    PLACE MARKETING AND PLACE MAKING: TORONTO, TOURISM, AND THE FRACTURED GAZE by Nadia Franceschetti A thesis submitted to the Department of Cultural Studies In conformity with the requirements for the degree of Masters of Arts Queen’s University Kingston, Ontario, Canada (September, 2011) Copyright ©Nadia Franceschetti, 2011 Abstract This thesis is an empirical and theoretical investigation into the changing trends in place marketing as it relates to urban tourism, particularly in the city of Toronto. It begins by exploring broader discourses to do with capitalism and creativity and their impacts on city space and people’s interactions with it and within it. These perspectives are then situated in the Toronto context, a city that currently embraces the notion of the Creative City, as promulgated by Richard Florida, which encourages the branding of the city for the purpose of stimulated economic growth and in which tourism plays an increasing role. Thirdly, it examines the theoretical implications of the prominent belief that tourism and place marketing are imperative for Toronto’s economic well-being. Official efforts at place marketing and place branding construct what John Urry terms the tourist gaze, and frame the city in particular ways to particular people. Fourthly, this thesis gives an empirical account of how the gaze comes to bear on the physical city space in terms of infrastructure and financing projects in the interest of creating a Tourist City. The penultimate chapter brings to light how the rise of new media has allowed for the greater possibility to puncture the traditionally linear narrative of the city with new voices, thus fracturing the monolithic gaze in some instances.

    Wychwood Park Wychwood Park sits on a height of land that was once the Lake Iroquois shore. The source for Taddle Creek lies to the north and provides the water for the pond found in the centre of the Park. Today, Taddle Creek continues under Davenport Road at the base of the escarpment and flows like an underground snake towards the Gooderham and Worts site and into Lake Ontario. Access to this little known natural area of Toronto is by two entrances one at the south, where a gate prevents though traffic, and the other entrance at the north end, off Tyrell Avenue, which provides the regular vehicular entrance and exit. A pedestrian entrance is found between 77 and 81 Alcina Avenue. Wychwood Park was founded by Marmaduke Matthews and Alexander Jardine in the third quarter of the 19th century. In 1874, Matthews, a land- scape painter, built the first house in the Park (6 Wychwood Park) which he named “Wychwood,” after Wychwood Forest near his home in England. The second home in Wychwood Park, “Braemore,” was built by Jardine a few years later (No. 22). When the Park was formally established in 1891, the deed provided building standards and restrictions on use. For instance, no commercial activities were permitted, there were to be no row houses, and houses must cost not less than $3,000. By 1905, other artists were moving to the Park. Among the early occupants were the artist George A. Reid (Uplands Cottage at No. 81) and the architect Eden Smith (No. 5). Smith designed both 5 and 81, as well as a number of others, all in variations of the Arts and Crafts style promoted by C.F.A.

    Casa Loma’s Fate One of the city’s great landmarks By Trelawny Howell or the better part of a century, Torontonians have been blessed with an absolutely irreplaceable treasure. And Fthrough most of that time we have ignored it, abused it, defiled it and turned one of Toronto’s greatest landmarks into a monumental embarrassment. If you’ve visited Casa Loma lately, you’ll know what I mean. But generally, Toronto residents tend not to spend time at the city’s third most popular tourist destination. If they were aware of what’s been going on at what once was Toronto’s most romantic, glamorous landmark, I suspect there would be thou- sands beating on Mayor David Miller’s door to take his electoral broom and sweep the castle clean. I must confess that I could be perceived as having a vested interest in the fate of Casa Loma. I am the great-grandniece of Sir Henry Pellatt, the visionary Toronto businessman and First World War legend who built his amazing residence between 1911 and 1914. The castle was just one in a long list of over- the-top accomplishments for the Kingston-born wunderkind, known at that time as one of the 25 men who were the nation’s most spectacular financiers. Henry Pellatt joined his father’s stock brokerage at just 17 years of age and a year later signed on with the Queen’s Own Rifles, which he later commanded and formed into a regiment of 750 men. Always a visionary, he invested heavily in elec- tric power generation and the westward trek of thousands of newly arrived immigrants.

    12 Postcard from Plaguetown: SARS and the Exoticization of Toronto Carolyn Strange ‘“Bad news travels like the plague. Good news doesn’t travel well”’. While this epigram might have appeared in an advertising or marketing textbook, they were the words a Canadian politician chose to explain why the federal government sponsored a Toronto rock concert in the summer of 2003. As the Senator stated, 3.5 million dollars was a small price to pay for an event held to restore confidence in a city struck by SARS. The virus – first diag- nosed in Toronto in March 2003 – had already claimed 42 lives; interna- tional media coverage of the outbreak had strangled the economy. While public health officials imposed quarantine and isolation measures to combat the spread of SARS bureaucrats and business leaders were equally active, treating the virus as an economic crisis caused by negative publicity. ‘SARSstock’, as locals dubbed the concert, was one of many events pre- scribed to repair and revitalize the city’s image post-SARS. By drawing close to half a million fans with big name musicians, including The Rolling Stones, it provided Canadian and US newspapers and television outlets with a splashy ‘good news’ item. Local media commented that the concert gave Torontonians a much-needed tonic. As the Toronto Star declared, it proved to the world that ‘life and business here rock on’.1 When the World Health Organization (WHO) issued its advisory against ‘unnecessary travel’ to Toronto in April 2003, not only suspected SARS car- riers but the city itself felt borders close around it, cutting off vital flows of traffic to the city.2 It is thus possible to frame the economic consequences of SARS within the longer history of quarantine, cordons sanitaires and their commercial dimensions (as Hooker also argues in Chapter 10).

    Fact Sheet Lady Mary Pellatt Our first Chief Commissioner, Lady Mary Pellatt, lived in a castle! Who was this woman who did so much to promote and organize Guiding in Canada? She was born Mary Dodgson, daughter of Mr. and Mrs. John Dodgson in Toronto in 1858. She was educated at Bishop Strachan School in Toronto and attended St. Simon’s Anglican Church and St. James’ Cathedral. On June 15, 1882, she married Henry Mill Pellatt of Kingston, who later became Major-General Sir Henry M. Pellatt, C.V.O., D.C.L., knighted in 1905 for his service to the Canadian Militia. How exciting it must have been for the Guides and their leaders to attend Girl Guide rallies at her home, Casa Loma. The first visit took place in 1913 and included 250 Girl Guides who toured the conservatories, the palatial stables, climbed the circular staircase to the top turret and then were served tea in the Palm Room. The Mail and Empire, Toronto, Saturday, April 19, 1913, reports that Guides: “...felt perfectly at home, for Lady Pellatt is a thoughtful hostess and she saw to it that there was nothing of a formal nature to embarrass the girls... They enjoyed themselves immensely without riotous romping or unseeming conduct of any kind. Lady Pellatt showed her confidence in them by allowing them to roam at will through the beautiful conservatories...” Pictures that have come to light (National Archives) show Guides in September of 1915 marching and dancing, with tents and marquees set up, on the expansive lawn of Casa Loma.
