H. F. López, 1994; Omi & Winant, 1994; Taylor, 2013) as an intervention into postcolonial theory (Chakrabarty, 2000; Chatterjee, 1993; Gandhi, 1998; Mani, 1998; U. Narayan, 1997a; Prashad, 2000; Said, 1979; Sinha, 2000a) to explore the relevance of the concept of race in the South Asian American (SAA) experience in the U.S. and how SAAs learn to become racialized. The focus in this study was on how participants learned, understood, and made sense of their racialized experience. Learning was defined from a sociocultural perspective using Cultural Historical Activity Theory (Engeström, 1987, 1999c, 2001; Sawchuk, 2003). Feminist ethnography was the research approach used to capture the thick descriptions of the SAA experience. The research was conducted in Summer, a college town, located in a northeastern state in the United States. Thematic narrative analysis (Riessman, 1993, 2008) complemented by Cultural Historical Activity Theory (CHAT), postcolonial feminist theory, and critical race theory was the analytical lens used in this study. The participants in the study learned to become South Asian American, a distinct racial identity. The data suggests that the concept of race is learned and that religion and caste (culture) in conjunction with skin color, hair color, and other physical attributes (biology) constitute the SAA racial category. SAAs are racialized differently from other groups, and following Goldberg’s (2009) typology, I call this type of differential racialization (Delgado & Stefancic, 2005, 2012), Racial South Asian Americanization. Looking at religion and caste as attributes of race decenters the dominant American perspective on race and racism, thus calling for a radical retheorization of race (Loomba,1998; Schueller 2003). This study contributes to postcolonial theory, Desicrit (the form of critical race theory that focuses on SAAs), CHAT, race theory, South Asian American Studies, and adult learning by demonstrating     Testimony of Erika Lee, PhD, Regents Professor of History and Asian American Studies and Director of the Immigration History Research Center at the University of Minnesota on “Discrimination and Violence Against Asian Americans” Before the Subcommittee on Civil and Constitutional Rights Committee on the Judiciary March 18, 2021 1 Chairman and committee members: thank you for holding this hearing to discuss the vital issue of racial violence. I am honored to join you. We are here because there has been an alarming rise in anti-Asian racism and violence over the past year. Beginning in late January of 2020, Asian Americans reported being harassed, yelled at, attacked, and shunned in stores and restaurants; on city streets, buses, and subways; and in their own neighborhoods. A new report recently released by the Center for the Study of Hate and Extremism at California State University, San Bernardino found that hate crimes targeting Asian people rose by nearly 150 percent in sixteen of America’s largest cities.1 It could be even higher. In 2018, the FBI’s hate crime statistics recorded 148 anti-Asian hate incidents. From March to the end of December, 2020, Stop AAPI Hate recorded over 2,800 reports of racist incidents from forty-seven states and the District of Columbia. This represents an 1,800 percent increase from previous years. In New York City, there was a staggering 2,600 percent increase in anti-Asian hate crimes.2 These attacks have been happening throughout the pandemic, and there is no sign of them slowing down. One national survey found that sixty percent of Asian Americans reported that racism against them had increased during the pandemic.

The attacks of terror carried out on September 11, 20011 gave rise to waves of hate-fueled violence across the country. It has been argued that the attacks and the subsequent, current context of war have resulted in a heightened sense of American intolerance. They have led to discernable shifts in how certain minorities are perceived and treated in the United States. Since the attacks, an alarming number of Arab, Iranian, and other Muslim Americans have been targeted and hurt, Send Page to a Friend becoming victims of a vicious brand of ‘patriotism.’ The FBI reports that the number of anti-Muslim hate crimes filed has spiked from twenty-eight in the year 2000, to 481 in 2001 – representing a seventeen-fold increase.2 Backlash continues to take on the form of verbal taunting, airport profiling, and even physical violence. My gratitude also to Mary Gale and Nisheeth Vora, who assisted with editing. iv Abstract In Miss India USA, an event that represents Indian ethnicity as imagined by the mainstream Indian community, we can find a representation of the true dynamic processes of self-definition that are occurring in Indian America. By looking for evidence that the 'ideal' of Miss India USA is a construction based on the interests of what turns out to be only one voice among many in the community, we can start to look for evidence of other voices in the pageant. These are revealed in the ways that contestants fail to meet the ideal of 'Miss India USA' and instead perform other versions ofIndian identity on stage. This thesis argues that discussions of the transnational Indian community as a diaspora homogenize it in a way that hides alternate forms of Indian identity that themselves share transnational affiliations besides those of the mainstream community highlighted by the notion of 'diaspora.' Miss India USA reveals that individuals in diaspora utilize transnational affiliations to create a multiplicity of identities that can only be understood in the context ofboth these particular affiliations and the locality of the individual.
