Masssachusetts Water Resources Authority BEST COPY AVAILABLE U U U ^ , `-' Preface The Massachusetts Water Resources Authority provides wastewater collection and treatment services to more than 2 million people in 43 communities in the Greater Boston area. The MWRA discharges wastewater into Boston Harbor, as have prior agencies and residents of the area since colonial times. The burden of waste material over the years has contributed to the degrada- tion of Boston Harbor, leading federal regulators to require substantial upgrading of the treatment system. Part of MWRA's mission, when it was created in 1985, was to build a secondary treatment plant and an outfall tunnel fortreated efflu- ent, to cease the discharge of sludge by 1991 and to address the problem of com- bined sewer overflows. The Boston Harbor Project is a huge undertaking, over ten years in planning and. construction, with an estimated cost of $7 billion. Down The Drain is intended to explain wastewater treatment processes, detail the goals of the Boston Harbor Project and describe the responsibility of indi- vidual citizens to the revitalization of the harbor environment. The classroom activities in Down The Drain are supported by a program of guest speakers and tours of MWRA facilities. Young people can make a difference, not only in today's effort to reclaim Boston Harbor, but throughout their lifetimes as protectors of the environment. With everyone's help, the harbor can be a vital resource for future generations of Massachusetts citizens. PART I: WASTEWATER IN GREATER BOSTON 1. Drawing on collective wisdom Students learn that they are connected to Boston Harbor. The exercise includes a basic overview of wastewater treatment, the level of treatment in place in Boston Harbor today and plans for the future. Who dirtied Boston Harbor? An activity demonstrates the progressive pollution of receiving waters. In an optional second section, students confront the problem of cleaning polluted water. 3. Combined sewer overflow Through a simple demonstration students learn the function of a CSO. 4. Boston's wastewater history Newspaper articles from nearly 100 years ago reveal that Bostonians have faced many of today's issues before. 51110 011111 PART II: RESIDUALS FROM A WASTEWATER TREATMENT PLANT 5. Residuals: Deciding what to do A role-playing activity in which students read about different use/disposal options for sludge and then argue for their use/disposal option to be adopted by the "Board of Directors." 6. Using sludge fertilizer pellets Students learn about the appropriate application rates of fertilizer pellets through three math problem solving activities. PART HI: HOUSEHOLD HAZARDOUS WASTE: WHAT YOU CAN DO TO PROTECT BOSTON HARBOR 7. What are household hazardous products and household hazard- ous waste? An introduction to types of hazardous products and their effects. Activities include an introductory question sheet, a reading for basic information and a demonstration of the effects of waste motor oil on the marine environ- ment. 8. Reading product labels Students learn to interpret the information that manufacturers are re- quired to include on hazardous products. 9. Home hazardous product survey Students and their families compile an inventory of hazardous products in their homes. They compare their results in class to estimate the total amount of such substances in their community. 10. Safer alternatives to household hazardous products Students examine advertising for common household products, then learn and try some safer alternatives. 11. Home Safe! Board game Reinforce facts and concepts from previous sections through a board game available from MWRA. UUUL 7 PART IV: GUEST SPEAKER PROGRAM As a follow-up to these classroom activities or as an introduction to the subject, speakers from MWRA will visit your school. For best results, please let the speaker know what areas and questions especially interest your students. PART V: TOURS As a further follow-up, tours of MWRA facilities can be scheduled through Sewerage Division personnel. LUOL ta About Down The Drain Down The Drain has three components. The most important of them is this curriculum guide for dassroom activities. The second, is a guest speaker pro- gram. After a speaker has visited your school, you may wish to use the third component, a tour of an MWRA wastewater facility. The contact person for all materials and services is Meg Tabacsko at (617) 242-7310. 1. The curriculum guide is a series of activities on three main topics: waste- water operations, wastewater residuals and household hazardous waste. The activities are written at a junior high reading level, but can be used by older or younger groups as well. Supplementary print materials and videos can be bor- rowed from MWRA. Each activity contains an introduction for the teacher explaining the goals, concepts, materials and procedures for conducting the lesson. These teacher pages, with the darker color, are followed by student pages, with the lighter color, containing student readings, question sheets, homework assignments and any other materials to be copied and used in the course of the activity. Down The Drain is written and arranged so that it can be used front to back as a comprehensive unit on wastewater. We recognize, however, that few teach- ers have the flexibility to insert such a large body of work into already crowded programs. Therefore, each activity is also intended to stand on its own as a single lesson. Even if you don't have time to teach all of Down The Drain, we encourage you to look through the table of contents for an activity or two that appeals to you or that might especially suit your class. You might choose to do the first activity in each major section, to give students the overall picture, and then follow their interests into subsequent activities. MWRA personnel are available for teacher training sessions to introduce the program. We will demonstrate selected activities and provide additional back- ground information on the Boston Harbor Project. Workshops can vary in length to suit the time available and can be scheduled at your convenience. Also, our library and its staff are available for additional reference and research. 2. Once you have introduced your students to Down The Drain, you may wish n110 PI 10 to have a guest speaker from MWRA visit your classroom to talk with students about wastewater and Boston Harbor. (We will do our best to fulfill all requests, but at busy times of the year we cannot guarantee that someone will be available). Speakers will be able to make general presentations on the entire topic, or to focus on any portion that especially interests the students. In the latter case, it would be helpful to notify the speaker in advance of the kinds of questions the students have. 3. The third component of the program, after classroom activities and guest speakers, is to tour MWRA wastewater facilities, from a headworks or pumping station in your community to Deer or Nut Island. There may be some time con- straints and size limitations, but a trip to a facility can be very educational. In order to get maximum benefit from the time and effort that these tours require, we ask that the class prepare by participating in at least one activity and by inviting a guest speaker before the day of the tour. Finally, we see Down The Drain as an evolving program. We want to expand and improve it wherever we can. We need your help in this endeavor. Please take time to complete the evaluation form to let us know what worked and what didn't, what was helpful and what was inconvenient, as well as ideas of your own that you applied to the lessons. There were other, powerful claims on the river and numerous responsible agencies. And the Thames was not just ‘London River’: it runs for over 300 miles from Gloucestershire to the North Sea. The capital’s interdependent relationship with the Thames estuary highlights an important problem of governance. Rivers are complex, multi-functional entities that cut across land-based boundaries and create interdependencies between distant places. How do you govern a city that is connected by its river to other communities up and downstream? Who should decide what the river is for and how it should be managed? The River Thames provides a case study for exploring the challenges of governing a river in a context of changing political cultures. Many different stories could be told about the river, as a water source, drain, port, inland waterway, recreational amenity, riverside space, fishery, wildlife habitat or eco-system.

NEW URBAN DEMANDS IN EARLY MODERN LONDON Rosemary Weinstein From 1550 onwards, London grew and changed enormously, with the attendant problems of disease and disorder. The combined impact of "rapid immigration, recurrent mortality crises and population growth applied critical pressures to the social and administrative structures" ofthe metropolis.' This paper gives an overview ofhow local authorities endeavoured to deal with problems of drainage, water supply, and street cleaning between 1500 and 1700. Despite London's growth in area and population, it continued to have two separate administrative centres-the Court of Common Council in the City, and from 1585 the Court of Burgesses at Westminster. Outside the City liberties and Westminster, the Middlesex Justices of the Peace (the royal representatives) were responsible, either collectively or as individuals, for law and order. This division led to conflict over public responsibilities. The City, for example, could not compel the Middlesex Justices to clear the Fleet River above Holborn Bridge ofthe filth which polluted the downstream City ward of Farringdon Without. No single authority ran hospitals and almshouses, organized street cleaning or policed streets in the new suburbs east and west of the City-Stepney, Soho, and St James's. "Many problems of drainage and flood prevention, safe building, welfare, fire prevention, medical care and education were outside the powers of the Justices of the Peace and the parish vestries to control. Various ad hoc bodies were set up to deal with these problems",2 as we shall see. The Corporation of London has a tradition extending back to the Middle Ages of care for the health ofthe citizens.

The Thames as a Contested Environmental Space A Special Issue of The London Journal. This special issue of The London Journal explores the environmental history of the River Thames since 1960 and its role in linking London to its neighbours. The past fifty years have brought fundamental change in the relationship of many cities to their rivers. In the case of the Thames there has been: the closure of London's docks and the port's move downriver to Essex; the regionalisation of water institutions and loss of metropolitan control over water supply, sewerage, pollution and flood defence; the biological death and rebirth of the tidal river; the formation of influential environmental pressure groups; privatization of water and sewerage; the emergence of national and international environmental regulators. European Union 'directives', from Birds (1979), Habitats (1992) and Groundwater (2006) to the Water Framework Directive (2000), have been influential in a shift away from narrow concerns with river pollution towards an 'ecosystem approach' to the river, foreshore and riverside marshes. Since the return of pan-London governance in 2000, the Mayor's London Plan (2004 especially) has claimed the capital's rivers and waterways as integral to its role as an 'exemplary, sustainable world city'.1 This issue takes 'London's River? The Thames as a Contested Environmental Space' as a central theme because these environmental and governance changes represent a major reorientation of interests and communities in relation to the Thames.

    Appendix D Experience+ in the United Kingdom on the Control of Discharges of Sewage Sludge to Estuarine and Coastal Waters, A Case Study INTRODUCTION In the text of this book, the physical, chemical and biological processes which take place in estuaries and coastal waters have been described in detail so far as current knowledge allows. General descriptions have also been provided on how our understanding of these processes may be used to predict the environmental impact of waste disposal on the marine environment and the assimilative capacity of the receiving waters. The conclusion has been reached that the ocean does have a capacity to receive certain wastes without damage, but that it is essential that this assimilative capacity be quantified and managed effectively through adequate controls, in order to ensure that disposal does nat give rise to adverse effects on the receiving waters, the biota present or humans as the consumer of marine resources. Due largely to its extensive coastline and the proximity of much of its population to estuaries or coastal waters, the United Kingdom UK! has a long history of discharging sewage effluent after varying degrees of treatment! directly ta estuaries and coastal waters. In addition, approximately 28 percent of the sewage sludges produced by the treatment of sewage within the UK is disposed of at sea by dumping from vessels. These dispasal practices are controlled under national and, in some cases, international regulations. Dumping of wastes at sea is regulated by the Dumping at Sea DAS! ACt 1974, and by the provisions of the Oslo and London Conventions on the prevention of marine pollution.

Among others, these included a requirement to marry automatic monitoring and dynamic modelling approaches in the interests of securing better management of water quality in lakes and reservoirs. The particular task given to us was to devise the elements of an active management strategy for the Queen Elizabeth II Reservoir. This is one of the larger reservoirs supplying the population of the London area: after purification and disinfection, its water goes directly to the distribution network and to the consumers. The quality of the water in the reservoir is of primary concern, for the greater is the content of biogenic materials, including phytoplankton, then the more prolonged is the purification and the more expensive is the treatment. Whatever good that phytoplankton may do by way of oxygenation and oxidative purification, it is eventually relegated to an impurity that has to be removed from the final product.
