NOTIFICATION

No. 438-PL/PB/14M-161/18 dated 12.02.2019 : In exercise of the power conferred by Section 9 of the West Bengal Home Guards Act, 1962 (West Ben. Act XI of 1962), the Governor in supersession of earlier rules on the subject, is pleased to make the following rules regulating enrolment of Home Guard Volunteers in West Bengal and Kolkata Home Guard Organizations.

Rules

Short title and 1.(1) These rules may be called the West Bengal Home Guards (enrolment) Rules, 2018.

Commencement. (2) They shall come into force at once.

Eligiblity 2. The eligibility criteria for the enrolment shall be as follows :

A.(a) Must be a citizen of .

(b) Age : Age shall not be less that 18 years and not more than 40 years as on 1st day of January of the year when the enrolment process is undertaken.

(c) Minimum Educational Qualification. The applicant must have passed Class VIII from any Recognized Educational Institution.

(d) Language : (i) The applicant must be able to speak, read and write Bengali Language. However, this provision will not be applicable to the persons who are permanent residents of hill sub-divisions of Darjeeling and Kalimpong Districts. (ii) For the applicant of hill sub-diviions of Darjeeling and Kalimpong Districts, the provisions laid down in the West Bebngal Official Language Act, 1961will be applicable.

B. Written Test (60 marks) :

(a) After scrutiny of the application the eligible candidates will have to appear in Written Test (Objective/Subjective) for assessing the General Knowledge and mental ability. (b) The Enrolment Committee will decide the prescribed scheme and syllabus for the Written Test. West Bengal Police Gezette 21st June, 2019 3 C. Physical Measurement Test (PMT) :

The candidates, who have qualified in written test will have to appear for Physical Measurement Test.

Applicants will have to meet the minimum physical standards as mentioned below :

(a) For Male candidates : (i) Minimum Height – 160 cms. (ii) Minimum Chest - 76 cms. (iii) Minimum Weight – 51 kgs.

(b) For Female candidates : (i) Minimum Height – 152 cms. (ii) Minimum Weight 44 kgs.

D. Physical Efficiency Test (PET) :

The candidates, who have qualified in the PMT will be called for Physical Efficiency Test as mentioned below : (a) the male candidates have to complete 400 mts. Run within 2 minutes. (b) the female candidates have to complete 200 mts. Run within 1 minute 20 seconds.

E. Parameters for additional marks for Extra Curricular Activities, Skill etc. (25 marks).

Extra marks will be given to those candidates who have acquired some additional qualifications before the publication of the advertisement for the enrolment of Home Guard Volunteers. The following will be considered as additional qualifications :

(a) Extra Curricular Activities like NCC/Scout & Guide/Civil Defence/Fire/First Aid/Ambulance Course/Driving/Sports & Games etc. (b) Computer and other Technical Skills and (c) Previous Experience as Civic/Traffic Volunteers or any security related experience.

Note : The enrolment Committee will decide the matter of awarding marks.

F. Interview (15 marks) :

Candidates shortlisted on the basis of Written Examination and additional qualifications will be called for Interview. All Documents/Certificates wll be verified at the time of interview.

Preparation of Merit 3. The final merit list of the provisionally selected candidates shall be prepared on the basis List of the marks obtained by the candidates in Written Test. Additional Qualifications and Interview.

Reservation : 4. 10% horizontal reservation will be extended to the serving Civic Volunteers assisting West Bengal Police and .

Preference : 5. If 2 (two) or more candidates obtain the same marks at the time of preparation of the final merit List, the candidates with higher marks in the Written Examination will be given preference . If the tie still exists, the candidate who is older in age will be given preference.

Reserve List : 6. A Reserve List, maximum 10 % of the vacancies based on merit will be prepared. It will remain valid for 01 (one) year from the date of publication of the list or all the vacancies are filled up by selected candidates whichever is earlier.

Selection Authority : 7. The selection of Home Guard Volunteers in West Bengal Police shall be made through the enrolment committee to be constituted by the Director General of Police and Commandant General, Home Guards. West Bengal Police Gezette 21st June, 2019 4 made through the Enrolment Committee to be constituted by the Commissioner of Police, Kolkata.

Enrolment Authority : 8. The Director General of Police and Commandant General, Home Guard. West Bengal or any subordinate officer duly authorized by him for West Bengal Home Guard Organization and the Commissioner of Police, Kolkata or any Subordinate Officer duly authorized by him for Kolkata Home Guard Organization shal be enrolment authority.

Verification of 9. All provisionally selected candidates shall be required to fill up a Verification Roll Character and which shall be thoroughly enquired into by the concerned authority. Adverse report will Antecedents : debar a candidate from enrolment.

Medical 10. All provisionally selected candidates will be sent for Medical Examination at Police Examination Hospital under West Bengl Police for enrolment of Home Guards under West Bengal Home Guard Organizaton and that in the case of the Kolkata Home Guard Organization will be sent to Kolkata Police Hospital. Provisionally selected candidates who are not medically fit, will not be considered.

Training 11. The provisionally selected candidates shall be required to undergo basic training for 6 weeks duration.
