, President Ahmad Tejan Kabbah set a high priority on police reform to ensure stability for postwar reconstruction and economic development. The United Kingdom, acting through the Commonwealth, was the primary benefactor, providing equipment, trainers and even an inspector general to lead the service during the first years of reform. Without the participation of more than half the population, sustainable peace and development will not be attained,” the UN Secretary-General’s Special Representative for Somalia, James Swan, said. “Preventing and ending sexual and gender-based violence is essential for Somalia,” he added. The “16 Days of Activism against Gender-Based Violence” campaign ran from 25 November to 10 December and started on the International Day for the Elimination of Violence against Women and ended on the Human Rights Day. The motto of this year’s campaign is “Orange the World: Generation Equality Stands Against Rape.” Somalia’s Provisional Constitution of 2012 commits the country to ending discrimination on all grounds, including gender, and reaffirms the right of every person to their inviolable physical integrity. The prevention and investigation of cases of sexual violence are both clearly though not exclusivly responsibilties of police services. Therefore and in aligned with ongoing efforts to implement Somalia’s New Policing Model, the subject will be embedded in Standard Operational Procedures as well as in the respective training curricula for Somali Polcie services.
