So much happened in the month of April and it is our pleasure to have our team relay the events as they occurred round the clock.

From the AU Summit in Kigali, to the Commonwealth Heads of Government Meeting in London and off to the Gold Coast where we unveil the spectacular performance Uganda put up.

In this issue we have featured an opinion piece on the relations between Uganda and the Commonwealth and a comprehensive coverage of Missions that submitted their activities.

The Newsletter will continue to include reports about past events, announcements about forthcoming events as well as a “photograph/s of the month” selected from among those you send us which will be included in an annual competition for the Ministry Calendar.

Uganda Joins 43 Africa Countries to Sign On to the Continent-Wide Free Trade Pact 1 Uganda joined a total of 43 other African states to sign the landmark African Continental Free Trade Area (AfCFTA) agreement, a significant boost to continental trade and economic integration. The agreement was signed at an extraordinary summit in Kigali by 44 out of 55 (AU) Member states. Uganda was represented by Hon. Sam Kutesa, the Foreign Minister.It creates a single market for goods and services as well as a customs union with free movement of capital and business travelers. The AU agreed in 2012 to develop AfCFTA & it took eight rounds of negotiations, beginning in 2015 and lasting until December 2017, to reach agreement.

Ugandan Scientist Scoops NEF Fellow Award Dr. Justus Masa, a Ugandan Lecturer at Kyambogo University and Senior Group Leader of Electrocatalysis and Energy at Ruhr-University Bochum, Germany was among the 17 NEF Fellow award winners at this year’s Next Einstein Forum(NEF) Global Gathering in Kigali, Rwanda. NEF recognizes & awards Africa’s young scientists, innovators & technologists.

Hon. Okello Henry Oryem represents Uganda at the 18th Mid-Term Ministerial Meeting of Non-Aligned Movement in Baku, Azerbaijan 1

NAM (Non-Aligned Movement) has sought to create an in dependent path in world politics and it identifies the right of independent judgment, the struggle against imperialism and neo-colonialism, and the use of moderation in relations with all big powers as the three basic elements that have influenced its approach. This year's meeting was held under the theme "Promoting international peace security for sustainable development” and officiated by President of the Republic of Azerbaijan Ilham Aliyev. Internationally recognized Malaysian Mountain climber conquers Mt. Rwenzori Malaysia’s first solo climber and mountaineering enthusiast Ravichandran Tharumalingam described his experience: "I have climbed many mountains, been to Mt. Kenya and Mt. Kilimanjaro, but none compares to what confronts you when you climb the Mt. Rwenzori Mountains." He added that no other mountain could offer what he experienced. 4 TÊTE-À-TÊTE

President Museveni meets President Paul Kagame of Rwanda at Entebbe President Paul Kagame conducted a one-day official visit to Uganda on Sunday 25th March, 2018, where he held talks with President . The discussions left both presidents satisfied. "I can say with great satisfaction that we were able to agree on a number of important things for the benefit of our countries and region. Better communication, working together more deeply and sharing facts regularly will allow us to take better decisions," Kagame said. While addressing the press after the meeting, President Museveni said, the discussion led to full agreement on all the subjects that were covered. President Museveni challenges Western companies as Uganda signs Oil Refinery pact. STATEHOUSE ENTEBBE - Photos by PPU The Uganda Government, through the Ministry of Energy and Mineral Development together with the Uganda National Oil Company, entered into the Project Framework Agreement (PFA) the with Albertine Graben Refinery Consortium(AGRC) for the development of the oil refinery. Uganda's entry into the Project Framework Agreement (PFA) with the Albertine Graben Refinery Consortium (AGRC) for the purposes of developing, designing, financing, construction, operation and maintenance of the oil refinery in Hoima district, marks a major milestone in the Country's oil & gas sector

President Museveni challenged Western companies to take interest in helping Africa explore its resources potential, saying the continent presented immense business opportunities. "There is a lot of 6 sleeping in Africa. You find people who should know but instead don't know," said the President. TÊTE-À-TÊTE continued from page 6... "And also there has been sleeping in the West, they don't care about what potential is in Africa." The President made the remarks today at State House Entebbe as he witnessed the signing of the Project Framework Agreement between the government and the Albertine Graben Refinery Consortium (AG1RC). The agreement will ensure development, design, financing, construction, operation and maintenance of the oil refinery in Hoima District. President Museveni said unlike China which seems to understand Africa's potential and has been active in doing business with Africa, Western companies have been reluctant in taking up projects and investing in the continent. "Africa is going to be a huge power house in terms of business," said the President, who noted that African leaders and the NRM government in particular have resolved some of the obstacles to doing business like fragmented markets and confiscation of private companies by past regimes. President Museveni said the composition of the AGRC showed that Western companies were also waking up to realise Africa's potential. "Africa and the West share a lot of history together and there is a need for them to use these past linkages to further economic business," said the President. (view MOFA website for full story)

Vice President Edward Sekandi on an official visit to India, woos Mumbai Photos by - VPPU & Uganda High Commission India The Vice President Edward Kiwanuka Ssekandi on a commercial diplomacy trip in India assured the Indian business community of Uganda’s Government commitment in providing a conducive environment for business which he said was one of the countries priorities. He met with his counterpart H.E. Venkaiah Naidu in New Delhi before speaking at the first Uganda-India investment conference at the World Trade Centre in the Arabian sea coastal city of Mumbai. He told the conference that Uganda was now more inclined to commercial diplomacy because doing business with the rest of the world was a more logical and mutually beneficial than waiting for overseas assistance a path.

Uganda High commissioner to India Grace Akello, who accompanied the Vice President on his visit, said the Conference was a landmark event in the history of India-Uganda relationship which she said dates back to 120 years and called for renew of relationship by exploring new frontiers for collaboration, especially with city of Mumbai which is India’s commercial bedrock. The conference also addressed by Uganda’s Honorary Consul in Mumbai, Mr. Madhusudan Agrawal, was attended by over 3000 participants including consular corps, Government officials, representatives of trade and industry, financial institutions, education institutions and members and civil society. Uganda enjoys a special relationship with India and this will continue to be nurtured by both countries, as reiterated by the two Vice Presidents of Uganda and India during their recent meeting in New Delhi. Uganda showcases Coffee and Tea in Moscow, 15 to 17 March 2018

Uganda Coffee Development Authority (UCDA) in conjunction with the Embassy of Uganda in Moscow showcased coffee at the Coffee and Tea Expo. UCDA is one of the major exhibitors at the three day expo which began on March 15 up-to March 17. The two-man UCDA delegation was led by Hajji Ishak Lukenge (pictured left), a member of the authority's Board. He was accompanied by Samson Mpiira Akankiza, the Coffee Sustainability Manager at UCDA. Akankiza participated in a cupping event which exposed the 'black gold' of Uganda. The annual event attracted coffee and tea lovers, consumers, buyers and other stakeholders in the industry. It is a great platform for Uganda to showcase her coffee and tea and to seek partnerships and business opportunities.

Uganda, South Africa sign Visa Exemption deal for Diplomatic & Official Passports On 4th April 2018, the Government of Uganda and the Government of the Republic of South Africa signed and exchanged an Agreement on Visa Exemption for holders of Diplomatic and Official passports. The Ag. High Commissioner, Uganda High Commission-Pretoria, Julius Joshua Kivuna signed on Uganda's behalf, while Chief Director of International Relations in the Department of Home Affairs, Mr. Cecil Sols signed on behalf of the South African Government. The Agreement permits entry and exit for a period of 90 days

Minamiashigara City of Japan Donates a Fire Fighting Truck to Uganda Police Minamiashigara City of Japan donated a Fire Fighting Truck to the Uganda Police Force to support the people of Uganda in prevention of fire incidences in the country. H.E. Ambassador Betty Grace Akech- Okullo (2nd from left) received the truck on behalf of the Government of Uganda and extended appreciation to the Donating City & AIMEC for their effort and commitment to acquire this Truck and for offering to ship it to the Port of Mombasa. 8 UGANDA MISSIONS ABROAD

The President welcomed the diplomat, wishing him all the success in his diplomatic tenure in the country, Presidential Spokesman Bassam Radi said in statements. President Sisi also stressed Egypt's keenness on boosting ties with Uganda in all fields, the spokesman added.

Ambassador Kiyonga encourages Chinese enterprises from Liaoning Province to invest in Uganda 1

Dr. Chrispus Kiyonga, Ambassador of Uganda in China encouraged Chinese enterprises to invest in Uganda during a meeting he held with the Governor of the People’s Government of Liaoning Province, H.E. Tang Yijun where they discussed the progress in developing the China-Uganda Liao Shen Industrial Park in Kapeka and other potential areas of cooperation. The Vice Governor H.E. Chen Lvping, and senior officials of the provincial government attended the meeting held on 29th March 2018 in Shenyang city.

There is a growing understanding that the United Nations efforts should go beyond addressing the immediate needs of war torn countries. It needs to do better in supporting countries to make peace last." The President of the 72nd Session of the United Nations General Assembly, H.E. Mr. Miroslav Lajčák identified peace building and sustaining peace as a key priority. Therefore he convened a High-Level Meeting on Peace building and Sustaining Peace on 24 and 25 April 2018 to assess efforts undertaken and opportunities to strengthen the United Nations’ work on peace building and sustaining peace.

Uganda participates in the Berlin Energy Transition Dialogue 2018 The event, that was opened by the new Federal Foreign Minister Mr. Heiko Maas, brought together ministers and high-ranking delegations from 40 countries as well as representatives from business and civil society with the aim of developing strategies for the intelligent transformation of the energy system, the transport sector and the heating supply. In 2012, she received acclaim for successful trial of a community nutrition and agriculture model in rural parts of Uganda, the award-winning Gender Informed Nutrition and Agriculture (GINA) Model. She talked to us in a special interview about her service in academia and foreign affairs and what can motivate Uganda’s entrepreneurial generation.

Congratulations upon your recent Award, at this stage in your life what does this achievement mean to you? The Golden Jubilee Independence award makes me very happy because I feel that my contribution to the socio-economic development of our Country has been acknowledged and appreciated. I would like to sincerely thank The National Medals Committee for finding my nomination worthy of this Award. I also thank my family, domestic help, H.E Prof. Joyce Kakuramatsi friends, colleagues and my husband, Dr. Joseph Kikafunda, for all their Kikafunda, support. Above all, I rely on the Grace of God. High Commissioner & Ambassador, You have always encouraged women in your work and it has Uganda High Commission, shown in your achievements, do you see yourself continuing to & New Zealand advocate for this group and what improvements would you like to see for the future of women in Uganda? I do indeed encourage women knowing the challenges they face to achieve their dreams. Fortunately, Uganda is among the countries in the World that support and promote women advancement. I am happy our Government has put in place Affirmative Actions that support women in many spheres. It is not possible to promote women empowerment unless girls are adequately educated. Through your experience running various projects, you contributed greatly to the development of policy to alleviate poverty and malnutrition in Uganda, are you satisfied with the effectiveness of these policies? Yes indeed, I am happy that these policies are in place. However, whereas developing policies is very important, implementing those policies in the best way to achieve impact. Some of the Food and Nutrition policies are still lying on the shelf while others have not been fully implemented. It is my hope and wish that these policies be fully implemented. In 2012, you were appointed High Commissioner to the United Kingdom, what was the change like from academia to diplomacy? Actually, the change is not as big as one would think. This is because Academia creates a firm foundation for most professions, including Diplomacy. So I built on that foundation and before long, I was performing very well. For example, just one year into my Tour of Duty, I was voted the Second Best Ambassador of the Year in Commercial and Economic Diplomacy. Credit for this is not to me alone – the entire management of Foreign Affairs, fellow Ambassadors and my staff are all greatly acknowledged for making my transition smooth. Representing H.E. the President in foreign countries is one of the greatest honors one can be given. Many young people are getting involved in agricultural projects as a way of diversifying their income, what advice would you give them in the current socio-economic set-up in Uganda? Do not stop at primary production. Venture into Agro-processing so that you add value to the produce. This reduces post-harvest losses and makes the products easier to market, both for Local, Regional and International markets. In case the young people do not know how to go about Agro-processing and Value Addition, let them enroll in Incubation programs run by the School of Food Technology, Nutrition and Bio-engineering and the Uganda Industrial Research Institute (UIRI) where they can acquire such hands-on knowledge and skills. What last note of encouragement would you like to give young women and men beginning their career journeys in the Foreign Service and related fields? I would encourage them to take postgraduate training (Diplomas or Masters Degrees) in Courses like International Relations, Diplomacy and related subjects. I would advise them to work very hard, to seek knowledge and be well informed. I would also encourage them to do intern-ships and volunteering in relevant fields. Finally, I would give them my Motto, which has helped me through all I had to do in life. This is the Gayaza High School Motto of NEVER GIVE UP. Never ever, give up on what you have planned to achieve - on your dreams. Thank you very much. 15 SPECIAL FEATURE

The United Kingdom (UK) hosted the Commonwealth Heads of Government Meeting (CHOGM) where leaders gathered in London and Windsor to address the shared global challenges we face and agree actions on how to create a better future for all. The summit’s theme was: ‘Towards a common future’ and was focused on building on the strengths of the Commonwealth to ensure this unique organisation is responsive to global challenges and delivers a more prosperous, secure, sustainable and fair future for all its citizens, particularly its young people.

Her Majesty The Queen hosted a Dinner for Heads of Government and Spouses/Partners at Buckingham Palace. President Museveni also met with the Duke of Cambridge Prince William at the Buckingham Palace in London from where they discussed wildlife conservation and the role of the youth in development. Hon. Uganda's High Commissioner to the UK discusses the long-lasting friendship between Uganda and UK From knowledge exchange to investment and trading as equal partners, Uganda offers British investors win-win opportunities in fields including oil and gas tourism, finance, health, and humanitarianism. How do you assess the current bilateral relationship between Uganda and the UK? Uganda and the UK enjoy a very cordial bilateral relationship, which started a long time ago when Uganda was a protectorate and when it started to become politically independent in 1962.

We enjoy cooperation in the fields of security, education, social services, agriculture, arts, culture and tourism, as well as investments. This cooperation has shaped our identity as a country. What are the main intersections of interest between the two countries? As Britain leaves the European Union, we would like to cooperate more with it in terms of trade and investment. A very large business delegation has just returned from Uganda. It was Julius Peter Moto meets Commonwealth led by Lord Dolar Popat, the prime minister’s trade envoy to Secretary General Patricia Scotland. Uganda and Rwanda, who informed me that 22 companies Photo: Uganda High Commission, London participated. The technological advancements in the UK can help us exploit our natural resources. With Brexit and the renewed energising of Commonwealth ties, what other new opportunities do you see emerging for Uganda and Britain to work together? Europe has been a big source market for Ugandan tourism, and the UK in particular. Most UK travellers will want to visit Uganda to experience the source of the Nile and Lake Victoria. We have five huge national game parks. British Prime Minister Theresa May has said she would like to “reenergise and revitalise” the Commonwealth for the 21st century. What expectations do you have for the 2018 CHOGM meeting in London? What changes and improvements would you like to see? We would like the Commonwealth to be proactive in sharing experiences in member countries that are cost- effective and easy to adapt in, health, education, culture and business. This way we’ll be leveraging the efforts of one another. Uganda is a centre of excellence for fighting HIV/AIDS, and we want member countries of the Commonwealth to come and learn from us. It goes without saying that what has been developed and tested in one member country and found to work can work in another part of the world.

"We celebrate you!", First Lady tells Uganda’s Commonwealth team The First Lady Janet Kataaha Museveni and the Minister of Education & Sports welcomed and congratulated the six Ugandan medalists and the entire team Uganda that participated in the in Gold Coast, Australia for having returned triumphantly. In athletics, excelled in the men's race 5000 metres winning a gold medal and another 10000 race simultaneously (2 gold medals); Stella Chesang won the women's race of 10000 metres (1 gold medal); Mercyline Chelengat got Bronze in the women's race of 10000 metres (1 bronze medal); Munyo Solomon Mutai won a silver medal In the men's long distance marathon (1 silver medal). In boxing, Juma Miiro got Bronze after he clinched a semi final spot (1 bronze medal). The She Cranes Netball team were ejected from the medal bracket contention, having finished sixth after falling to a 53-42 loss at the hands of South Africa.
