    TREKKING OUTWARD A CHRONOLOGY OF MEETINGS BETWEEN SOUTH AFRICANS AND THE ANC IN EXILE 1983–2000 Michael Savage University of Cape Town May 2014 PREFACE In the decade preceding the dramatic February 1990 unbanning of South Africa’s black liberatory movements, many hundreds of concerned South Africans undertook to make contact with exile leaders of these organisations, travelling long distances to hold meetings in Europe or in independent African countries. Some of these “treks”, as they came to be called, were secret while others were highly publicised. The great majority of treks brought together South Africans from within South Africa and exile leaders of the African National Congress, and its close ally the South African Communist Party. Other treks involved meetings with the Pan Africanist Congress, the black consciousness movement, and the remnants of the Non-European Unity Movement in exile. This account focuses solely on the meetings involving the ANC alliance, which after February 1990 played a central role in negotiating with the white government of F.W. de Klerk and his National Party regime to bring about a new democratic order. Without the foundation of understanding established by the treks and thousands of hours of discussion and debate that they entailed, it seems unlikely that South Africa’s transition to democracy could have been as successfully negotiated as it was between 1990 and the first democratic election of April 1994. The following chronology focuses only on the meetings of internally based South Africans with the African National Congress (ANC) when in exile over the period 1983–1990. Well over 1 200 diverse South Africans drawn from a wide range of different groups in the non- governmental sector and cross-cutting political parties, language, educational, religious and community groups went on an outward mission to enter dialogue with the ANC in exile in a search to overcome the escalating conflict inside South Africa.

ABSTRACT This dissertation examines the apartheid debate from an international perspective. Positioned at the methodological intersection of intellectual and diplomatic history, it examines how, where, and why African nationalists, Afrikaner nationalists, and American liberals contested South Africa’s place in the global community in the 1960s. It uses this fight to explore the contradictions of international politics in the decade after second-wave decolonization. The apartheid debate was never at the center of global affairs in this period, but it rallied international opinions in ways that attached particular meanings to concepts of development, order, justice, and freedom.     ABSTRACT THE SIN OF OMISSION: THE UNITED STATES AND SOUTH AFRICA IN THE NIXON YEARS by Eric J. Morgan This thesis examines relations between the United States and South Africa during Richard Nixon’s first presidential administration. While South Africa was not crucial to Nixon’s foreign policy, the racially-divided nation offered the United States a stabile economic partner and ally against communism on the otherwise chaotic post-colonial African continent. Nixon strengthened relations with the white minority government by quietly lifting sanctions, increasing economic and cultural ties, and improving communications between Washington and Pretoria. However, while Nixon’s policy was shortsighted and hypocritical, the Afrikaner government remained suspicious, believing that the Nixon administration continued to interfere in South Africa’s domestic affairs despite its new policy relaxations. The Nixon administration concluded that change in South Africa could only be achieved through the Afrikaner government, and therefore ignored black South Africans. Nixon’s indifference strengthened apartheid and hindered liberation efforts, helping to delay black South African freedom for nearly two decades beyond his presidency.     PREVENTING CRIME IN TOWNSHIPS: FOUNDATIONS FOR ECONOMIC EMPOWERMENT AND HUMAN DEVELOPMENT1 Abstract This paper examines selected policy directions and the performance of the broader South African criminal justice system and connects this to the growth and development of townships. A major part of the paper is devoted to crime prevention issues. At the level of crime prevention many more people are affected, with the rate of crime victimisation driving the fear of crime. A qualitative analysis of the relevant literature was made. When levels of insecurity are high, as they often are in townships, it is inevitable that entrepreneurs and investors, whether foreign or local, will be reluctant to invest, concluding that the risk factors are larger than their appetites. It is argued that an effective crime prevention policy and efficient performance in this area can contribute to the economic growth and development of vulnerable communities. Several recommendations are made. INTRODUCTION Various foundations are necessary for entrepreneurship to grow in marginalised communities. These can be divided into business and social fundamentals. With regard to business, these include access to finance and enterprise development, for example. The social fundamentals include safety and security, for the business and its customers. Growth and development as planned for by the government and desired by society at large permeates a number of policy issues. The criminal justice sector and primarily the crime prevention policy and its implementation are critical factors in determining the image of stability, security and free and vibrant economic activity. Entrepreneurship is one form of achieving economic empowerment and human development in marginalised communities.

    ALEXANDRA URBAN RENEWAL:- THE ALL-EMBRACING TOWNSHIP REJUVENATION PROGRAMME 1. Introduction and Background About the Alexandra Township The township of Alexandra is one of the densely populated black communities of South Africa reach in township culture embracing cultural diversity. This township is located about 12km (about 7.5 miles) north-east of the Johannesburg city centre and 3km (less than 2 miles) from up market suburbs of Kelvin, Wendywood and Sandton, the financial heart of Johannesburg. It borders the industrial areas of Wynberg, and is very close to the Limbro Business Park, where large parts of the city’s high-tech and service sector are based. It is also very near to Bruma Commercial Park and one of the hype shopping centres of Eastgate Shopping Centre. This township amongst the others has been the first stops for rural blacks entering the city in search for jobs, and being neighbours with the semi-industrial suburbs of Kew and Wynberg. Some 170 000 (2001 Census: 166 968) people live in this community, in an area of approximately two square kilometres. Alexandra extends over an area of 800 hectares (or 7.6 square kilometres) and it is divided by the Jukskei River. Two of the main feeder roads into Johannesburg, N3 and M1 pass through Alexandra. However, the opportunity to link Alexandra with commercial and industrial areas for some time has been low. Socially, Alexandra can be subdivided into three parts, with striking differences; Old Alexandra (west of the Jukskei River) being the poorest and most densely populated area, where housing is mainly in informal dwellings and hostels.

Vestiges of racial discrimination remain, however, including spatial segregation in housing, income inequality, and huge disparities in the government’s provisioning of basic services. The poorest of South Africa’s citizens live in peripheral communities, far from city centers and employment hubs. The poorest communities often lack safe streets and safe toilets. Whereas wealthier South Africans are able to pay private policing companies to provide armed security, those in the poorest of communities must live with regular fear of violent crime. The problem is compounded by a flawed method of allocating police resources, which has resulted in unequal distribution of government-provided security.

TRANSFORMATION 7 (1988) ARTICLE STATE REFORM POLICY IN SOUTH AFRICA Mike Morris & Vishnu Padayachee INTRODUCTION A variety of contradictions and conflicts within capital and between the state and the popular classes coalesced in the late 1970s and early 1980s causing an economic and political crisis within South African society. It became clear to all and sundry that the narrow strictures of apartheid policy could no longer provide the social basis for political stability and sustain further accumulation. The social structure of accumulation that underlay the previous cycle of social and economic development brought forth more contradictions than it resolved. Hence a major restructuring by the state was required and a new social structure of accumulation had to emerge if the crisis that had been engendered was to be resolved. In this regard a number of trajectories were always potentially available to South African society depending on the particular configurations of class forces that were thrown up. It is not, however, our intention to dwell on historically 'lost options', except to bear in mind that what held true for the past also holds for the present and future. There are always different possible means of resolving a crisis of the social structure of accumulation in any society, and different resolutions - which are always class resolutions - will produce different paths of social/economic development.

But He is not coming. So we will wait forever for the liberation of Namibia.” I told him, “For sure, the Lord will come, and Namibia will be free.” -Pastor Zephania Kameeta, 1989 On June 30, 1971, risking persecution and death, the African leaders of the two largest Lutheran churches in Namibia1 issued a scathing “Open Letter” to the Prime Minister of South Africa, condemning both South Africa’s illegal occupation of Namibia and its implementation of a vicious apartheid system. It was the first time a church in Namibia had come out publicly against the South African government, and after the publication of the “Open Letter,” Anglican and Roman Catholic churches in Namibia reacted with solidarity.

Without his driving will and dogged commitment to the principles of liberalism, especially his willingness to fight on when all seemed lost for liberalism in the apartheid state, the Progressive Party would have floundered. He led the Progressives out of the political wilderness in 1974, turned the PFP into the official opposition in 1977, and picked up the pieces after Frederik van Zyl Slabbert’s dramatic resignation as party leader in February 1986. As leader of the parliamentary opposition, despite the hounding of the National Party, he kept liberal democratic values alive, especially the ideal of incremental political change. Nelson Mandela described him as, “one of the architects of our democracy”.
