Inspection results of environmental monitoring (Nov.2016)

Bukhara Regional Center of Sanitary Inspection wants to inform you that about the results of sanitary-bacteriological, sanitary research samples of drinking water and sanitary research for Air, vibration and noise selected on site areas of POSCO E&C A-380 (Guzar- Bukhara-Nukus-Beineu) and from temporary camps in and district of , in November14, 2016.

1. Sanitary - bacteriological and hygienic condition of drinking water: 6 Selected samples of drinking water, all samples meet the requirements of GOST 951- 2011 "Sources of centralized water supply" and GOST "Drinking water" 950-2011.

2. Sanitary hygienic condition of Air: 2 Selected samples on dust air in batching plant meet the requirements SanPiNR Uz № 0293-11 and Uzbekistan Air Pollution Control Guide-1979.

3. Sanitary study of noise in the workplace. Noise levels in 3 working places near excavator (SAMSUNGMX132W), 3 working places near Dozer (SD7), 3 working places near Roller(LIUGOHG CLG616GREYDER6CTA 8,3- C215 - //), 3 working places near Wheel Loader (XGMA / XG955H), 2 office areas and 2 living rooms have been tested.

4. Sanitation study of vibration in the workplace. Vibration levels 3 working places near excavator (SAMSUNGMX132W), 3 working places near Dozer (SD7), 3 working places near Roller (LIUGOHG CLG616GREYDER6CTA 8,3-0215 - //), 3 working places near Wheel Loader (XGMA / XG955H) have been measured based on the results of laboratory-level research.

5. The above-mentioned results of the laboratory research of environment objects (water, air), indicators of the level of noise and vibration in the workplace comply with sanitary norms and rules. Results of laboratory tests are applied on 12 pages.

APPENDIX B

BRIEF REPORT

OF PERFORMED INSPECTION ON ACTIVITIES OF THE CONTRACTOR FOR ENVIRONMENTAL PROTECTION

As per inspection results performed during the period of July –October were observed the followings:

ROAD SIDE

Environment condition of the road (km 355) from the starting point and adjacent areas do not cause any concern. The only unsolved issue of the Contractor is removed asphalt that stockpiled in temporary stockyards.

In addition, along the road there are still temporary stockyards for temporary storage of construction materials. For example in section km 387-437 have been organized more than 12 temporary stockyards from which only few of them are being used.

At the ending section and in some areas along the road there are unliquidated waste concrete and asphalt (Photo #2).

During inspection along the constructed road were observed sections with dune sand stabilization structures (photo #3). In general, these engineering structures fulfilling its protective function. (Photo #4, 5).

Along the road, excessive soil from construction is being used to filling the places with low level or being moved beyond the ROW. In the result, the adjacent virgin territories are being affected (Photo #6).

Recommendations:

− Avoid creating wide areas for placement of excessive soil. It is desirable to use excess soil for reclamation of Borrow Pits. − Begin reinstatement works in temporary stockyards along the road by covering with organic soil. − Remove remains of construction and other debris from the road and adjacent areas.

BATCHING PLANTS

Batching Plants are located at km 365 and km 409 of the road and all concrete production works are completed. Currently, activities are focused on production of concrete structures (edge marker post, concrete barriers, etc.). Material stockyards in Batching Plant areas are almost empty. In photos # 7, 8 shown Batching Plants areas that almost released from building materials.

Ready road furniture products are stockpiled in Batching Plant area (Photo # 9, 10). As availability they will be transported to the place of installation.

The main problem is elimination of various waste that stockpiled around the batching plant areas (Photo # 11, 12).

Recommendations:

− Avoid creating concrete debris and stockpiling it out of Batching Plant area. − Waste asphalt and concrete (pavement materials) should be temporarily stockpiled in the Batching Plant areas without creating additional areas. − Develop preliminary program plan for waste utilization.

BORROW PITS

Up to now, the Contractor has developed 33 different Borrow Pits areas along the road. Contractor has completed reinstatement in one Borrow Pit area (364 km) and has stared on the next one at km 368+400. Currently, Contractor has completed transportation of Borrow Pits materials. Due to Borrow Pit material use

totally 621 227 m2 area was disturbed. Excavated area volume was from m2 to m2 . After completing Borrow Pit development works the deepest area was up to 3.0 m (Photo # 13).

Borrow pit along the road with 400 m length and 100 m width. (Photo #11). To perform reclamation works in such Borrow Pits may require a long time.

Removed top soil is placed round the developed Borrow Pit areas. On the bottom of Borrow Pits, there are substandard soil.

Problematic condition is in Borrow Pit at km 409. Over excavation resulted to outflow of underground water on the surface of the Borrow Pit. In the result, the bottom of the Borrow Pit area was salinized and groundwater is wedged-out due to seasonal fluctuations in groundwater level (Photo #14, 15).

The Contractor has started reclamation of disturbed areas in Borrow Pits. Technical reclamation works are being performed in the Borrow Pit at km 364+000 and km 368 + 400 (Photo #16).

Recommendations:

− Expedite reclamation works in the developed Borrow Pits. • Develop a reinstatement schedule for execution of Borrow Pit backfilling works. • Adhere to the recommendations of the Bukhara Regional committee for environmental protection. • In Borrow Pit at km 409 to eliminate soil salinization due to underground water, perform initial backfilling up to level of not less than 1 m.

FUEL STATION AND PARKING AREA

It is urgently required to repair protective basements around the fuel tanks at km 409 and prevent spillage oil on the ground (Photo# 17).

At km 365 fuel dispenser foundations are not repaired. Corrective measures are not taken. Condition does not correspond to the environmental requirements. Foundation pit under the fuel dispenser clogged with contaminated soil (Photo # 18, 19).

In the fuel storage areas were observed spillage of oil products (Photo #17, 20).

Re- Recommendations:

− In order to prevent oil spillage, please repair protective basement around the fuel tanks. − Clean spillage tank areas from contaminated soil.

OFFICE AREA

Camp (km 409) and surrounding areas are in unsatisfactory condition. On the photos shown revealed shortcomings and violations that do not meet environmental regulations (photo #21-24).

In both camps the unfavorable situation with fecal waste is being continued. It is not allowed to dispose fecal waste on the ground near to the living areas. (Photo #25-26)

Recommendations:

− Clean the camp and surrounding areas from waste, scrap metal and other debris. − Construction materials should be stored in designated stockyards outside of the Camps. − In order to eliminate occurrence of potential insanitary situation, please arrange frequent disposal of household sewage.
