    BOARD OF EDUCATION OF HARFORD COUNTY INFORMATIONAL REPORT DECISION ON THE JOPPATOWNE HIGH SCHOOL LIMITED RENOVATION EDUCATIONAL SPECIFICATIONS JUNE 17, 2019 Background Information: A scope study was approved by the BOE December 2009. Joppatowne High School has multiple critical systemic problems. This includes major HVAC, building envelope, structural, ADA deficiencies, and safety and security issues. A project to address these issues was originally put forward to the State as a systemic renovation; however, the State would not fund multiple systemic renovations and recommended the project be put forward as a limited renovation. With a limited renovation project, HCPS can address the multiple critical systemic needs of the building while also improving the facility for educational programs such as the Homeland Security program, Child Development, Music, Science, Junior Reserve Officer Training Corps (JROTC) and Tech Ed. Local planning for the limited renovation was approved in the FY2016 CIP. Discussion: Educational Specifications provide direction to the design team on the minimum physical and performance requirements for a project. The Educational Specifications Committee for the Joppatowne High School Limited Renovation Project included the Executive Director for Middle and High School Performance, Assistant Superintendent of Operations, Planning and Construction staff, administrators from the school, and representatives of Banta Campbell Architects, Inc, the architectural firm responsible for the design. Content supervisors, as well as representatives of Harford County Parks and Recreation also participated in this process. Additionally, at the April 15th PTSA meeting, the scope of the project was presented and discussion with parents, teachers, and staff of Joppatowne High School. The Educational Specifications for recently constructed high schools, as well as Havre de Grace Middle/High School were used as a reference.
